This letter is a response to the request for a va�ianc� to lot caverage at
810 Edgehi 11 Dr. Burl ing�me.
We havE no objections and would like to urge you to vote for this variance
based on the foliowing reason�:
1. This particular lot is extremely small-i believe 40 X 90 ft. and this
makes it extremely difficult to builtl a s�cond story an only �0� o� the lc�t.
2. The additional percentag� would nr�t aff�ct the setback
requirements, therefore would not negatively affect the aesthetics G� the
neighborh�od.
3. It sh�uld �lso be re�lized that urr this p�rticul�r k�l�ck, the rnaj�rity
�f homes d� not have backyards, therefore the chiltlren play outsir�e �n the
firont of the property. Those with b�ckyards do not use therr� much due to
the large �mount ofi traffic naise coming fror�� California Dr. Therefore,
ext�ndinq the insitie at � house larqer shauld only enhance the value c�f the
prapErty.
4. Given the ?oninq of this block in the past and in the present, it will
alw�ys be a piace where p�ch case will need to be looked at individu�lly.
in c�mmercial zoning, i believe th�t iQ0% of the lot could hav� been
c�vered. Therefore, thE additional S�, is a re�sonable request based or�
the zoninc�-C-R.

MEMO TO: PLANNING COMMISSION
FROM: ZONING TECHNICIAN
SUBJECT: LOT COVERAGE VARIANCE AT 810 EDGEHILL DRIVE, ZONED
C-R.
The applicants and property owners John A. L. and Patricia M. Jones
are requesting a lot coverage variance for the addition of a
bedroom and two bathrooms to their single story house at 810
Edgehill Drive, zoned C-R. This is a 224 SF addition to their 1124
SF house. The addition will increase their lot coverage from the
existing 40� to 48%. The existing lot is 3600 SF (40' X 90').
The proposed addition meets all zoning code requirements other than
lot coverage.
Staff Review
City Staff have reviewed the request. The Chief Building Inspector
had no comments. The Fire Marshal had no comments. The City
Engineer said that the garage back-up onto California Drive is an
existing condition that is undesirable, otherwise there are no
comments.
Applicant's Letter
In the applicants letter dated July 26, 1991 they have acknowledged
a city concern over second story additions to homes and the contro-
versy these additions create in the community. Instead of building
a second story they have opted for smaller rooms to maintain a
single story home. They have just been approved for an adoption of
a child and are adding a bedroom and two bathrooms to accommodate
the new member of their family.
Findinqs for a Variance
In order to grant a variance the Planning Commission must find that
the following conditions exist on the property (Code Section
25.54.020 a-d):
(a) there are exceptional or extraordinary circumstances or
conditions applicable to the property involved that do not
apply generally to property in the same district;
(b) the granting of the application is necessary for the preserva-
tion and enjoyment of a substantial property right of the
applicant, and to prevent unreasonable property loss or
unnecessary hardship;
(c) the granting of the application will not be detrimental or
injurious to property or improvements in the vicinity and will
not be detrimental to the public health, safety,
general welfare or convenience;

(d) that the use of the property will be compatible with the
aesthetics, mass, bulk and character of existing and potential
uses of properties in the general vicinity.
Planninq Commission Action
The Planning Commission should hold a public hearing. Affirmative
action should include findings made for the variance requested.
Reasons for any action should be clearly stated. At the public
hearing the following conditions should be considered:
1. that the project shall be built as shown on the plans submit-
ted to the Planning Department and date stamped; October 3,
1991, sheet 1; and,
2. that the project shall meet all Uniform Building and Uniform
Fire Code requirements as amended by the City of Burlingame.

Subject: Supplemental to Application to the Planning Commission for
Variance Applications
We purchased our two-bedroom, 1 bath house in 1980 with the intent of
living in the house and perhaps building a business on the property, as we
had commercial zoning. It became apparent that the lot was only big enough
for a family residence and we had two children in the meantime.
My wife and I have always been concerned about our immediate environment
and vicinity and have planted street trees as well as trees on our
property; and have maintained our property to the pleasure of our
neighbors.
Until recently, we have had no reason to change our house, but now we have
two children and have qualified through the County of San Mateo to adopt
one child. Now, we have to add a bedroom before we can adopt a child,
plus, we already need another bedroom, as our male and female children are
nine and six.
Our enclosed plans show a 224 sq. ft. addition (on one level) as we
carefully calculated a smaller bedroom situation against a second story
impact addition. My wife and I are getting the feeling that the City of
Burlingame are opposed to two-story additior,� (per City Council Meeting on
envelope building laws) and do not want to be a part of neighborhood
conflicts on styles, tastes or appearances of homes. We have elected to
add a small area to our living space and extend some decking, in order to
give us a three-bedroom, three-bath home that (according to our neighbors)
is far more desirable than a loft second story.
Please consider our rationale for this variance request - by
calculations we would like a.468 coverage increase and a 4'
on one side with no increase in overall height. Please find
without elevations as our architect cannot progress to these
without a variance approval.
