'4 li i� ? ? • _��""'^---�..__' P.C. 7/27/87 Item # 3 MEMO T0: PLANNING COMMISSION FROM: CITY PLANNER SUBJECT; THREE SPECIAL PERMITS FOR A 441 SF DETACHED GARAGE AT 2316 EASTON DRIVE, ZONED R-1 Pamela Stearns is requesting three special permits in order to replace the existing detached garage with a new 21' x 21' detached garage in the rear 30g of the residential property at 2316 Easton Drive, zoned R-1. The three special �ermits are ior: (1) storage area whicn exceeds 10� of the gross floor area of the main structure (277 SF requested, 266 SF allowed); (2) windows within 10' of property line (3'-2" requested, 10' required); and (3) windows over 10' above grade (11' requested, 10' allowed) (Cocle Sec. 25.60.010 i& 1). The garage is designed with four dormer windows in the storage area or loft above tne par}cing. These dormers allow more of the ceiling height of the pitched roofed garage to be 4' above tne floor. The garage design meets all other zoning requirements for setbacks, lot coverage and height. Staff Review City staff have reviewed the proposed garage. The Chief Building Inspector (June 29, 1987 memo) and the Fire Marshal (June 29, 1987 memo) had no comment. The City Engineer (June 22, 1987 memo) identifies that he has no objections because the placemenc of the garage leaves 15' in the area between the sidewalk and the face of the garage. In addition an exis'ting side property line fence is set pack 8' to 9' clear af the sidewalk so sight lines from and of backing cars are not blocked. Planning staff would note that there is presently a covered patio attaching the house to the existing garage. The project will include removal of this patio cover. It will be replaced with a smaller trellis which will be attached to the hause but not to the garage. Applicant's Letter In her letter of June 17, 1987 the applicant states that the reas�n for adding the dormer windows is to increase the usable storage area in the loft area of the garage. (Not-e: The interior clear height in the loft with the dormers is about 4' floor to ceiling ridge poles.) They are planning a family and storage space inside the house is limited. The garage loft area will not be used as a living area since the ceiling height is 4'. The dormer windows on the property line side of the garage look onto an easement adjacent to their property. (There is a 7' wide easement along the rear property line of this corner lot, see parcel map.) � -2- Study Questions The Planning Commission reviewed this item at t:neir szudy meeting on July 13, 1987 and asked several questions (Planning Commission Minutes, July 13, 1987). The side setbacl� requirements for this corner lot are 7.5'. In an additional letter (July 15, 1987) the applicant states that the purpose of the dormer windows is to make the space in the garage attic more accessible and thereby increase the usable storage area. She also states that the dormer windows will enhance the appearance of the garage. The style of the house is �eorgian; there are no dormers on the house. Planninq Commission Action The Planning Commission should hold a public hearing. Affirmative action should r�e taken by resolution. Tne reasons for any action should be clearly stated. Leahy found there were special circumstances p2rtaining to this property in that it is unclassified land; there are no other unclassified properties in the area so this would not be a grant of special privilege. He then moved for approval of the sign exception with the following conditions: (1) that the signs shall be installed as shown on the plans submitted with the application form date stamped June 25, 1987; (2) that the applicant shall obtain a building permit before erecting the signs; and (3) that the signs shall have white lettering on a Rockwood Red background and be made of wood with no plastic parts, in order to match the historical style and colors of the building and to satisfy the State Architect's office. (Shown on blueprint oi con•- struction of detached �;aragz at same acidress.} Our complaints are a.s follows: The two�story structure of walk-in bar and bath will be in very close proximity to our master bedroom. A study of the blueprints has revealed that this strueture will project far enough out to block the view from the window of our master bedroom. The sole occupant oi the master bedroom, Ruth A. Sears, is a semi- invalided agoraphobie confined primarily to the master bedroom. The two-story structure would ruin the aesthetic quality of Mrs. Sears' room which is erucial to her general feeling of well being. The obstruction of the present view, against a claustrophic wall oi gray stucco, would be intolerable. A side window in a second bedroom would be totall.y blocked by the two story strueture of walk�in bar and bath. During the past thirty years, IUIr. Sears, who occupies this room, has witnessed drunks and t�e�passers from that particular window, informing the B�zrlingame Police Department of their suspicious aetivities.Block- ing his window would be detrimental to our Easton Drive Neighborhood i�atch Program.
