Summary: The applicant is requesting design review for a first and second story addition at 2304 Easton Drive,
zoned R-1. The existing house is a single story house with 1,908 SF of floar area (031 FAR), including a 400 SF
detached garage. The first floor addition includes reconfiguring the room arrangement by shifting some bedrooms
upstairs and extending out at the back with the addition of a family room. The second floor addition would be 1,218
SF in area and would include three bedrooms and three batluooms. The total floor area of the remodeled house
would increase to 3,398 SF (0.56 FAR), where 3,430 SF (0.56 FAR) is the maximtun allowed. The detached barage
is 20' x 20' and meets the parking requirement for this four bedroom house. The applicant is seelcing a special
permit for height with this application. In response to the Planning Commission's cominents at the design review
study meeting on April 22, 2002, the applicant has increased the height of the building from 29'-6" to 35 feet. A
special perinit is required for structures between 30 — 36 feet in height.
The applicant is seeking the following:
• Design review for a first and second story addition; and
• Special permit for 35' height.

April 22, 2002 Design Review Study Meeting: On April 22, 2002, the Planning Commission reviewed the
proposed first and second story addition at 2304 Easton Drive. The Coinmission had the following corrunents and
concerns:
• Can the flat area of the roof be peaked, would enhance the architecture and help design if you saw more roof;
roof changes may require special permit; and
• Look at eliminating wrought iron at the fiont windows.
The applicant submitted revised plans date stamped April 26, 2002, in response to the Planning Commission
comments at the Apri122, 2002 design review study meeting. The following changes have been made to the plans:
• Roof has been changed from a flat roof to a pitched roof, resulting in a request far a special pennit far a 35'
height, an increase in height of 5'-6" (29'-6") from the previous proposal before the Planning Commission;
and
• Wrought iron at the front window has Ueen eliminated.
Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the
Council on Apri120, 1998 are outlined as follows:
1. Compatibility of the architectural style with that of the existing character of the neighborhood;
2. Respect for the parking and garage patterns in the neighborhood;
3. Architectural style and mass aud bulk of structure;
4. Interface of the proposed structure with the stnictures on adjacent properties; and
5. Landscaping and its proportion to mass and Uulk of structural components.
Findings for a Special Permit: In order to grant a Special Fermit far garage length the Planning Coinmission must
find that the following conditions exist on the property (Code Section 25.51.020 a-d):

(a) The blend of mass, scale and dominant structural characteristics of the new constniction or addition aa-e
consistent with the existing structure's design and with the existing street and neighborhood;
(b) the variety of roof line, facade, exterior finish materials and elevations of the proposed new stnicture or
addition are consistent wifll the existing structure, street and neighborhood;
(c) the proposed project is coizsistent with the residential design guidelines adopted by the city; and
(d) reinoval of any trees located within the footprint of any new struchire or addition is necessary and is
consistent with the city's reforestation requirements, and the initigation for the removal that is proposed is
appropriate.
Planning Commission Actiou: The Planning Commission should hold apublic hearing. Affirmative action should
be by resolution and include findings inade for design review and special permit. The reasons for any action should
be clearly stated. At the public hearing the following conditions should be considered:
that the project shall be built as shown on the plalis submitted to the Planning Department date stamped
Apri126,2002, Sheets A1 through A7, site plan, floor plans and building elevations;
2. that any changes to the size or envelope of the basement, first or second floars, wluch would include adding
or enlarging a dormer(s), moving or changing windows and architectural feanires or changing the roof height
or pitch, shall be subject to design review;
3. that the project shall comply with the Construction and Deinolition Debris Recycling Ordinance which
requires affected deinolition, new constniction and alteration proj ects to submit a Waste Reduction Plan and
meet recycling requireinents; any partial or full demolition of a structure, interior or exterior, shall require a
demolition permit;
4. that the conditions of the Recycling Specialist's March 20, 2002 and the City Engineer's and Chief Building
Official's Marcl� 25, 2002 memos shall be inet; and
5. that the proj ect shall meet all the requirements of the California Building and Fire Codes, 1998 edition, as
amended by the City of Burlingame.

Commissioner Osterling recused himself from the discussion because he lives within 500 feet ofthe project.
CP Monroe briefly presented the project description. There were no questions of staf£ Chairman Vistica
opened the public comment. John Stewart 1351 Laurel, San Carlos, project architect, noted that they are
taking a charming house that didn't function well and adding to the back to tie into original design. Lou
Realyvasquez, 2304 Easton Drive, property owner, presented a petition signed by neighboring residents
noting that they reviewed the plans and had no objections.
Commissioners noted that the applicant did an excellent job, this is a great design, what is the size of the
wood used in the bracketing and timbers; concern with the roof at the rear elevation, can the area where it is
shown flat be peaked, it would enhance the architecture, and might help the design if you saw more roof, can
consider special permit for added height if it enhances the architecture; did you consider putting windows on
the second floor front elevation; design is elegant, nice to see the front changing a little even though the
inajority of the worlc is on the back; why is wrought iron being trim bolted on at the front window; half-
timbering only on the front worlcs well.
The applicant noted that the wooden bracketing would probably be 6" x 8" or 8" x 8", which will fit with the
scale of the house; there wasn't room to add windows on the second floor front elevation, they would haee to
be tiny, think it would look odd; wrought iron was added at the front window because they didn't want a
balcony that you could walk onto, but wanted to sofYen the look. There were no other comments from the
floor and the public comment was closed.
C. Keighran made a motion to place this item on the regular action calendar at a time when the following
revisions have been made and plan checked:
• Look at the railing in the front, might be nice to eliminate it;
• Look at the roof with the flat portion at the rear elevation, might want to continue the pitch to a pealc.
This motion was seconded by C. Brownrigg. Comment on motion: the changes are minor, but since the
change to the roof may require a special permit �vould like to see the project brought back on the regular
action calendar for review; note the comment from the Chief Building Official regarding measurement of
the heights during construction as the addition proceeds, this is important.
Chairman Vistica called for a vote on the motion to place this item on the regular action calendar when plans
had been revised as directed. The motion passed on a voice vote 6-0-1 (Cmsr. Osterling abstained). The
Planning Commission's action is ad��isory and not appealable. This item concluded at 8:45 p.m.

The extended roof will provide a design that is consistent
with an authentic "Tudor Style°t home. This is consistent with
the prevalent historic nature of other homes in this
neighborhood.

and neighborhood
At the addition, the extension of the roof line allows for
a consistent.Tudor Style design from all four elevatians.

Second floor spaces occur within the original roof forms as
outlined in the residential design guidelines. The extension
of the roof to form a ridge brings the design into its
intended Tudor Style.

RESOLVED, by the Planning Commission of the City of Burlingame that:
WI3EREAS, a categorical exemption has been proposed and application has been made for desiQn
review and special �ermit far a first and second story addition at 2304 Easton Drive, zoned R-1, Jose L. and
Maria R. RealWasquez, propertv owners, APN: 027-153-140;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on Mav
13, 2002, at which time it reviewed and considered the staff report and all other written materials and
testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received
and addressed by this commission, it is hereby found that there is no substantial evidence that the proj ect set
forth above will have a significant effect on the environment, and categorical exemption, per CEQA Article
Article 19. Categorically Exempt per Section:15301 Class 1(e)(2) - additions to existing structures provided
the addition will not result in an increase of more than 10,000 SF in areas where all public services and

2. Said design review and special permit are approved, subject to the conditions set forth in
Exhibit "A" attached hereto. Findings for such design review and special permit are set forth in the minutes

3. It is further directed that a certified copy of this resolution be recorded in the official records of
the County of San Mateo.
