Dear Mr. Kobayashi:
At their meeting of May 16, 1988.the City Council held an appeal hearing
on your special permit application to allow a religious institution�with
classes at 2220 Summit Drive, zoned R-1. Following a public hearing
Council approved your application with the following conditions:
1. that the conditions of the Chief Building Inspector's March 2i,
1988 and April 4, 1988, Fire Marshal�s March 21, 1988 and April
4, 1988 and City Engineer's March -10, 1988 and April 4, 1988
memos sha11 be met and all the standards of the Uniform Fire Code
and Uniform Building Code required by the use and remodeling
shall be met;
2. that improvements on the site.shall be consistent with tYie plans
submitted to the Planning Department and date stamped March 30,
1988;
3. that the Shinnyo-En use shall be consistent with the letters of
their representatives dated March 1, 1988, March 21, 1988 and
March 31, 1988 including that religious services would occur

M. to 3:00 P.I�3 and- 7:00 P.M. to 9:00 P.M: with a maximum

10: that the property ,owner shall provide 63 improved and striped
parking spaces on 'site and shall maintain these spaces in
suitable condition for safe, off-street parking use;
11. that the portion of the visitor parking improvements designated
adjacent to the,.Hutnick property and on the easement shall be
maintained;
12. that a survey by a city approved licensed expert shall be made of
the buildings on the site to identify the presence of toxic
materials., the report should identify the nature of the problem,
the items to be removed consistent with the legal requirements
for the proposed uses within the building and on the site as
approved by the Burlingame Fire Department, the methods to be
� used in removal and the disposal site, in all of these activities
the property owner shall coordinate with and be approved by the
city�s Fire Department;

that any change in the use of facilities or the sit� beyond those
as described in these conditions shall require an amendment to
this permit;
that this special permit shall be reviewed for compliance with
its conditions one year following,occupancy of the site; and

15. that Shinnyo-En shall work with the city to estabiish continued
public use on the site within reasonable hours.
All site improvements and construction work will require separate
application to the Building Department. This approval is valid for one
year during which time a building permit must be issued. One extension
of up to one year may be considered by the Planning Commission if
application is made before the end��of the first year.

Change in monthly meeting dates and date of annual
celebration meeting at the Shinnyo-En Temple, 2220 Summit
Drive, Zoned R-1.
On May 16, 1988 the City Council granted a special permit for
a religious institution to be located in the old Hoover School
at 2220 Summit Drive, Zoned R-1. In condition 3 of that action the
city allowed that the site would be used for religious services
eight times each month and for an annual meeting with about 420
people in attendance each year. Since the permit was approved,
work has been done to rehabilitate the site for temple use and the
founder of the group, Lord Shinjo Ito, passed away. In recognition
of Lord Ito the members of the temple would like to alter 2 of the
meeting days, but keep the same total number (8) each month. Since
the temple now has new leadership in Japan they would like to
change the fixed date of the annual meeting. The annual meeting is
distinguished from the regular meetings each month by its size.
For the annual meeting they expect 400 people to attend. They are
still proposing to have only one annual meeting a year. However,
rather than having it in July or August as previously proposed,
they would like to set the month each year at the convenience of
the religious leader in Japan.
If Council has no problem with these changes to condition 3 we
will acknowledge them in the file. However, if Council feels these
changes are more substantial we can require the temple to request
an amendment to thei.r use permit, and have a public hearing. Staff
has asked, ary� the applicant has agreed, to notice all property
owners with�n 300' of the date and time of the annual meeting.

4. that the use permit of Hoover Children�s Center shall be
continued on this site as approved on November 4, 1980 until this
type of operation has ceased at this location for six months;

5. that none of the facilities on the site, including the

SUBTECT: Former Hoaver School Site
I have received satisfactory doc�unentation that the asbestos abatement
and remaval of the unden�round tank at 2220 SLmmtit Drive has been
completed. It should be noted that, when plans are submi.tted to the
Building Department, the follawing items should be addressed, as required
in my coimnents dated March 21, 1988 and April 4, 1988:
1. Smoke detectors are to be provided, receiving their primaiy power
from the building wiring.
2. Living area to be separated fram the rest of the building by one
hour construction.
3. Driveway to parking area to be maintained as a fire lane; curbs to
be painted red and appropriate signs installed.
