Dear Commissioners:
At the suggestion of City staff inembers, we have clarified
or changed our drawings in several locations and herewith
submit these drawings for your approval.
The changes are as follows:
l. Sheet L-l: City sidewalk and driveway realigned to
avoid an existing street tree.
2. Sheet DDl: Electric meter location shown and utilities
to living units clarified.
3. Sheet DD2: Same change as L-1, and surrounding land
uses shown.
4. Sheet DD3: F'ireplace added to unit D, and sound and
thermal insulation clarified.
5. Sheet DD4: Fireplace added at SE corner.
We trust these changes will meet with your approval, and we
will be pleased to discuss them at the hearing on 22 August
1977.

John Casey, the applicant, told Commission he did not belieue the pi�oposed structure
would afiect the aesthe�ic value of his or his neighbors' property. He said the
neighbors did not have any objection. Commission �ietermined from the applicant that
the structure v�ould conform to all City codes; it G•rould be fully insulated; there is
a six foot fence of cedar pickets around the�entire lot at the present time. It was
further determined the four foot space bet��aeen the applican�;'s house and the pump
house �-aould be open, and there ��rould be a self-locking gate which the 6uilding Code
requires. C. Sin� noted suUstantial rernodeling and vras told a building pei�nit had
been obtained for t:his as Gvell as for the cor�crete blocl: footing and fence. There
were no audience comments in favor or opposed and Chm. Taylor declared the public
hearing closed.
C. Jacobs found this to be an unusual lot v��ith the l0 foot easement on the side and a
deep slope; the variance would enable the applicant to use his yard much more
effec-cively; the structure 4vould not disturb or be injurious to the neighbors, and
��rould not adversely affect the General Plan of the City. C. f+link found i;hat excessive
intrusion of the present house ini:o the backyard does present a hardship to the
applicant and there ��aere unusual circumstanees in that the 10 roo�t easement provides
the n�cessury and proper separations between dwelling units and other structures.

Asst. C. P. Yost discus�ed this application to construct a 4-story condominium with
25 uni�;s. The present property has an average t�didth of 200 feet and an average depth
of only 12?. feei. The architect has designed a thin, rectangular building and placed
it parallel to, and 20 fee1: avaay from, the back property line. The front elevation has
been broken up into a series of balconies and staggered setbacks. The front of the
building is also set a�l; about a 30 degree angle from the�front property line. A full
basement will be excavated for 28 parking spaces; there vrill be a security gate, and
each condominium o4vner will be assigned one space in this area, leaving three spaces
unassigned. At ground level there will be an additional 19 parking spaces. All
47 spaces, tVV1lCfl 1S tll� code requirement, will be covered. The ground floor wi71 also
have one 2-bedroom unit plus a common iounge and I<itchen and, direct?y in front of
the lounge, a 32 foot long swimming pool. The three floors above grade will have six
2-bedroom units and two 1-bedroom units per floor. Total building height would be
35 feet a�id maximum lot coverage 50�. Mr. Yost advised the proposal meets all zoning
regula�:ioiis. He referr�d to th� City Planner's evaluation in the negative declaration
posted August 12, 1977 and �.o the July 29, 1977 statement of overall impacts prepared
by i�he architect, Jack 4doodson. The drawings presented for this hearing were somewhat
different than those presented for the study meeting, the changes being mainly to
preserve exisi;iny City street trees.
Jack I�oodson, architect, was preseni: to answer Commission questions. C. Jacobs conm�ented
on the desi�n v,�hich has one unit next to park�ing on the ground floor. Mr. Woodson
advised an eight inch concrete b1ocE; wall is pl�nned for the area bet�veen the parking
and this one unit. C. f�iink established fro�n the architect and staff that tiae dra��ings
are complete �vith the recent chane�es, i:he condominium plans meet City of Qurlingame
code rec�uirements and the condominium project guidelines. Asst. C.P. Yost told C. Jacobs
that after review of �;he Environmental 1lssessment Form staff had determined that an
ETR was not required. 7herefore, a negative declaration had been filed to comply with
CEQA requiremeni;s.

also told her that requirements for a condominium appear to be more stringent than
lease requirements for an apartment building. h•1r. Yost observed that the off-street
parking requit�ements for a condominium are the same as required by codc for any ne�v
apartment bui.lding. �
Secy. Sine read a letter dated August 18, 1977 from Harry M. Lehrfeld of Burlingame�
Realty Compan�� supporting the granting of this condominium permit; this letter suggested
that some form of so�!ndproofing be recommended by Commission. There ��rere no fur�h�-r
audience comments and Chm. Ta.ylbr declared �;he public hearing closed. C. I�iink vdas in
favor of granting this condominium permit: in vie�v of Chapter 26.30 of �;he Ordina.nce
Code, Condominium Subdivisions; and in vie�v of the p7ans dated July 29, 1977 and
reVised 17 August, I977 and docu�nents submitted by Architect b!oodson and oit�ers; he
noted that the,project complies with all requirements of the Ci�Ly and is.an attractive
des�gn.
G. i�1ink moved approval of the condominium pel�mit to:be built in.conforn�ance with the
plans dated 17 August, 1977 and the stipulations submitted in Architect Woodson's
letter dated 17 August, 1977. Second C. C-istulli, and approved unanimously on roll
call vote.
•�� 4. TENTATIVE SUBDIUISION MAP FOR 25 CONDONINIU��1 UPdITS AT 1210 BELLEVUE AVENUE
(APN 029-133,210/220) , ZONED R-4, BY LOUIS F�f;ATA FOR THO�•1AS J. GLY��N
C. E. Kirkup reported on areas of engineering concern as listed in August 17, 1977
memo from the Asst. City Engineer to City Planner: (1) that the utility mains within
the building, serving the units, be in common areas; (2) that flood protection be
provided for this building to a minimum elevation of six inches above top of curb;
(3) no overhead utility ti-r�ire serVice connections; (4) regarding the location of sicie��rall:,
street curb and street trees, amended plans have subsequently been submitted ��,hich are
satisfactory to the Park Dept. (C.E. recommend� Gvaiver of this previously suggested
condition); (5) provide detailed site plan including utilities in easements and street
frontage adjoining and serving this property; (6) parkii�g layout has been changed and.
Engineer��ng is satisfied (suggest waiver of this condition); (7) water and se�ver
service as shovan on the plan. Mr. Kirkup then recommended approval of this tentative
subdivision map subject to these conditions.
Lou Arata, Civil Engineer, Millbrae, told Commission he had read the conditions,
discussed them with the Enc�ineei�ing Dept. and architect, and all conditions would be
satisfied. C. Sine moved approvai of the tentative subdivision map ���ith the conditions
as outlined in the memo of August 17, 1977 from Assistant City Engineer to the City
Planner. Second C. Kindig and unanimously approved on voice vote.
Chm. Taylor declared a recess at 8:45 P.M. The n�eeting reconvened at 8:57 P.P1.
