Categorically Exempt per Section: 15301 Class 1-(e) additions to existing structures provided the addition will not result in an increase of more than 50% of the floor area of the structures before the addition. Summary: The applicant is requesting design review for a first and second story addition at 1008 Toyon Drive, zoned R-1. The existing house is one-story and 1,921 SF (0.37 FAR). The project includes remodeling the interior of the first floor along with removing a small portion (24 SF) on the left side of the house and adding approximately 60 SF at the rear. The second story addition will be 889 SF and will add three bedrooms and two full bathrooms. The addition will increase the total floor area of the house to 2,741 SF (0.53 FAR), where 2,748 SF (0.53 FAR) is the maximum allowed. The existing attached one-car garage is non-conforming with a 19'6" depth. Because the number of bedrooms will be increasing from 3 to 4(study is counted as a bedroom for the parking calculation) the parking space dimensions for the one required covered space must meet current dimension requirements,l0' wide by 20' deep. As part of this proposal the applicant will be moving back the rear wall of the garage 6" to get enough length. The proposed garage change will meet the parking requirement for this four bedroom house. Staff Comments: See attached. January 12, 2004 Design Review Study Meeting: On January 12, 2004, the Planning Commission reviewed the proposed first and second story addition at 1008 Toyon Drive. The Planning Commission asked the applicant to take a look at the front door treatment since the door will no longer be in the center of the porch, look at more of an entry statement. The applicant submitted revised plans date stamped January 28, 2004 with the following revisions: • Modified the front porch to include an eyebrow and now uses more significant columns as well as adding a railing; • Reconfigured interior relocating dining space and creating a foyer and closet, moved the front door to the side; • Added an additional skylight in the breakfast nook; • Added two small windows on either side of the fireplace in the living room; • Reconfigured upstairs hall bathroom so that the window doesn't look out at the neighbor, moved window location; and • Enlarged garage door in proportion to the wall, result of raising the plate height of the garage to match the rest of the house (plans still stay existing garage door, but size of door is increased, new door will be installed). Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on Apri120, 1998 are outlined as follows: 1. Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; 3. Architectural style and mass and bulk of structure; 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Findings: Based on the findings stated in the attached minutes of the Planning Commission's January 12, 2004, design review study meeting, the applicant has done an excellent job on design, trust the applicant will revise the porch appropriately to fit in with the character of the remodeled house, the second floor is integrated well and the house fits in with the neighborhood, the project is found to be compatible with the requirements of the City's five design review guidelines. Design Review 1008 Toyon Drive Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative Action should be by resolution and should include findings made for design review. The reasons for any action should be clearly stated for the record. At the public hearing the following conditions should be considered: that the project shall be built as shown on the plans submitted to the Planning Department date stamped January 28, 2004, Sheets A-1 through A-5, site plan, floor plans, building elevations; that all skylights shall be tinted to reduce the impact of night glow on the neighbors and neighborhood; 2. that any increase to the habitable basement floor area and any changes to the size or envelope of the first or second floors, which would include expanding the footprint or floor area of the structure, replacing or relocating a window (s), adding a dormer (s) or changing the roof height or pitch, shall be subject to design review; 3. that the conditions of the Recycling Specialist's, Fire Marshal's, and City Engineer's memos of November 24, 2003, shall be met; 4. that prior to scheduling the roof deck inspection, a licensed surveyor shall establish the height of the roof ridge and provide certification of that height; that prior to scheduling the framing inspection, the project architect, engineer or other licensed professional shall provide architectural certification that the architectural details such as window locations and bays are built as shown on the approved plans; if there is no licensed professional involved in the proj ect, the property owner or contractor shall provide the certification under penalty of perjury; certifications shall be submitted to the Building Department; 6. that prior to final inspection, Planning Department staff shall inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the proj ect has been built according to the approved Planning and Building plans; 7. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration proj ects to submit a Waste Reduction Plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a demolition permit; 9. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water Management and Discharge Control Ordinance; and 10. that the project shall meet all the requirements of the California Building and Fire Codes, 2001 edition, as amended by the City of Burlingame. We believe that this was a good suggestion, and have modified the front porch to inelude an eyebrow, and additionally, more significant columns. The eyebrow solution offers a more inviting entry without cluttering up the front elevation (our previous worry). Since we were re-submitting plans anyway, the owners wanted to include some additional revisions for your review (and hopefully approval). The modifications include: 1. Re-locate the dining space and create a real foyer and coat closet by moving the front door to a side entry. 2. Add an additional skylight in the breakfast nook. 3. Add two small windows to either side of the fireplace in the living room. 4. Re-configure the upstairs hall bath so that the window does not look out at the neighbor.
