be held via Zoom in addition to in person.

To Provide Public Comment in Person:
Members of the public wishing to speak will be asked to fill out a "Public Address Request Form" card
located on the table by the door and then hand it to staff. The provisions of a name, address, or other
identifying information is optional. Speakers are limited to three minutes each, however, the Chair may
adjust the time limit in light of the number of anticipated speakers.

Members of the public may speak about any item not on the agenda. The Ralph M. Brown Act (the
State and local agency open meeting law) prohibits the Commission from acting on any matter that is
not on the agenda. Speakers are asked to fill out a ‘request to speak’ card located on the table by the

Washington Park Sports Court Rules/Guidelines
RECOMMENDATION
Staff recommend that the Commission decide if the process for adding rules and guidelines is
necessary for the Washington Park Sports Court.
BACKGROUND
In March 2020, the Burlingame Parks and Recreation Department opened the Washington Park
Sports Court. The Sports Court can accommodate full-size basketball, futsal, and pickleball
courts. The lines for the three sports overlap, and all three sports cannot play at the same time.
The Sports Court is currently designated as a drop-in facility (first-come, first-served), consistent
with the usage model of other City courts. The only exception to this model is the City’s
tennis/pickleball single-use courts, which operate under established guidelines (Exhibit A).
DISCUSSION
Over the past several years, pickleball has emerged as the fastest-growing sport in the country.
This surge in popularity has significantly increased usage of the Washington Park Sports Court.
On many days, all three designated pickleball courts are in continuous use, often extending into
nighttime hours now that the court is equipped with lighting.
As the facility operates as a drop-in court, this heightened activity has led to concerns from
basketball players who have contacted staff, expressing that ongoing pickleball play is limiting
their ability to use the court for both half-court and full-court basketball play. While Washington
Park also offers four dedicated pickleball courts and four joint-use tennis/pickleball courts within
the adjacent Tennis/Pickleball Court area, the nearest alternative for basketball players is a half-
court at Victoria Park, located over half a mile away.
In response to these concerns, staff are requesting that the Commission discuss whether the
implementation of rules or guidelines for the multi-sport court should be discussed at a future
Commission meeting after ample notice to the community.

An Ad Hoc Committee could be established to work with staff to draft rules and guidelines for the
Sports Court.
FISCAL IMPACT
If rules or guidelines are established, signage will be required. The average cost for a park sign
is approximately $300. To ensure visibility, three signs, one at each entrance to the Washington
Park Sports Court, are recommended. Sufficient funds are available within the Department’s
current budget to cover this expense.

Pickleball
Court Rules
Be courteous to fellow players.
Limit warm-up/rally to 5 minutes maximum when others are
waiting to play.
Non-marking shoes only.
Bicycles, skates, roller blades, scooters, skateboards, or
other like items are not permitted on courts.
Only 2 to 4 players permitted per court.
Maximum play time: Game play to 11 points or 45 minutes
of practice when others are waiting
Pickleball uses an underhand serve with the ball released
below the waist.
4 on the court, 4 off the court when others are waiting to
play.
Anyone may ask a player(s) to adhere to court rules.
No dogs or food on courts.
Private instruction is not permitted without the authorization
of the Burlingame Parks and Recreation Dept.

Tennis
Court Rules
Be courteous to fellow players.
Tennis courts are for tennis play or other City authorized activities only.
Non-marking shoes only.
Bicycles, skates, roller blades, scooters, skateboards, or other like
items are not permitted on courts.
No more than 3 balls on a court.
Anyone may ask a player(s) to adhere to court rules.
No dogs or food on courts.
When Others Are Waiting:
A tennis court can be claimed when both parties of a singles match or all four players
of a doubles match or three players of a “Canadian/Australian Doubles” are present.
Maximum play time: One set of singles, two sets of doubles, one set of
“Canadian/Australian Doubles” or 45 minutes of practice.
7 point tiebreaker rules apply. If sets are tied at 6/6, tie breaker rules apply.
Warm-up time is limited to 5 minutes; rest on changeovers is limited to 90 seconds.
Set play and score is retroactive, but practicing players may either begin a set or
continue their practice for 45 minutes.
Players cannot succeed themselves on the court.
No substitutions if a player in a foursome has to leave after one set or during the
second set and people are waiting. Vacate the courts to the next in line.
Lessons:
Private tennis instruction is not permitted without the authorization of the
Burlingame Parks and Recreation Dept.
A schedule of lessons will be posted on the bulletin board outside tennis court
gate.

Courts can be reserved for group events for a fee. Contact the Parks and

Meet 6 Neighbors Campaign – New Community Engagement Initiative
RECOMMENDATION
Staff recommends the Commission review the new “Meet 6 Neighbors” campaign.
BACKGROUND
Burlingame Parks and Recreation launched "Meet 6 Neighbors" in late June 2025, in partnership
with the Burlingame Public Library. The campaign is part of Burlingame Belongs, a broader
initiative designed to foster community connections. It follows the statewide California for All
Neighbors effort led by the California Office of the Governor.
DISCUSSION
The campaign encourages residents to meet six new neighbors using a simple “passport” where
they write down the name and phone number of each new connection. It’s a low-pressure,
ongoing effort (no end date) open to all ages.
The Department is promoting the campaign through various channels, including printed materials,
word of mouth, social media, and outreach at events. The goal is to encourage people to engage
in conversation with one another and to foster neighborhood-level connections.
The campaign is based on data showing that knowing at least six neighbors can improve mental
and physical health, strengthen community resilience, and support disaster preparedness.
As participation grows, staff plans to introduce follow-up events tied to the passport idea. These
may include neighborhood-specific gatherings such as block parties, as well as larger Citywide
events at locations like the Community Center, Town Square, and Library. Engagement remains
optional and can be tracked through voluntary check-ins. Future expansion may include
partnerships with local schools and other organizations.

FISCAL IMPACT
Staff anticipates minimal costs for promotion. Any physical materials will be printed in-house or
through donated support. There may be costs associated with events to promote the Campaign;
however, staff will seek grant opportunities to help subsidize these expenses.
