This meeting was called at the instance of Commissioner Vollmer for the pury ose of formulatir - , constructive program of activities in an anticiration of future developments. Uwing however to other projects presented requiring prompt attention, the particular objec' for which the meeting vvia, call- ed was not considered. The application of 111r. W. T.
