HomeMy WebLinkAboutReso - CC - 070-1982that RESOLUTION NO. 70 - 82 RESOLUTION APPROVING SPECIAL PERMITS -ANZA/OWEN OFFICE PARK RESOLVED, by the CITY COUNCIL of the City of Burlingame, California, WHEREAS, there has been proposed a project known as the Anza/Owen Office Park located at 477 Airport Boulevard, Burlingame, which project invol the construction of an office complex and parking structure, and WHEREAS, said project was the subject of an Environmental Impact Report (EIR-58P), which Environmental Impact Report was certified by this Council August 2, 1982, and WHEREAS, the project proposed required special permits for office use, height, floor area ratio and lot coverage-.. WHEREAS, the Planning Commission held a full hearing and approved all of said special permits, and WHEREAS, a full public hearing was held by the Council October 4 and November 1, 1982, all persons wishing to speak being heard and all written documents including the EIR were submitted to the Council for it's consider- ation, and WHEREAS, on November 1, 1982 the Council voted to approve the special permits as more specifically set forth hereafter. NOW, THEREFORE, it is hereby RESOLVED and DETERMINED by this City Council of the City of Burlingame that, 1. The special permit to allow an office building is granted. 2. The special permit to allow buildings and structure in excess of thirty five (35) feet in height is granted to a heiaht not to exceed ninety nine (99) feet six (6) inches in phase I and eighty seven feet six (6) 'inches phase II, from the top of curb to ton of Parapet. 3. The special permit to allow a floor area ratio of more than one (1.0) is granted to a maximum floor area ratio of .93 to 1.10. 4. The special permit for lot coverage in excess of 25% of the site is granted, not to exceed a lot coverage of 26.96. 11/9/82 11 -1- 5. All of the above special permits granted by this Council are subject to those conditions set forth in Exhibit I attached hereto. " Mayor I, EVELYN H. HILL, City Clerk of the City of Burlingame, do hereby certify that the foregoing Resolution was introduced at a regular meeting of the City Council held on the 15th day of November , 1982 and was adopted thereafter by the following vote: AYES: COUNCILMEN: AMSTRUP, BARTON, CROSBY, MANGINI, MARTIN NOES: COUNCILMEN: NONE ABSENT: COUNCILMEN: NONE -2- e EXHIBIT I Conditions for project application at 477 Airport Boulevard, Anza/Owen Office Park: compliance with conditions of Fire Marshal's and Fire Chief's memos of May 27 and July 19, 1982; the Chief Building Inspector's memo of July 22, 1982; the Director of Parks' memo of October 18, 1982 and the City Engineer's memo of October 18, 1982; on-site security services; provide access control to the parking structure; development of a final landscape plan which meets BCDC public access concerns, includes public access pathways designed for safe mixed recreational use and to city standards (Public Works and Parks Departments) to meet city's needs including regular levee maintenance which receive approval of the city Parks Director; 4. a final landscape plan should be submitted which meets the approval of the city Park Department; provide signage on Airport Boulevard directing public to shoreline and designated public access areas; 5. use fill material treated and composed to support vegetation; use drought resistant species in landscaping; install adequate drainage in all fill; 6. all landscaping for Phase I to be completed; all public access landscaping approved by BCDC should be completed in Phase I, except for the hard surface in the sunken plaza which will be installed in Phase II, provided the plaza area is covered in lawn in Phase I; portions of the site unused in Phase I but designated for use in Phase II should be hydromulched with a frequency required by and with a mix found to be acceptable to the city Parks Director; regular maintenance of the hydromulched area to attain a groomed appearance is required; 7. on-going maintenance of landscaping and on-site security services for site and public access areas; 8. contribution as required by the city, and depending upon receipt of Federal grants, to improvement of the city's sewer treatment plant secondary treatment solids improvements; pay proportional share of cost to increase collection system capacity (including pump station) and project occupancy is dependent upon completion of sewer treatment plant improvements; undertake study to determine system improvement needs to provide adequate fire flows as determined by the City of Burlingame Fire Department; implement study findings to provide adequate water system capacities, pressure and fire flow improvements; design project in conformance with the Life Safety Code requirements and city regulations; 10. contribute project's proportional share of costs to expand or extend affected water mains; include low flow water fixtures; use drought resistant plants and landscaping; EXHIBIT I page 2 11. portion of drainage system which runs off directly into Sanchez Creek Lagoon should be protected by a grease trap placed and maintained by property owner; 12. undertaking a specific study of channelization and traffic improvements required along both sides of Airport Boulevard and on-site to facilitate safe traffic flows on and onto Airport Boulevard and pay the cost of independent review of this study if determined necessary by the city; 13. contribute proportional share to a traffic signal if required by the coincidence of access to Holiday Inn and the project; the direction of traffic using accesses on Airport Boulevard to the project should be regulated as determined by the City of Burlingame; provide left turn lanes along Airport Boulevard at two access points to the site and coordinate access improvements with Holiday Inn access (left hand turn lanes, et cetera) and/or design roadway improvements to prohibit left hand turns into site at east side access; for safety place bollards at west end of pedestrian bridge; provide adequate parking on site; flex time, ride sharing and/or staggered shifts should be promoted by the project owner; 14. take measures to prevent silting and damage to Sanchez Creek Lagoon and channel during construction; during construction of all phases provide erosion control to include limiting construction as determined necessary by the city during the wet season and dust control during the dry season; 15. remove and recompact fill areas beneath proposed structures; install flexible joints on all utilities to reduce problems from ground settlement; take additional borings to determine the seismic ground shaking response spectra, their relation to the structure height, and if necessary modify structural design to reduce seismic ground shaking hazard; 16. make landward side of levee more impervious by placing a clay seal and recompact artificial fill to make it more impervious and stable; maintain top of levee at 8 feet MSL; place oil separating traps at all drains and driveways/parking areas or at central location point ahead of drainage pumps; traps maintained regularly by property owner; underground utilities in non-ferrous pipe; use plant materials which require little fertilizer and pest control; 17. shield pile drivers, confine pile driving to weekday and Saturday hours approved by the City of Burlingame; surround site by sound barrier to attenuate ground level noise by 5 dBA; berm western boundary of site and landscape berm; select building materials to reduce interior noise levels below 45 dBA; 18. as a part of Title 24, survey the feasibility of solar energy and other conservation devices and incorporate into project, feasibility to be determined by the city; 19. submit final grading and drainage plans acceptable to the city; 20. receive permits from all necessary regulatory agencies including but not limited to BCOC, the San Francisco Regional Water Quality Control Board and the U. S. Army Corps of Engineers; EXHIBIT I page 3 21. complete resubdivision of easement and vacant adjacent land including coordination with the city to redesign access to the existing buildings fronting on Airport Boulevard and the Anza/Owen Office Park; 22. the overall height of the building measured from the ground to the roof line shall be 99'-6" in Phase I and 87'-6" in Phase II, the height of the mechanical penthouse shall be limited to 11' or less except in the area where the elevator shafts protrude where the allowable height shall be 14', the total area enclosed or occupied by mechanical equipment on the roof shall not exceed 10 percent of the roof area; and 23. the portion of the site within State ownership shall be leased from the State, improved and maintained for public access by the owner of the property for the duration of the use of this site.
