RESOLUTION APPROVING A CATEGORICAL EXEMPTION AND CONDITIONAL USE
PERMIT AMENDMENTS
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, the City of Burlingame Planning Division initiated a proposal for amendment
of the conditional use permits for certain hotels to eliminate any conditions requiring City
approval for patron parking rates, involving the following specific properties:
■ Doub/e Tree: 835 Airport Boulevard (APN: 026-343-430)
■ Hampton lnn: 1755 Bayshore Highway (APIV: 024-403-450)
■ Hilton Garden lnn: 765 Airport Boulevard (APN: 026-344-920)
■ Hilton San Francisco Airport Bayfront: 600 Airport Boulevard (APN: 026-363-490)
■ Hyatt Regency San Francisco Airporf: 9333 Bayshore Highway (APN: 026-112-140)
■ Red Roof lnn: 777 Airporf Boulevard (APN: 026-344-130)
■ Marriott Waferfront: 1800 Bayshore.Highway (APN: 024-380-080)
WHEREAS, the Planning Commission considered the proposed amendments at a duly
noticed public hearing an Monday, September 22, 2014, at which time it reviewed and
considered information contained in the staff report, all other written materials, and any oral
testimony provided during the public hearing.
NOW, THEREFORE, it is RESOLVED and DETERMINED by the Planning Commission
that:
1. Amendment of the conditional use permits as praposed is Categorically Exempt from
further environmental analysis pursuant to Section 153Q5 of the Guidelines for
Implementation of the Califomia Environmental Quality Act (CEQA) — Minor Alterations
to Land-Use Limitations. The project consists of a minor adjustment to the land-use
limitations (i.e. conditional use permits) for the affected properties and does not result in
a change or intensification of the existing land-use of each property.
2. The conditional use permit amendment only eliminates conditions in each hotel's
conditional use permit requiring City authorization for paid parking by hotel patrons. The
use of the property will not change in any manner as a result of approval of the
amendment.
3. Development of the properties with the existing hotel uses is consistent with the land-use
policies of the Burlingame General Plan and the City's Bayfront Specific Plan — both
planning documents guide the Bayfront area towards hotel and/or office usage. Further,
the existing hotels were developed in accordance with applicable standards in place at
the time of project approval and construction. Elimination of the conditions requiring City
approval of any change in parking rates for hotel patrons will not materially alter site
development, nor cause conflict with the applicable policies within the General Plan and
Bayfront Specific Plan.

4. Amendment of the conditional use permits for the hotels will not in any way affect the
aesthetics, mass, bulk and character of the building, nor will it change the use of the site.
Elimination of conditions requiring City approval of any change in parking rates charged
to hotel patrons is not considered to be a significant operational change to the hotels'
operations.
5. Staff is hereby direc#ed to modify the individual conditional use permits for each of the
hotel properties to eliminate the conditions/language highlighted in yellow in the attached
excerpts from each conditional use permit.
6. It is further directed that a certified copy of this resolution and the modified conditional
use permit for each property be recorded in the official records of the County of San
Mateo.
