Staff has reviewed the drawings revised as of December 3, 1981. In its re-
view, staff notes that this parking structure in protecting the parking count
under the deck has few areas for shear walls. This may be a design concern
at the Building Permit stage should this application be approved. Also, the
installation of this deck reduces the landscape area to some extent. Staff
notes that the driveway opening to the second floor ramp must be closed at the
Building Permit stage.�
Should the Commission approve this application, staff recommends the following
condition:
1. Additional landscaping as approved by the Park Departm�nt is to
be insta7led on the abandoned garage ramp or that the ramp be re-
moved and replaced v�rith a landscaped area.

Gentlemen:
A variance for the dual use of parking is based upon the fact
that a restaurant which does not open for luncheon would�not need
any off street parking spaces until the restaurant opens for
the dinner trade. T�is means that some 85 spaces needed for
restaurant patrons can be used during office hours for the use
of office personnel and guests. This variance is needed to preserve
the economic_stability of this property and nothing would be detri-
mental to the public health, safety or welfare. It would not affect
the property or improvements of other property owners. This would
have no affect on the zoning plan of the city.

increase traffic generated at the P.M. peak hour by 21 vehicle trips,
using less than .6% of the available peak hour capacity at the Airport
Boulevard/Bayshore intersection, .3% of the available peak hour capacity
at the Broadway interchange and .2% of the available peak hour capacity
at the Coyote Point/Peninsula interchange. This peak �hour traffic
increase is not found to be signifi.cant nor�wi11 the cumulative impact
on the existing traffic flow of the area be significant. Therefore,
the project is found to have no significant environmental effects.
