Current Use: 213-room hotel with restaurant Proposed Use: park and fly program at the existing hotel. Allowable Use: park and fly program requires amendment to conditional use permit. Site History: In 1980, the City Council approved a project at this site for development of a 214-room hotel with a restaurant, which was required to have 214 parking spaces. The project was to be built in phases. In 1984, permits were issued for Phase II, which had been revised to include a total of 200 rooms and 5000 SF of conference rooms on the fifth floor. On April 6, 1999, the Planning Commission approved an application for a Parking Variance and Conditional Use Permit to allow conversion of the existing conference facilities to 13 hotel rooms. One of the conditions of approval associated with the project stated that "long term airport parking for a fee or no fee shall not occur at this site (including sleep, park & fly promotions) without an amendment to this permit". On April 27, 2009, the general manager of the hotel submitted an application for a Conditional Use Permit Amendment to the Planning Division to operate a park-and-fly program at The Red Roof Inn Hotel. Summary: The applicant is requesting a Conditional Use Permit Amendment to operate a park and fly program at the Red Roof Inn at 777 Airport Blvd, Burlingame. The proposed program would work as follows: A hotel guest spends one night at the hotel and for about an additional $30 fee is able to leave their vehicle for 14 days in the parking lot. The hotel guest is transported to the airport by the hotels' natural gas airport shuttle, which can accommodate up to 30 passengers. The applicant notes that the number of hotel guests using the park and fly program per night varies from none to approximately 5 year round, and that there are 2 to 3 park and fly vehicles parked on-site per day (based on a 7-day period). He also indicates that the number of park and fly vehicles parked does not increase during the Holiday season. The spaces designated forthe park-and-fly program are hi-lighted on the parking plan included in the staff report (ten spaces designated). These spaces will be identified by yellow stripes and the vehicles in these spaces will each have a parking permit in their front window. The applicant notes that the estimated annual revenue from the park and fly program will be approximately $18,000. Approximately 60% of all guests that arrive at the hotel do so by their personal vehicle and therefore require a parking space. The remainder of the guests are generally picked up by their business colleagues, family members, local company transportation, or they use the airport shuttle. During the hotel's peak periods, the average number of parking spaces used is about 75%. The Red Roof Inn is open 7 days a week, 24 hours a day and has a total of 10 full-time and 1 part-time employees befinreen 7 a.m. and 5 p.m., and 3 full-time employees after 5 p.m. on weekdays. On weekends, the hotel has 8 full-time and 1 part-time employees between 7 a.m. and 5 p.m., and 2 full-time employees after 5 p.m. No new additional employees are required for the park and fly program since it is operated by existing hotel employees. The number of employees is not anticipated to increase in the next EXHIBIT "A" Conditions of approval for Categorical Exemption and Conditional Use Permit Amendment. 777 Airport Blvd. Effective June 18, 2009 1. that the project shall be built as shown on the plans submitted to the Planning Department and date stamped December 16, 1998, Sheets A0.1, A1.1, A3.1 and A3.2, with 201 parking spaces provided, 94 of which are compact; and that a/l parking spaces designated for the park and f/y program at the rear of fhe hotel shall be striped yellow in order to identify them; 2. that the hotel shall continue to provide a 24-hour airport shuttle service, which includes connections to Caltrain to accommodate employees during shift changes; 3. that guests, visitors or employees may not be charged for the use of on-site parking without amendment to this use permit, this would include valet parking arrangements; 4. that any changes to changes to the parking configuration, or operation of the park-and-fly program shall require an amendment to this permit; 5. that no room in the hotel shall be leased to a single individual, company or corporate entity for more than 29 days and no rooms and/or any part of the building shall be leased for permanent residential purposes except that the hotel manager may live on the site; 6. that small delivery trucks or vans with periodic deliveries may be on site during operating hours, and no trucks shall be stored or parked on site continuously throughout the day or overnight; and 7. that any improvements for the use shall meet all the requirements of the California Building and Uniform Fire Codes, 2007 Edition, as amended by the City of Burlingame. On weekdays, the applicant expects 165 customers/visitors before 5 p.m. and 165 after 5 p.m. On weekends, the applicant expects 175 customers/visitors before 5 p.m. and 175 after 5 p.m. In two to five years, the applicant expects the number of visitors/customers to increase to 170 before 5 p.m. and 170 after 5 p.m. on the weekdays, and to 180 customers/visitors both before and after 5:00 p.m. on the weekends. The maximum number of people expected on the site at any one time is 200 (including employees and visitors). Plan Dated: Allowed/Req'd. 27.2009 park and fly program with conditional use permit amendment 201 stalls Findings for a Conditional Use Permit: In order to grant a Conditional Use Permit Amendment, the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020, a-c): (a) The proposed use, at the proposed location, will not be detrimental or injurious to property or improvements in the vicinity and will not be detrimental to the public health, safety, general welfare or convenience; (b) The proposed use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) The Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general vicinity. Planning Commission Action: The Planning Commission should conduct a public hearing on the application, and consider public testimony and the analysis contained within the staff report. Action should include specific findings supporting the Planning Commission's decision, and should be affirmed by resolution of the Planning Commission. The reasons for any action should be stated clearlyfor the record. Red Roof inn will designate a limited number of parking spaces for the use of Park and Fly {�rogram. This is a convenient and safe way for our guests who intend to leave their vehicle on premises while they are away. This proposed program will not have any affects on public health and will not cause any threat to public safety. Vehicles will be parked at a designated parking space and will have a parking permit in their front window indicating they are authorized to be parked on our parking lot. We do have parking spaces that are also designated for people with disabilities and we will be using one of them for the park and fly program. This program will benefit many individuals who would like to be able to leave their vehicle and fly and then come back and spend a night with us before driving back home. 2. How will the proposed use be located and conducted in accordance with the Burlingame Genera/ Plan and Zoning Ordinance? The property is zoned by the city of Burlingame and is in compliance with the Zoning Ordinance. All parking spaces have been marked and in good standing. We will use a limited number of them for the exclusive use of our park and fly program. I have attached a full size plan showing where the designated park and fly spaces will be located. We have 187 parking spaces, 7 of them are handicapped parking. Being an airport property, we do get a large number of distressed airline passengers who are not in a possession of a vehicle. Therefore we do have a large number of parking spaces available on a daily basis. We would like to use these empty spaces for our proposed park and fly program. 3. Red Roof Inn has only one adjacent property: Hilton Garden Inn. Our parking lots are not connected to each other and this property has its own parking lot for its own guests. There will be no affect on this property in terms of aesthetics. There will be no change to the structure.
