HomeMy WebLinkAboutMin - PC - 1996.06.10CITY OF BURLINGAME PLANNING COMMISSION MINUTES Monday, June 10, 1996 CALL TO ORDER A regular meeting of the Planning Commission, City of Burlingame was called to order by Chairman Ellis on Tuesday, May 28, 1996 at 7:30 p.m. ROLL CALL Present: Commissioners Coffey, Deal, Galligan, Key, Mink, Wellford and Ellis Absent: None Staff Present: City Planner, Margaret Monroe; Associate City Engineer, Donald Chang; City Attorney, Jerry Coleman; Fire Marshal, Keith Marshall MINUTES - The minutes of the May 28, 1996 meeting were corrected to show: C. Ellis as Chairman and J. Coleman, City Attorney was not present. The minutes were then approved. AGENDA - Item #4, a take-out permit for a snack shop in the Chevron Station at 260 El Camino Real was continued to July 8, 1996. The order of the agenda was then approved. FROM THE FLOOR There were no public comments. ITEMS FOR STUDY 1. APPLICATION FOR A SIDE SETBACK VARIANCE AT 1568 ALTURAS AVENUE, ZONED R-1, (STEVEN B. GROUBERT, PROPERTY OWNER AND MARY DUNLAP, APPLICANTI. Requests: explain the compelling circumstances for variance, hot tub could be placed without a variance; space there nice ,for property - not enough justification; explain chief building Inspector's comment about plastic cables; Item set for hearing June 24, 1996. 2. APPLICATION FOR A SPECIAL PERMIT TO ALLOW A HEALTH SERVICE USE AT 405 PRIMROSE ROAD, #203, ZONED, C-1, SUBAREA Bl (TERRY HORN, PROPERTY OWNERS AND KATHLEEN L. ADDISON, MFCC, APPLICANT.) Requests: will rescinding the current use permit on the existing small office mean that another special permit for health service use for that area cannot be applied for; in this case is there a substantial difference in the size of the parking variance between 140 SF and 240 SF; Item set for hearing June 24, 1996. -1- Burlingame Planning Commission Minutes June 10, 1996 ITEMS FOR ACTION 3. APPLICATIONFOR SIDE SETBACK VARIANCE AT 2101 RAY DRIVE, ZONED, R-1, (DAN AND CINDY GRIESEMER, PROPERTY OWNERS AND ALLISON KOHLER, STEWARD ASSOCIATES, APPLICANT.) Reference staff report, 6.10.96 with attachments. CP Monroe discussed the request, reviewed criteria, Planning Department comments, and study meeting questions. Four conditions were suggested for consideration. C. Ellis opened the public hearing. John Stewart, project architect, 1351 Laurel Street, San Carlos, addressed the commission to answer questions. The water heater is connected to a radiant heating system built in the slab floor and it would be quite difficult to redirect the piping. The amount over the FAR is 66 SF. One option would be to cut back 2' over the garage, which would cause the loss of an open glass wall in the back. Cindy Griesemer, 2101 Ray Drive, the applicant expressed concern over the comments in correspondence that this is a large "hotel" type addition; she clarified that the major portion of the addition is in the rear and is over the existing structure. Gilbert Silvey, 2004 Deveraux asked what consideration had been given to handicapped access. CP related that residential additions do not fall under the ADA requirements. There were no other comments and the public hearing was closed. C. Deal noted the removal of the carport is an improvement, it is a minor variance and then moved approval of this request, by resolution, with the following conditions: 1) that the project shall be built as shown on the plans submitted to the Planning Department date stamped April 25, 1996 Sheets A2, A3, A4 and A7, and May 22, 1996, Sheets A-1, and A-6; and the side setback variance applies only to the existing west side of the first floor of the house for 2'-3" to the chimney, 2'-10" to the water heater enclosure, and 4'-9" from the northwest corner of the house to 4'-11" at the southwest corner of the house; 2) that all garage doors shall be replaced so that they open or swing without obstructing the 20'-0" X 20'-0" interior clear dimension required for the two covered parking spaces, and the revised garage layout shall be approved by the Planning Department; 3) that the second floor framing shall be reviewed by the Building Department for compliance with side setback dimensions and declining height envelope requirements before the final framing inspection is signed off; and 4) that the project shall meet all the requirements of the Uniform Building and Uniform Fire Codes as amended by the City of Burlingame. Motion was seconded by C. Wellford and passed on a 7-0 voice vote. Appeal procedures were advised. 4. APPLICATION FOR A TAKE-OUT PERMIT FOR A SNACK SHOP IN THE CHEVRON STATION AT 260 EL CAMINO REAL, ZONED C-1, SUBAREA A, (CHEVRON, USA, INC., PROPERTY OWNER AND NANETTE NAMES, REPRESENTING R. H.
