CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Chang at 7:00 pm. 2. ROLL CALL COMMISSIONERS PRESENT: Milne, Giere, Curtis, Yu, Wettan & Chang COMMISSIONERS ABSENT: Brunello STAFF PRESENT: Parks & Recreation Director Glomstad & Recording Secretary Helley OTHERS PRESENT: None 3. APPROVAL OF MINUTES Commissioner Yu made a motion to approve the minutes as written. NEW BUSINESS 2 Parks & Recreation Commission DRAFT Minutes January 16, 2025 a. Commissioner Assignments – Chair Chang read out the current special committees and noted the commissioners assigned to each. He noted Commissioner Curtis would fill the vacant spot on the Dog Advisory Committee, and Commissioner Giere would be the liaison for AYSO and Mercy Burlingame non-profit groups. Director Glomstad requested an additional commissioner be added to the Pickleball Ad Hoc Committee. Commissioner Yu volunteered to fill that spot. 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports Glomstad reported that the Dog Advisory group will hold a meeting at the beginning of next month. The goal is to have an action item on the February agenda regarding Washington Field off- leash hours. Staff will bring information on the Field Use Policy to the March meeting, with the goal of having the updated Field Use policy ready for fall field allocations. The Tree Ordinance has been updated and can be viewed here: Tree Ordinance . The update affects preservation, trimming requirements, and increased notification. Kevin Gresh has been promoted to the position of Supervisor. The Recreation Coordinator position is open on CalOpps. Staff anticipate that a new recreation coordinator will be on staff by March. The Town Square project construction has started with a target to open before the 2025 holidays. The Laguna Park project has started, and the demo and drainage have been completed. The anticipated opening date is March 2025. The Council Goal setting session was this past Tuesday and can be viewed here: Council Goal-Setting Session b. Commissioners Reports Commissioner Milne, The Burlingame Parks Forever Foundation is holding its goal-setting session for 2025 on January 27. Respectfully submitted, Joleen Helley Recording Secretary STAFF REPORT To: Parks and Recreation Commission Date: March 20, 2025 From: Kevin Gresh, Recreation Supervisor – (650) 558-7312 Subject: Approval of a Pilot Program to Add Off-Leash Summer Hours at Washington Field RECOMMENDATION Staff recommend that the Commission review and approve the Dog Advisory Group’s proposal of a pilot program to add off-leash summer hours at Washington Field and recommend that it go to the City Council for review and approval. BACKGROUND Ten years ago, the City of Burlingame had three off-leash dog options: Bayside Dog Exercise Park, Washington Park (near the rose garden), and Cuernavaca Park’s upper grass area. Over the years, the City Council approved more off-leash options based on community input and significant public outreach. These include Washington Ballfield (Exhibit A), Skyline Park, and Ray Dog Park. Even with the additional off-leash options, dog owners continue to request more off-leash locations and hours. DISCUSSION In May 2024, staff received emails from a small group of residents requesting additional hours at Washington Park Field. Over the months, staff met with the residents to discuss their proposal (Exhibit B). The proposal includes adding summer off-leash hours, from 6am to 8:30am, Monday through Friday. The request did not ask for changes to the school year off-leash hours. In January 2025, The Dog Advisory Group and staff met to discuss the proposal. During the meeting, the members reviewed the current off-leash summer hours, the community’s proposed off-leash summer hours, and the impact these hours could have on city programs and park maintenance duties. This includes summer camps starting at 9am, with set-up starting as early as 8:30am. In addition, Parks staff performs maintenance on the fields, usually on Monday morning, but it can vary depending on the field needs, other pressing duties, and staffing level. The maintenance can include mowing, aerating, edging, whipping, lining, painting, defecation pick up, and divot repairs. Field Maintenance must still occur before summer camps begin if off-leash summer hours are approved. To ensure effective and efficient field maintenance, the volunteer group that proposed the idea will need to commit to taking responsibility daily during the morning off-leash hours to manage the dog owners and dogs to ensure they are entirely out of the way of Parks staff as they move around the field to perform their duties. As noted in their proposal, they said they would establish a daily volunteer schedule. Staff requests that it is provided to City staff so they can talk to the volunteer “in charge” if there are problems with the staff’s ability to complete the maintenance duties. If this proposal is approved as a pilot program by the City Council, the field will still need to be closed in its entirety as maintenance needs and weather require. If the Commission approves the proposal, the next step would be to bring it to the City Council for consideration. Staff also recommends that an update be provided to the Commission at end of the summer to evaluate the pilot program to determine if it should continue for another summer. FISCAL IMPACT New signage will need to be designed, printed, and installed. Staff estimate the cost to be $2,500. This includes, purchasing the signs and taking the time for staff to design and install them.
