4. APPROVAL OF MINUTES
a) February 8, 2024 Regular Meeting Minutes
Chair Rebelos made a motion to accept the regular meeting minutes for the February 8, 2024,
meeting. The motion was seconded by Commissioner Israelit. The motion passed 3-0, with Vice-
Chair Martos abstaining.
5. PUBLIC COMMENTS – NON-AGENDA
The following email was received and read for the record. Some personal details have been removed.
Dear Burlingame TSPC Members,
My name is Michael Clay and I live with my wife, kids, and mother-in-law on Hillside Drive for the
past 6 years, as well as living in Burlingame in total for the past 12 years.

Anyway, our family loves Burlingame and extends our appreciation & gratitude for all that you do
to keep everything running smooth and safe! On a related note, this is the first time I've reached
out to the city of Burlingame for help and/or guidance. Specifically, we've noticed some safety
issues at the moderately trafficked (pedestrians & vehicles) intersection of Hillside Drive and
Alvarado Ave. For example, my mother-in-law was walking south across Hillside Drive at Alvarado
Ave (to pick-up our kids from Hoover elementary school) and was side-swiped & knocked-down by
a car traveling east down Hillside Drive. Thankfully, she only had minor injuries, but it could have
been worse. Also, I witnessed a similar accident where a vehicle sideswiped a pedestrian at the
same location a few weeks earlier. Furthermore, many of our kids need to cross this tricky
intersection as they walk to and from Hoover elementary school throughout the year.
Overall, I believe part of the issue is that the east-bound stop sign on Hillside Drive and Alvarado
Ave sits back a bit from the intersection and causes it to be a bit blind for drivers traveling east on
Hillside Drive. Meaning, it's not easy to see pedestrians walking across Hillside's pedestrian
walkway. Thus, we were curious if a possible solution to this tricky intersection could be to install
a pedestrian crossing light (blinking yellow road lights & sign)?
Lastly, I'll be attending your meeting tomorrow, Thurs, March 14th at 7 pm and hopefully we can
discuss the intersection and solutions at this meeting or future meetings. Please let me know what
you think and thanks again for all your help and support.
6. DISCUSSION/ACTION ITEMS
a) Lyon Hoag Traffic Calming Update
Transportation Engineer Michael Tsai provided a presentation regarding the Lyon Hoag Traffic
Calming Project and the after-study results. He went over the initial concerns, project goals,
timeline, outreach efforts, and preliminary solutions. Mr. Tsai then compared speed and volume
counts in November 2018 versus after the Phase 1 improvements in May 2023.

Mr. Tsai also shared statistics regarding cut-through traffic.

The remainder of the presentation was focused on the neighborhood survey results, which
consisted of 203 responses from the community. For details of those results, click here for a link
to the presentation.
No action items occurred; this was an informational presentation to the Commission.

b) TSPC Bike/Ped Master Plan Project Selections for Upcoming Grants
Senior Engineer Andrew Wong provided a presentation regarding bike/ped project selections for
upcoming grant opportunities. Mr. Wong went over federal and county grants the City typically
applies for. He shared the project list from the Bike/Ped Master Plan (BPMP) with the intent to
obtain feedback on project selections from the TSPC.
Mr. Wong requested the Commissioners review the “unaddressed” bicycle and pedestrian
projects from the BPMP priority list. He asked each Commissioner to select up to 3 projects each
to generate a “TSPC preferred project” list. Mr. Wong suggested they obtain feedback from the
community. He said the Commissioners could email him their top three projects, but his intent is
to bring this back to another TSPC meeting to obtain community feedback as well.

c) Committee Formations
Senior Engineer Andrew Wong stated at the February 2024 meeting, the Commission discussed
annual priorities and potential committees. He said four committees were established, but with
the absence of Vice-Chair Martos the appointment to the committees were postponed from all
but one committee—BIS School Safety. Mr. Wong shared the BIS School Safety Committee
consisting of Commissioners Israelit and Ng.
Chair Rebelos confirmed the following appointments for the remaining TSPC Committees.
• Hillside Drive Safety and Traffic Calming – Commissioners Israelit and Ng
• Key Performance Indicators (KPI) – Commissioner Cauchi confirmed and Chair Rebelos is
tentative.
• ECR Renewal – Vice-Chair Martos and Commissioner Israelit
• Vision Zero – Chair Rebelos and Vice-Chair Martos
Chair Rebelos tabled the Broadway Pedestrian Safety Committee. He said he felt it was redundant
since Mr. Wong and his team have a project in the works, in addition to the Broadway Specific
Plan (Citizen’s Advisory Committee) and Vision Zero.

c) Engineering Division Reports
Mr. Wong provided the following update on Public Works-Engineering related efforts.
• BIS Circulation and Pedestrian Improvements Update – Staff is checking with BIS staff
regarding making the drop-off zone on Quesada Way permanent and has replaced the
temporary weathered signs with new ones at both locations. Additionally, the turn restriction
signs on A-frames have been replaced with new weather-resistant signs.
BPD has placed BIS, specifically Clarice Lane, on their selective enforcement list for patrol
officers. Although the Traffic Enforcement Division has been understaffed, they have been
onsite recently with enforcement. They found there were approximately 15-20 vehicles that
attempted travel westbound on Clarice Lane. Officers were able to contact most of the drivers
and re-educated them on the turn restrictions. Officers found that nearly all the violators
were BIS parents (except for approximately two). Traffic officers will try to make it onsite
again within the next month and then report back.
Staff have also contacted BIS staff for assistance to remind parents of the turn restrictions, as
well as the same assistance from the BIS PTA.
Corporal Morrell added that recently there have been only a handful of violators each day—
typically parents who have already been educated—and said BPD will start issuing citations
soon.
Commissioner Israelit said she spoke with the crossing guard who stated things are much
better. Commissioner Israelit said her observations are that it’s still congested and slow, but
it’s orderly—a major difference.

d) Police Department Reports
Corporal Morrell reported 13 collisions this reporting period (February). Of the 13 collisions, 11
collisions were vehicle/vehicle collisions, 1 with a vehicle/parked vehicle, and 1 involving a
pedestrian. He said the pedestrian collision occurred at California Drive and Floribunda Avenue.
Corporal Morrell stated unsafe turning and speed were the primary collision factors. Please refer
to the Collision Report for specific details.
Vice-Chair Martos confirmed with Corporal Morrell that e-bikes must follow the same rules as
bicycles. Corporal Morrell said if bikes are in the road, they should follow the same rules as
vehicles and if they are walking their bikes, they should follow the same rules as pedestrians. Vice-
Chair Martos inquired about enforcement and education of e-bikes, including challenges the PD
faces with e-bikes. Corporal Morrell stated they have had two public presentations on e-bike
safety, among other things. He said their concerns with e-bikes are primarily with the speed at
which they can travel. Corporal Morrell stated they are looking to continue with additional
training and education.
Commissioner Cauchi suggested incorporating best practice training to the parents on driving and
being more aware of bicyclists and pedestrians. Chair Rebelos suggested education at some of the
upcoming summer events.
Chair Martos confirmed with Corporal Morrell that e-bikes do not have to be registered.

Mr. Wong stated they may need to cancel or postpone the April TSPC meeting. Possible future agenda
mentioned are below.

• Occidental Traffic Calming Project community meeting
• Trousdale, Murchison, and Davis Drive community meeting
