PLANNING COMMISSION RESOLUTION 2025-01.13-7D
APPROVING MASTER SIGN PROGRAM FOR 1855-1881 ROLLINS ROAD
PROJECT NO. MSP24-0002
WHEREAS, an application has been made by Robert Eaves, The Hanover Company, for a
Master Sign Program for a new projecting sign above the first story on a mixed-use residential building
in the RRMU (North Rollins Road Mixed-Use) zoning district, APN: 025-166-270; and
WHEREAS, on January 13, 2025, the Planning Commission of the City of Burlingame held a
duly noticed public hearing at which time it reviewed and considered the staff report and all other
written materials and testimony presented at said hearing; and
WHEREAS, on January 13, 2025, the Planning Commission of the City of Burlingame reviewed
and considered a Categorical Exemption under Section 15311 (a) (Class 11, Accessory Structures)
for the Project; and
NOW, THEREFORE, the Planning Commission of the City of Burlingame does here by resolve, find,
determine and order as follows:
SECTION 1: The project is Categorically Exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15311 (a) (Class 11 – Accessory Structures) of the CEQA Guidelines,
which states that construction or placement of minor structures accessory to (appurtenant to) existing
commercial, industrial, or institutional facilities, including but not limited to on-premise signs, is exempt
from environmental review.
SECTION 2: City of Burlingame Municipal Code (BMC) authorizes the Planning Commission
to grant a Master Sign Program upon making certain findings. The Planning Commission finds the
following:
MASTER SIGN PROGRAM FINDINGS (BMC SECTION 25.42.060(D))
1. The master sign program complies with the purpose and intent of this section and chapter.
The proposed projecting sign included in the Master Sign Program complies with the purpose
and intent of the regulations outlined in Burlingame Municipal Code, Code Section
25.42.060(D)(1-8), in that the placement of the projecting sign does not obscure any building
or window trim or any architectural feature of the building, that the shape and design of the
sign is compatible with the architectural style of the building on which it is placed, that the size
of the proposed sign is in proportion to the façade portion on which it is placed, and that no
more than one upper floor sign is proposed on the Rollins Road frontage.
2. The master sign program does not allow any sign that is prohibited by
Section 25.42.040 (Prohibited Signs).
The proposed projecting sign in the Master Sign Program is not a sign that is prohibited by
Section 25.42.040 (Prohibited Signs).
3. The master sign program standards will result in signs that are visually related or
complementary to each other and to the buildings and/or developments they identify through
the integration of predominant architectural materials, elements, or details of such buildings or
developments.

The proposed sign is complementary to the architectural style and details of the mixed-use
building and contribute to the overall image of the City, in that the proposed materials of the
sign, including a fabricated painted aluminum cabinet with a 3/4-inch recessed perimeter and
halo-illuminated and face-illuminated cut-through lettering, are compatible with the building
materials.
4. The signage shall make a positive visual contribution to the overall image of the City.
The proposed double-faced projecting sign, located on the upper floors of the building and
visible to pedestrians, will contribute to the City’s goal of establishing a gateway to the RRMU
zoning district.
5. Any deviations from sign standards are justified by unique circumstances or conditions
applicable to the property.

building given that the subject property is a large parcel (4.993 acres) on a busy roadway that
is used by commercial vehicles.
6. The master sign program will not result in signs that would impair pedestrian and vehicular
safety.
The Master Sign Program will not result in signs that would impair pedestrian and vehicular
safety in that the projecting sign is located 22’-6” above grade, does not extend into any public
right-of-way or vehicular driveway, and does not contain any animated or changeable copy or
flashing lights.
7. Light and glare associated with the signs will not negatively affect nearby residential uses.

lit) and the sign will not have animated or changeable copy or flashing lights.
SECTION 3: The Planning Commission of the City of Burlingame after conducting the public
hearing HEREBY APPROVES MSP24-0002 subject to the following conditions:
CONDITIONS OF APPROVAL
1. that the project shall be built as shown on the plans submitted to the Planning Division date
stamped December 4, 2024, sheets 1 through 8;
2. that any increase in the number or area of the signs shall be subject to Planning Division or
Planning Commission review (may require amendment to Master Sign Program);
3. that if the structure is demolished or the envelope changed at a later date, the Master Sign
Program associated with the building, as well as any other exceptions to the code granted here
will become void; and
4. that the project shall meet all the requirements of the California Building and Uniform Fire
Codes, in effect at time of building permit submittal, as amended by the City of Burlingame.

SECTION 4: The Master Sign Program approval shall be subject to revocation if the applicant
fails to comply with the conditions listed herein at any time. If, at any time, the Community Development
Director or Planning Commission determine that there has been or may be a violation of the findings
or conditions of this approval, or of the Zoning Regulations, a public hearing may be held before the
Planning Commission to review this approval pursuant to Zoning Regulation Section 25.88.050. At
said hearing, the Planning Commission may add conditions, or recommend enforcement actions, or
revoke the approval entirely, as necessary to ensure compliance with the Zoning Regulations, and to
provide for the health, safety, and general welfare of the community.

CONSTRUCTION HOURS:
No person shall erect (including excavation and grading), demolish, after or repair any
building or structure other than between the following hours except in the case of
urgent necessity in the interest of public health and safety, and then only with prior
written permission from the Building Official, which approval shall be granted for a
period not to exceed three days. Holidays are the first day of January, the third
Monday of
February, the last Monday of May, the fourth of July, the first Monday of September,
the eleventh day of November, the fourth Thursday of November, the fourth Thursday
in November and the twenty-fifth of December. If the first day of January, the fourth of
July, the eleventh day of November, or the twenty-fifth of December falls upon a
Sunday the following Monday is a holiday.

HIDDEN CONDITIONS:
Any hidden conditions that require work to be performed beyond the scope of the

DESCRIPTION OF PROJECT SCOPE OF WORK
This space currently has tenant improvements constructed under Building Permit
#B24-0576 that house an entry area, coffee area, storage area and two toilet rooms,
one of which is the tenant's private space. In addition, there is an existing office area
on the mezzanine for the owner and a possible small office area on the ground floor
to accommodate possible use per ADA regulations.
The warehouse area will house the owners private car collection.
No work is anticipated to be performed on the vehicles as they are sent out for any
mechanical work and / or detailing.
There is no change to the exterior of the building.

Dear Property Owners,
Since there was no appeal to or suspension by the City Council, the January 13, 2025, Planning
Commission approval of your application for a Conditional Use Permit became effective January 23,
2025. This application was for wholesale auto sales at 1241-1251 Whitehorn Way.
Attached is the Planning Commission resolution of approval which includes the associated conditions
of approval and project plans the project must adhere to. All site improvements and construction work
will require a separate building permit application to the Community Development Department prior to
work being performed.
This approval is valid for two years during which time a building permit must be issued by
January 23, 2027. One extension of up to one year may be considered by the Community Development
Director if a written application and filing fee is submitted to the Community Development Department
at least 30 days prior to the expiration date listed above.

APPROVING MASTER SIGN PROGRAM FOR 1855-1881 ROLLINS ROAD
PROJECT NO. MSP24-0002
WHEREAS, an application has been made by Robert Eaves, The Hanover Company, for a
Master Sign Program for a new projecting sign above the first story on a mixed-use residential building
in the RRMU (North Rollins Road Mixed-Use) zoning district, APN: 025-166-270; and
WHEREAS, on January 13, 2025, the Planning Commission of the City of Burlingame held a
duly noticed public hearing at which time it reviewed and considered the staff report and all other
written materials and testimony presented at said hearing; and
WHEREAS, on January 13, 2025, the Planning Commission of the City of Burlingame reviewed
and considered a Categorical Exemption under Section 15311 (a) (Class 11, Accessory Structures)
for the Project; and
NOW, THEREFORE, the Planning Commission of the City of Burlingame does here by resolve, find,
determine and order as follows:
SECTION 1: The project is Categorically Exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15311 (a) (Class 11 – Accessory Structures) of the CEQA Guidelines,
which states that construction or placement of minor structures accessory to (appurtenant to) existing
commercial, industrial, or institutional facilities, including but not limited to on-premise signs, is exempt
from environmental review.
SECTION 2: City of Burlingame Municipal Code (BMC) authorizes the Planning Commission
to grant a Master Sign Program upon making certain findings. The Planning Commission finds the
following:
MASTER SIGN PROGRAM FINDINGS (BMC SECTION 25.42.060(D))
1. The master sign program complies with the purpose and intent of this section and chapter.
The proposed projecting sign included in the Master Sign Program complies with the purpose
and intent of the regulations outlined in Burlingame Municipal Code, Code Section
25.42.060(D)(1-8), in that the placement of the projecting sign does not obscure any building
or window trim or any architectural feature of the building, that the shape and design of the
sign is compatible with the architectural style of the building on which it is placed, that the size
of the proposed sign is in proportion to the façade portion on which it is placed, and that no
more than one upper floor sign is proposed on the Rollins Road frontage.
2. The master sign program does not allow any sign that is prohibited by
Section 25.42.040 (Prohibited Signs).
The proposed projecting sign in the Master Sign Program is not a sign that is prohibited by
Section 25.42.040 (Prohibited Signs).
3. The master sign program standards will result in signs that are visually related or
complementary to each other and to the buildings and/or developments they identify through
the integration of predominant architectural materials, elements, or details of such buildings or
developments.

The proposed sign is complementary to the architectural style and details of the mixed-use
building and contribute to the overall image of the City, in that the proposed materials of the
sign, including a fabricated painted aluminum cabinet with a 3/4-inch recessed perimeter and
halo-illuminated and face-illuminated cut-through lettering, are compatible with the building
materials.
4. The signage shall make a positive visual contribution to the overall image of the City.
The proposed double-faced projecting sign, located on the upper floors of the building and
visible to pedestrians, will contribute to the City’s goal of establishing a gateway to the RRMU
zoning district.
5. Any deviations from sign standards are justified by unique circumstances or conditions
applicable to the property.

building given that the subject property is a large parcel (4.993 acres) on a busy roadway that
is used by commercial vehicles.
6. The master sign program will not result in signs that would impair pedestrian and vehicular
safety.
The Master Sign Program will not result in signs that would impair pedestrian and vehicular
safety in that the projecting sign is located 22’-6” above grade, does not extend into any public
right-of-way or vehicular driveway, and does not contain any animated or changeable copy or
flashing lights.
7. Light and glare associated with the signs will not negatively affect nearby residential uses.

uses since there would be no direct lighting from exterior light fixtures (signs would be internally
lit) and the sign will not have animated or changeable copy or flashing lights.
SECTION 3: The Planning Commission of the City of Burlingame after conducting the public
hearing HEREBY APPROVES MSP24-0002 subject to the following conditions:
CONDITIONS OF APPROVAL
1. that the project shall be built as shown on the plans submitted to the Planning Division date
stamped December 4, 2024, sheets 1 through 8;
2. that any increase in the number or area of the signs shall be subject to Planning Division or
Planning Commission review (may require amendment to Master Sign Program);
3. that if the structure is demolished or the envelope changed at a later date, the Master Sign
Program associated with the building, as well as any other exceptions to the code granted here
will become void; and
4. that the project shall meet all the requirements of the California Building and Uniform Fire
Codes, in effect at time of building permit submittal, as amended by the City of Burlingame.

SECTION 4: The Master Sign Program approval shall be subject to revocation if the applicant
fails to comply with the conditions listed herein at any time. If, at any time, the Community Development
Director or Planning Commission determine that there has been or may be a violation of the findings
or conditions of this approval, or of the Zoning Regulations, a public hearing may be held before the
Planning Commission to review this approval pursuant to Zoning Regulation Section 25.88.050. At
said hearing, the Planning Commission may add conditions, or recommend enforcement actions, or
revoke the approval entirely, as necessary to ensure compliance with the Zoning Regulations, and to
provide for the health, safety, and general welfare of the community.

This space currently has tenant improvements constructed under Building Permit
#B24-0576 that house an entry area, coffee area, storage area and two toilet rooms,
one of which is the tenant's private space. In addition, there is an existing office area

The warehouse area will house the owners private car collection.
No work is anticipated to be performed on the vehicles as they are sent out for any
