HomeMy WebLinkAboutReso - CC - 007-2025 RESOLUTION NO. 007-2025 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING THE CITY MANAGER TO EXECUTE UP TO THREE EXTENSIONS OF TWO YEARS EAC TO THE AGREEMENT WITH THE CITY OF MILLBRAE AND SPIN FOR A MULTIJURISDICTIONAL ELECTRIC BICYCLE SHARING PROGRAM AND TO NEGOTIATE AND EXECUTE A FIRST AMENDMENT TO THE AGREEMENT WHEREAS, the Cities of Burlingame and Millbrae, in partnership with Spin, provide a bikeshare program (Program) to reduce traffic congestion, improve local air quality, and advance carbon free mobility; and WHEREAS, the Program serves as an alternative clean transportation option to connect residents, visitors, and employers with destinations across Burlingame and Millbrae; and WHEREAS, the Program supports the City's Climate Action Plan goals to provide an alternative to vehicle trips and reduce greenhouse gas emissions; and WHEREAS, the Program supports the City's Climate Action Plan goals to provide an alternative to vehicle trips and reduce greenhouse gas emissions; and WHEREAS, after an RFP process, in October 2022 the City Council awarded the contract to Spin to operate the Program; and WHEREAS, the Cities of Burlingame and Millbrae entered into that certain Agreement to Provide Services for Multi-Jurisdictional Bike Sharing Program (Agreement) on February 11, 2023; WHEREAS, the Program has been implemented at no cost to Burlingame or Millbrae beyond utilization of grant funds from the San Mateo County Transportation Authority and the required $20,000 match per City; and WHEREAS, Spin has operated the Program since May 2023 and the Program currently averages approximately 400 rides per week, and WHEREAS, the Cities of Burlingame and Millbrae have worked with Spin to improve Spin’s operation of the Program, and WHEREAS, the Cities of Burlingame and Millbrae believe that Spin will act in good faith to continue to improve operations and comply with the Agreement to Provide Services for Multi-Jurisdictional Bike Sharing Program; and WHEREAS, the Agreement provides for an initial term of two years, with three options to extend the term for two years per option; and WHEREAS, the City Council of the City of Burlingame wishes to authorize extensions of the Agreement to continue to operate the Program; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME RESOLVES AS FOLLOWS: 1. The City Council authorizes the City Manager to execute up to three options, each of which would extend the term of the Agreement by two years, on behalf of the City.
