SUBJECT TO DESIGN REVIEW AT 112 CENTRAL AVENUE, ZONED R-1. (PETER H.
DODGE, APPLICANT AND CHRISTOPHER P. & MARY S. DENTEN, PROPERTY
OWNERS)
CP Monroe presented the staff report and the commissioners asked: plans show an 18.3' deep
garage, exterior dimension, depth, where need 18' width minimum for a two car garage, how
will two cars park in this garage; corner of the house looks as if it would block the maneuvers
to get a second car into this garage, check; applicant's letter comments that this is a five
bedroom house, needs two covered parking spaces, how can they be provided. There were no
further questions and the item was set for public hearing at the June 22, 1998, meeting.

FOR A SECOND STORY ADDITION SUBJECT TO DESIGN REVIEW AT 1470

PROPERTY OWNER)
CP Monroe presented the staff report and the commissioners asked: it appears that the man door
to the outside is 12 feet or more from the entrance to the garage, how would it affect the use
of the garage for parking; could the applicant provide a drawing to scale showing two cars
parked in this garage; C. Luzuriaga noted that he lived on the edge of the noticing area for this
project so would abstain from any action on the item. There were no further comments or
questions and the item was set for public hearing on June 22, 1998.
APPLICATION FOR A SPECIAL PERMIT AND PARKING VARIANCE FOR A KITCHEN
APPLIANCE SHOWROOM AND TRAINING FACILITY AT 877 MALCOLM ROAD,
ZONED O-M. (LARRY LAMPKINS, DACOR INC., APPLICANT AND GUNNAR HAWK,
PROPERTY OWNER)
CP Monroe presented the staff report and commissioners asked: are there 9 existing parking
spaces on the property, only six are marked; what will the remaining unused space in the
warehouse area be used for; will the appliances in the demonstration area be hooked up; this is
a 15,000 SF building, if all warehouse it would require 15 parking spaces, there appears to be
1900 SF of office in each tenant space or 3800 SF of office on the site now, provide a
calculation for the parking requirement under current code for this site with and without the
requested use; one of the parking spaces shown on the plans is in front of the drive in door, will
this door be needed for deliveries; could three parking spaces be put along the western property
line instead of two; what are the duties of the one employee who will be on site regularly; need
to look at entire proposed use including use of remaining empty warehouse area; parking in this
area on -street is a problem, close to Marriott so used by their employees on early morning shifts
and lots of red zones on street so trucks can maneuver, look at parking availability compared
to other streets in immediate area; will products be sold from this site, where will products sold
be picked up. There were no further questions and the item was set for public hearing on June
22, 1998, providing the information for the responses could be completed in time.

Planning staff report of June 8, 1998, summarized the project request and the design reviewers
recommendation that the form and details of the addition are in complete harmony with the

existing components and present no apparent impacts on the neighborhood. The action includes
the following conditions: 1) that the project shall be built as shown on the plans submitted to
the Planning Department date stamped May 20,1998, sheets A-1 through A-4; and 2) that the
project shall meet all the requirements of the California Building and Fire Codes, 1995 edition,
as amended by the City of Burlingame.
C. Luzuriaga moved approval of the consent calendar. The motion was seconded by C. Bojues.
The calendar was approved on a 6-0-1 (C. Key absent) voice vote. Appeal procedures were
advised.
REGULAR CALENDAR
APPLICATION FOR A HILLSIDE AREA CONSTRUCTION PERMIT FOR A FIRST AND
SECOND STORY ADDITION WHICH WAS SUBJECT TO DESIGN REVIEW AT 21
HAYWARD COURT, ZONED R-1. (FRANK H. MERLOTTI JR. AND SUSAN MERLOTTI-
WOOD, APPLICANTS AND PROPERTY OWNERS)
Reference staff report, 06.08.98, with attachments. CP and Commission discussed the request,
reviewed criteria, Planning Department comments, and study meeting questions. Four
conditions were recommended for consideration. C. Deal noted that he had a business
relationship with the applicant and would abstain from any action on this item. C. Deal stepped
down from the dias; C. Coffey took over as chair.
The applicant was not present and the commission decided by consensus to continue with a
hearing on the application.
Acting Chair Coffey opened the public hearing. There were no comments from the floor and
the public hearing was closed.
C. Luzuriaga noted that the amount of the change to the original request was minor, neighbors
and commission approved the previous project request by accepting the minor modification and
this is a small addition to that, the project does not block any views supported by the fact that
the neighbors have not come to comment, and the design review comments were positive, so he
moved approval of the hillside area construction permit by resolution with the conditions: 1)
that the project shall be built as shown on the plans submitted to the Planning Department and
date stamped April 20, 1998, Sheets 1-8 with a maximum roof ridge height of 21'-7" as
measured from average top of curb (elevation 98.2'); 2) that any changes to the size or envelope
of the second floor, which would include adding dormer(s) or changing the roof height or pitch,
shall be subject to design review; 3) that any changes to the footprint, building height, window
placement or building envelope shall require an amendment to this Hillside Area Construction
Permit; and 4) that this project shall meet all the requirements of the California Building and
Fire Codes, 1995 Edition, as amended by the City of Burlingame.

The motion was seconded by C. Keighran. Chair Coffey called for a voice vote. The motion
to approve passed on a 5-0-1-1 (C. Key absent, C. Deal Abstaining) voice vote. Appeal
procedures were advised. It was noted that the appeal period would end at the close of the
Council meeting on June 10, 1998.
APPLICATION FOR LOT COVERAGE AND PARKING VARIANCES TO REMOVE

APPLICATION FOR A SIGN EXCEPTION FOR THE NUMBER OF SIGNS ON THE
PRIMARY FRONTAGE AT 1234 BURLINGAME AVENUE, ZONED C-1, SUBAREA A,
BURLINGAME AVENUE COMMERCIAL AREA. (ANN BURATTO, APPLICANT AND
KEIL SONOMA CORP., PROPERTY OWNER)
Reference staff report, 06.08.98, with attachments. CP and Commission discussed the request,
reviewed criteria, Planning Department comments, and study meeting questions. Four
conditions were recommended for consideration. The applicant was not present and the
commission decided by consensus to proceed with the public hearing.
C. Deal opened the public hearing. There were no comments from the floor and the public
hearing was closed.
C. Coffey noted that while the number of additional signs being requested sounds large with this
application, it is well within the allowed square footage and the amount is in harmony with the
site and a tasteful theme, and he moved for approval of the sign exception by resolution with
the conditions in the staff report as follows: 1) that the signs shall be installed as shown on the
plans submitted to the Planning Department and date stamped April 22, 1998; 2) that any
increase in the number of the signs on the primary frontage shall require an amendment to this
sign exception; 3) that the conditions of the Fire Marshal's April 27, 1998 memo shall be met;
and 4) that the project shall meet all the requirements of the municipal code and of the 1995
edition California Building and Fire Codes as amended by the City of Burlingame.
The motion was seconded by C Boju6s.
Discussion on the motion: photos of other site provided show "J. Crew" in white on black
awning but no signs on the windows, are they asking for more signage here than on their other
sites; would consider removing the window signs being requested; awning signs advertise
location from a distance, pedestrian can not see awning, window is visible to them, trying to
promote pedestrian activity so window signs needed; this may be a corporate identification or
not, it is a tasteful sign program; since the number of signs go with the property, when J. Crew
leaves can a new retailer do same program, yes; at first thought did not need so many signs,

then looked on avenue, Gap has awning and window signs, look pleasant; agree this is subtle
and tasteful providing good harmony.
Chair Deal called for a voice vote on the motion to approve the sign exception. The motion
passed on a 6-0-1 (C. Key absent) vote. Appeal procedures were advised. It was noted that the
appeal period will end at the conclusion of the next council meeting on June 10, 1998.
APPLICATION FOR A SIGN EXCEPTION FOR THE NUMBER AND SQUARE FOOTAGE
OF SIGNAGE ON THE PRIMARY FRONTAGE AT 1800 BAYSHORE HIGHWAY, ZONED
C-4. (GREG JENSEN, MILE HI VALET SERVICE, APPLICANT .AND HMH SFO INC.,
PROPERTY OWNER)
Reference staff report, 06.08.98, with attachments. CP and Commission discussed the request,
reviewed criteria, Planning Department comments, and study meeting questions. Two conditions
were recommended for consideration. The Commissioners had no questions of staff.
Chair Deal opened the public hearing. Greg Jensen, 3600 Tree Top Circle, San Bruno,
representing Mile Hi Valet Parking, the operator commented that he had nothing to add to the
staff report. He is the on -site manager. Commissioner asked if lie had experience with
instituting this kind of parking control program; applicant noted not personally but the company
had done several in Southern California, this is a typical signage scheme; could the signage be
done in fewer signs, need signs on all entrances and exists. There were no further comments
from the floor and the public hearing was closed.
C. Coffey moved approval of the sign exception noting that signing this activity was
fundamental, had to have in order to manage the controlled parking which had been approved
by the city earlier, without signs could not operate function, these signs do not seem to be
oversized or out of order for the informational need for guests; the action is by resolution with
the addition of a condition that the parking lot be restriped to match the previously approved
parking layout within 90 days and the amended conditions in the staff report: 1) that the
addition of the 8 signs on the primary frontage within the parking area shall be designed and
installed as shown on the plans submitted to the Planning Department and date stamped April
21, 1998; 2) that the sign permit shall not be issued or the signs installed until the conditions
of the City engineer's memo dated June 1, 1998 have been met and the parking lot shall be
restripped within 90 days, September 8, 1998; and 3) that the project shall meet all California
Building and Fire Codes, 1995 Edition as amended by the City of Burlingame.
The motion was seconded by C. Luzuriaga. Chair Deal called for a voice vote. The motion
was approved on a 6-0-1 (C. Key absent) vote. Appeal procedures were advised, noting that
the appeal period would end at the end of the Council meeting on June 10, 1998.

CORPORATION, APPLICANT AND SEVEN SPRINGS LIMITED PARTNERSHIP,
PROPERTY OWNER) CONTINUED FROM MAY 11, 1998; REQUEST TO CONTINUE TO

Staff noted that this is a code enforcement item so it will be brought forward at the June 22,
1998 meeting even if there is no response from the applicant.
APPLICATION FOR NEGATIVE DECLARATION, SPECIAL PERMIT, PARKING
VARIANCE AND LANDSCAPING VARIANCE FOR A TWO-STORY 11,484 SF ADDITION
TO AN EXISTING TRAINING FACILITY AT 1519 ROLLINS ROAD, ZONED M-1.
(PLUMBERS, STEAMFITTERS & REFRIGERATION FITTERS, LOCAL 467 AND
STANLEY E. PANKO, APPLICANTS AND PIPE TRADES APPRENTICE AND
JOURNEYMAN TRAINING TRUST FUND FOR SAN MATEO COUNTY BUILDING
FOUNDATION. PROPERTY OWNER)
Reference staff report, 06.08.98, with attachments. CP and Commission discussed the request,
reviewed criteria, Planning Department comments, and study meeting questions. Fourteen
conditions were recommended for consideration. Commissioner asked if this site were not
nonconforming in parking would the parking requirement be much larger; yes because of the
recent addition to the parking requirements for classroom use of 1:50 GSF for the instructional
area within the existing building; the parking ratio for the new space is based on laboratory
parking requirements of 1:800 GSF. There were no other questions from the commission.
Chair Deal opened the public hearing. Stan Panko, 311 Seventh Avenue, San Mateo, architect,
spoke, he noted that they have tried to reduce the parking impact of the variance by arranging
for the easement to use 25 parking spaces on the adjacent property, there has always been
enough parking for the existing building, the issue is the addition. The area shown on the plans
as "rental" is in fact a storage area, the plans were revised to show this; they do. have a concern
about condition 6, because, while they do not rent the premises to outside groups, they do allow
the union hall to be used occasionally by groups on Saturdays for fund raisers or political
functions, no money is paid for the use of the hall. The added space will be used for
laboratories as an adjunct to the classroom use. Commissioner asked about the plans, seems to
show parking in front of a loading dock, is the dock used; yes the dock is used during the day
to deliver items needed for instruction, latest delivery is 5:00 p.m., classes are held at 5: 30 p.m.
so the area can be used for parking when there is the highest demand. During the day there are
about 9 people employed on the site. Also requesting a variance for landscaping, the way the
site works now, one can look down the 20 foot access to Rollins Road and see a strip of
greenery, this will be blocked by the new addition, can this green screen be put someplace else
on the site, could reinforce the landscape at the entry; am not sure that that area is on the 1519
Rollins site may be neighbor's, but could reinforce landscaping at entry by adding to existing
with neighbor's permission if necessary; landscape plan has not yet been prepared. Rick Gabin,

Training Director, 1519 Rollins Road, noted that the loading dock is for the delivery of pipe and
materials for the laboratories; they have a 5 year apprentice program which supplements job
experience, workers attend two nights a week and discuss theory, need laboratory because on
the job experience is not as hands on as it used to be and the technology of the industry is
changing rapidly as well as the ever changing safety requirements; the lab space will supplement
the classroom activities in an evening, the same group of people are in the classroom and lab,
they do such activities as take a boiler apart, a boiler is too big to fit in the classroom; how
many attend a political event on the site, these events are always on Saturday (no classes) and
average 45-50 people for 2-3 hours; are the trucks with camper shells on your property, no; CA
indicated that these belonged to workers at the airport and the city had followed up with a code
enforcement on the adjacent site, now the campers were just parked there, no one was living in
them. Gary Saunders, Business Manager, spoke noting that there is an increased need for
training because there is less time on the job for instruction; they also do a lot of CAD computer
training in their computer lab; have political events 5 or 6 times a year and charity events 1 or
2 times, a good turn out for one of these events is 100 people, the! union hall has a rated
capacity of 300. The union hall has never been rented out for a fee. There were no other
comments from the floor and the public hearing was closed.
Comments on the request: the CA noted that condition 6 if read strictly would not allow the
political and charity events that the union now undertakes. The Chair suggested that the review
begin with the negative declaration.
C. Luzuriaga moved approval of the Negative Declaration with the mitigations to be included
in the conditions on the project, finding that based on the initial study and comments at the
public hearing there is no substantial evidence that the project would create a significant impact
on the environment and that the proposed mitigations would reduce any impact to a level
acceptable to the community. C. Coffey seconded the motion. Chair Deal called for a voice
vote on the motion to approve the negative declaration which passed on a 6-0-1 (C. Key absent)
vote.
C. Coffey commented that he is often on Rollins Road and has never seen or heard of a parking
problem on these union sites in the 15 years he has worked in the area, the usage time of the
two sites are well coordinated, the union needs additional space to improve the quality of the
training so he moved for approval of the conditional use permit and parking variance by
resolution with the conditions in the staff report as modified by the city planner in presentation,
modification of number six to allow authorized non -union use as is done now without rental for
a fee, and adding a condition that the architect review the site with a landscape architect and try
to maximize any landscape areas. The motion was seconded by C. Boju6s.
Discussion on the motion: think its a good idea to expand the training program with hands on
experience in a lab situation; understand that the lab space is used as an adjunct to the class
room and will have minimal use when the classes are not in session; condition 8 seems to
address the landscape issue with the requirements for a Water Management Plan, assume that
those required plans would include plant materials as well as irrigation and would have to be
approved by the Senior Landscape Inspector, so relates to the added condition in the motion.

Chair Deal called for a voice vote on the motion to approve with the following amended
conditions: 1) that the project shall be built as shown on the plans submitted to the Planning
Department and date stamped May 15, 1998, Sheets AO through A2, A4 through A6 and date
stamped May 29, 1998, Sheet A3; 2) that the conditions of the City Engineer's April 13, 1998
memo, the Fire Marshal's April 14, 1998 memo, and the Chief Building Inspector's April 14,
1998 memo shall be met and that all goods stored in the below grade parking spaces and all wire
cages installed shall be removed and all parking spaces shall be made available for parking use;
3) that union office may not be open for business except during the hours of 8:00 a.m. and 5:00
p.m., Monday through Friday and there shall be no more than 9 union office employees; 4) that
union meetings shall be held only the third Wednesday of each month from 7:30 p.m. to 10:00
p.m.; 5) that training classes shall be held only Tuesday and Thursday evenings from 5:00 p.m.
to 9:30 p.m.; 6) that the meeting hall shall never be rented to any groups and shall be used only
for monthly union meetings and events; 7) that this project shall meet all the requirements of the
California Building and Uniform Fire Codes, 1995 Edition, as amended by the City of
Burlingame; 8) The project is subject to the state -mandated water conservation program and
complete Irrigation Water Management Plan shall be submitted with :landscape and irrigation
plans to be approved by the city at the time of permit application; 9) that landscape areas shall
be enhanced to maximize their impact and replace the lost view of greenery caused by the
addition, the Senior Landscape Inspector shall review and approve these plans before issuance
of building permits; 10) that the property owner shall maintain the reciprocal easement
agreement between 1519 Rollins Road and 1511 Rollins Road which provides for joint access
and for use of 25 parking spaces on the 1511 Rollins Road site; 11) that this proposal shall meet
all the requirements of the Tree Protection and Reforestation Ordinance; adopted by the City of
Burlingame in 1992 as amended in 1993; 12) that all construction shall be limited to the hours
of construction as stated in the City of Burlingame Municipal Code (CS 18.07.130); 13) that all
new utility connections to serve the site and which are affected by the development will be
installed to meet current code standards and diameter; sewer laterals will be checked and
replaced if necessary; 14) that on -site illumination shall be shielded and directed only on to the
site; and 15) that should any cultural, archaeological or anthropological resources be discovered
during construction, work shall be halted until the finding can be fully investigated, and proper
protection measures, as determined by qualified professionals acceptable to the City, can be
implemented.
The motion was seconded by C. Vistica.
The motion passed on a 6-0-1 (C. Key absent) vote. Appeal procedures were advised, noting
that the next council meeting was June 10, 1998 so appeals would need to be submitted by then.

APPLICATION FOR A SPECIAL PERMIT FOR THE EXPANSION OF AN EXISTING
RESTAURANT ON UNCLASSIFIED LAND AND A PARKING SPACE DIMENSION
VARIANCE AT 1190 CALIFORNIA DRIVE, ZONED UNCLASSIFIED, (NEXT CENTURY
RESTAURANTS, APPLICANT PUBLIC UTILITIES COMMISSION OF THE CITY AND
COUNTY OF SAN FRANCISCO WATER DEPARTMENT AND THE PENINSULA
CORRIDOR JOINT POWERS BOARD, PROPERTY OWNERS).
Reference staff report, 06.08.98, with attachments. CP and Commission discussed the request,
reviewed criteria, Planning Department comments, and study meeting questions. Eleven
conditions were recommended for consideration. In her presentation the City Planner noted that
there was an error in the parking layout as shown on the plans submitted. Parking spaces 3-5
are 13' deep and parking space 9, 15' deep. In addition the parking stalls on the SF water land
are all 16' deep because the plans do not show the four foot wide planter strip at the front of
these parking spaces next to the sidewalk. Because of their size, the 1.3 foot spaces should be
designated "small car parking only", and the San Francisco water spaces should all be designed
"compact parking space". Commission asked if the Joint Powers Board lease was in place, yes;
is the San Francisco Water lease in place, understand it will not be approved until after the city
has acted; what back up aisle is required for 60 degree parking; 18 feet„ 16 feet is provided and
is the existing condition. Should this parking be designated by signs for this restaurant's use,
yes.
Chair Deal opened the public hearing. William E. Boyd, attorney, represented the applicant,
he noted that the applicant heard what was said about the previous application, worked with staff
to understand what they should do for this application; have reviewed the conditions and the
modifications discussed tonight and find them acceptable; providing a high quality restaurant not
a sandwich place, feel it will be a great addition to the community.
Mr. Smith, architect, Arlene Patton, representing the Joint Powers Board and Umberto Gibin,
the applicant, spoke. City and County of San Francisco has approved the lease, it is ready to
sign and go forward with; commissioner asked where the employees will park, not enough 9
hour meters in the Rhinette lot, staff noted a current problem with parking availability in the
Rhinette lot because some of it is being used as a staging area for the ;sewer project, applicant
noted that there were also 9 hour parking meters in the Chula Vista lot and long term parking
in the Caltrains lot on the north side of Broadway; do not want the employees to park in the
parking designated for the restaurant; why could the applicant not get all the required parking
spaces from the JPB; the spaces on the San Francisco water land were closer than elongating the
lot on the JPB side, since were able to get from San Francisco did not pursue JPB; could you
get more parking from the JPB, don't know if able to give more parking, lease was approved
in January 1997, after commission turned down last project felt it was better to even out parking
using San Francisco water land and not go back to JPB, try to preserve commuter parking on
JPB land; if go before JPB need to amend the lease and add parking. Would you consider valet
parking with this application, no if necessary will do but feel that 19 parking spaces is enough,
after 11:00 a.m. the lot is unused and there are parking spaces in the Caltrain lot; agree spaces

are available but they are at the far end of the lot, a long walk away; CA Anderson noted that
if provide valet parking on the street the applicant would have to come to the city for an
additional permit. The concept of the proposed restaurant is a full service seafood bar and a
rotisserie, full kitchen at the back to prepare entrees on the style of Aqua in San Francisco.
Cathy Baylock, 1527 Newlands Avenue and Torn Carey, 1404 Floribunda, spoke. Think Pisces
listened to the city, looked over the plans, thanks for restoring the building, parking seems
adequate, proposed that they give a free desert to anyone who presents a Caltrain ticket as a
promotion; happy that the plans have been revised from before and reflect the original
architecture, like to keep the original integrity by making no changes to building, don't fill in
the door on east side it could change character of the building keep it just the way it is. There
were no further comments from the public and the public hearing was closed.
C. Luzuriaga commented thanks to applicant for listening to the commission during the last
review; diagram shows that parking stalls will work all right, have used them myself; he then
moved approval of the special permit for a restaurant and a parking variance for number and
dimension by resolution with the conditions in the staff report with revisions suggested by the
city planner and adding a condition directing that the employees not park in the 19 parking

Discussion on the motion: pleased with this application, love to have this in the Broadway
commercial area, the parking condition is existing and has been used that way for a long time,
it is good to have the accurate dimension on record, would prefer that the landscaping at the
comer of California and Broadway be in grass rather than ground cover; would like to add a
condition that the landscaping be in grass; CA pointed out that ground cover was a suggestion,
if make grass a condition the applicant has no choice; in light of that: note concern has been
expressed about preferring grass but not want to limit options over time so withdraw request to
add a condition.
Chair Deal called for the vote on the motion to approve the conditional use permit and parking
variances for a restaurant use at 1190 California with the following conditions: 1) that the
project be developed in accordance with the plans submitted and date stamped May 29, 1998
sheets Al.1 site plan, A4.1 east, west and south elevations, and A4.2 north elevation and site
section; and plan sheet date stamped May 6, 1998, existing restaurant renovation; 2) that the
present 9 parking spaces south of the restaurant on the Peninsula Joint Powers Board land shall
be converted to one disabled accessible, three parking stalls 13' x 9', one 15' X 9' and four
parking stalls 20' x 9' and that the applicant shall retain for 10 years a lease with the City and
County of San Francisco (Water Department) for the landscape area beginning at the corner of
California and Broadway south to the drive way into the CalTrans parking area and for the
improvement, maintenance and use for parking of an area 68 feet long and 18 feet deep south
of the driveway parallel to California Drive and the right to use the joint driveway for back up
area; or if the lease on either of these two areas in separate ownership is terminated by either
side then the variance for parking for a restaurant use on the Peninsula Joint Powers Board
property is voided; 3) that all parking stalls be clearly stripped (3 Joint Powers Board 9' X 13'

they are for "Compact Cars"; 4) that the applicant shall be responsible for the relocation of any
and all utilities in the public right-of-way that may be affected bY the expansion of the
restaurant; 5) that the conditions of the City Engineer's May 11, 1998 memo (requiring all lease
agreements be signed and approved before issuing a building permit); :Fire Marshal's May 11,
1998 memo(requiring a fire extinguishing system for the kitchen); and the Streetscape Manager's
memo of May 11, 1998, (requiring that flowering pear trees and ground cover be installed where
landscaping is shown on the site plan along the California Drive frontage, that two metal dark
green trash receptacles of the streetscape design be installed, one at the font entrance and one
at the corner of California Drive and Broadway at a location as selected by the City Engineer,
and damaged sidewalk shall be replaced with colored concrete in a grid pattern which matches
the streetscape plan) shall be met; 6) that irrigation installed according to the requirements of
the city and as approved and inspected by the Senior Landscape Inspector shall be placed within
all required landscaped areas; 7) that appropriate signs and/or stripping to clarify shall be
installed to designate restaurant parking spaces on both Joint Powers Board land and City and
County of San Francisco land leased by the applicant; 8) that employees shall not park in the
designated parking spaces land leased by the applicant and designated for restaurant patrons; 9)
that the restaurant shall not be open for business except between the hours of 11:30 a.m. to
10:00 p.m. Monday through Thursday, 11:30 a.m. to 11:00 p.m. Friday, 11:30 a.m. to 11:00
p.m. Saturday and 9:00 a.m. to 10:00 p.m. Sunday, with a maximum of 12 employees
(including the owner) at this site at any one time; 10) that the operator or owner of the property
shall apply for and obtain approval of an amended special permit before any of the following
occurs: intensification of the use of the property, including any outdoor seating; substantive
departure from the plans and conditions approved under this special permit; and reduction in
parking spaces, including any reduction or elimination of parking on the property leased from
the Peninsula Joint Powers Board or the City and County of San Francisco or loss of lease rights
to the landscaped area along California Drive leased from the City and County of San Francisco;
11) that a disabled accessible van parking space shall be installed in the parking lot north of
Broadway on land leased from the Peninsula Joint Powers Board; all disabled parking spaces
provided on the site shall meet California Building Code requirements as amended by the City
of Burlingame; 12) that the project shall meet all the requirements of the California Building and
Fire Codes, 1995 edition, as amended by the City of Burlingame; and 13) that this permit shall
be subject to review in one year ( June 1999) and each year thereafter or upon complaint.
The motion to approve was passed on a 6-0-1 (C. Key absent) voice vote. Appeal procedures
were advised with the note that the appeal period would end at the close of the City Council
meeting on June 10, 1998.
PLANNER REPORTS
CA Anderson noted that two items of interest would be on the city council agenda for
June 10: the environmental document for the Landfill Recreation Use and the visual
wall for the BART tail track.
