HomeMy WebLinkAboutReso - CC - 130-2024 RESOLUTION NO. 130-2024 RESOLUTION OF THE BURLINGAME CITY COUNCIL TO APPROVE AND ADOPT THE 2024 BURLINGAME AND HILLSBOROUGH EMERGENCY OPERATIONS PLAN (EOP) BASIC PLAN; CEQA DETERMINATION: EXEMPT PURSUANT TO STATE CEQA GUIDELINES SECTIONS 15378(B)(2) AND 15378(B)(5) WHEREAS, in 2019, the Burlingame/Hillsborough Emergency Operations Plan (EOP) Basic Plan to be used as a base document by the City of Burlingame and the Town of Hillsborough was presented by the Central County Fire Department to the City of Burlingame and Town of Hillsborough; and WHEREAS, on September 16, 2019, the Burlingame City Council adopted Resolution 115- 2019, which adopted the 2019 Burlingame/Hillsborough Emergency Operations Plan (EOP) Basic Plan; and WHEREAS, in 2024, the Burlingame/Hillsborough Emergency Operations Plan (EOP) Basic Plan has been revised to include the most recent updates from Cal OES, FEMA, and the California state legislation enacted into law by the Governor for emergency management, response, and recovery; and WHEREAS, the EOP Basic Plan allows the cities to operate together through a single Emergency Operations Center (EOC) as well as being consistent with Homeland Security Presidential Directive - 5 (HSPD- 5), the National Incident Management System (NIMS), the California Standardized Emergency Management System (SEMS), and Incident Command System (ICS) requirements; and WHEREAS, each of the cities within Central County Fire retains its authority in dealing with emergencies but will operate in an efficient, cost effective manner to provide the best services possible with all available resources; and WHEREAS, the 2024 EOP Basic Plan revisions, once adopted, will require all EOC staff to be trained in the EOP Basic Plan’s use followed by participation in the Training and Exercise Plan (TEP) Program to develop and maintain the knowledge, skills, and capabilities to effectively plan, prepare, respond, and recover from major disasters and emergencies. NOW THEREFORE BE IT RESOLVED AS FOLLOWS 1. The Burlingame City Council finds this Resolution is exempt from the California Environmental Quality Act (CEQA), in that it is not a “Project” pursuant to State CEQA Guidelines Sections 15378(b)(2) [that this Resolution and the 2024 EOP Basic Plan is a continuing administrative and maintenance activity for general policy and procedure making]; and 15378(b)(5) [that this Resolution and the 2024 EOP Basic Plan is an organizational and administrative activity of a governmental agency that will not result in direct or indirect physical changes in the environment]; and Docusign Envelope ID: 63AB4E47-CF63-48E4-825D-B46C9D5832C5 2.
