A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING
THE CITY MANAGER TO EXECUTE A COST SHARING AGREEMENT WITH THE TOWN OF
HILLSBOROUGH AND CITY OF MILLBRAE FOR THE HIGHLINE PIPELINE PROJECT
WHEREAS, the City of Burlingame, the City of Millbrae, and the Town of Hillsborough
have been collaborating on the construction of a new potable water transmission main since
2018; and
WHEREAS, the proposed water transmission main will connect to the Harry Tracy
Water Treatment Plant through the Helen Turnout in Millbrae and traverse along Skyline
Boulevard to the Town of Hillsborough; and
WHEREAS, the proposed highline pipeline will provide multiple benefits to all three
agencies, including seismic redundancy and backup water supply in the event of a seismic event
affecting the existing San Francisco Public Utilities Commission (SFPUC) infrastructure; and
WHEREAS, additional project benefits include improved water supply, flow for fire
protection; and seismic redundancy; and
WHEREAS, the project cost is estimated to be approximately $32.2 million, and the Town
of Hillsborough has secured a Building Resilient Infrastructure and Communities Grant from
FEMA in the amount of $22.3 million; and
WHEREAS, Burlingame’s estimated project cost is $1,425,600, including $330,000 for
Burlingame’s share of the design costs; and
WHEREAS, staff requests the City Council authorize $330,000 from the Water Enterprise
Fund to cover Burlingame’s portion of the engineering design costs of the project.
NOW, THEREFORE, BE IT RESOLVED:
1. The City Manager is authorized to enter into and execute a cost-sharing agreement
with the Town of Hillsborough and the City of Millbrae for the Highline Pipeline Project.
2. The $330,000 allocation from the Water Enterprise Fund to cover Burlingame’s portion
of the project design is approved.
