CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Milne at 7:00 pm. 2. ROLL CALL COMMISSIONERS PRESENT: Milne, Curtis, Yu, Brunello COMMISSIONERS ABSENT: Holzman, Chang & Wettan STAFF PRESENT: Parks & Recreation Director Glomstad, Recreation Manager Acquisti, Recreation Supervisor Coggins, Recreation Coordinator Sheldon & Recreation Coordinator Garcia OTHERS PRESENT: None 3. APPROVAL OF MINUTES Commissioner Brunello made a motion to approve the minutes as written. The motion was seconded by Commission Yu, and the motion was approved. 4-0-3 (Holzman, Chang & Wettan absent) 4. CORRESPONDENCE None 5. PUBLIC COMMENTS None 6. OLD BUSINESS 2 Parks & Recreation Commission DRAFT Minutes September19, 2024 None 7. NEW BUSINESS a. New Recreation Coordinator – Alex Sheldon Recreation Supervisor Coggins introduced Alex Sheldon, the new Recreation Coordinator, noting she has done a great job of hopping in with the enrichment programs, and the Department is very happy to have her. Coordinator Sheldon stated she is overseeing the enrichment programs, the teen scene, and the Youth Advisory Committee, which she is excited to get up and running. She expressed excitement at being with the City, that classes are going great, and that she is constantly in awe of the resident’s passion. She is also impressed with the teens, how well-spoken they are, and the vision that they have for how they want to make an impact and a legacy in the community. Commissioner Yu asked where Sheldon was previously working. Sheldon stated she was at the San Mateo County Office of Education as an Administrative Assistant in the Research and System Planning Department. Before that, she was the Director of Hospitality Events at San Jose State University in the Athletics Department. Commissioner Milne inquired if there was anything she was looking to implement, especially with the youth. Sheldon wants to give them more of a voice and a platform. She wants to uplift them; they seem like they are showing a lot of leadership skills, and she wants them to grow that and be an advocate for them. Commissioner Curtis asked if there was anything that surprised her the most since she had started. Sheldon noted she was most surprised by the involvement of the parents, and she loves it. The Commission welcomed Sheldon to the Department. b. Youth Field User Organization Validations for Burlingame High School, Mercy High School, and Burlingame Youth Baseball Recreation Supervisor Acquisti requested three field user’s approval for validation: Burlingame High School, Mercy High School, and Burlingame Youth Baseball Association. She stated her review of each application revealed no issues. She requested the Commission’s approval of the groups for a three-year validation. Motion by Milne to approve validation for the three applicants: Burlingame High School, Mercy High School, and Burlingame Youth Baseball for a three-year term. The motion was seconded by Brunello. Motion approved 4-0 3 (Holzman, Chang & Wettan absent) 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports 3 Parks & Recreation Commission DRAFT Minutes September19, 2024 Glomstad reported upcoming events of Family Campout Friday night and Saturday morning, the Fall Fest on October 27, the Pet Parade on September 29, and the Halloween House Decorating contest at the end of October. Glomstad also updated the Commission on the status of the Field Policy update and that the Ad Hoc Committee would be meeting with AYSO to clarify their registration dates and process. The goal is to return to the Commission in October or November with an updated policy for approval. b. Commissioners Reports Commissioner Curtis – No Report Commissioner Yu – Met with Burlingame Soccer Club, and overall they like the direction things are going with the Field Use Policy Committee. They only did not care for the later start time for the field slots. Commissioner Brunello – No Report Commissioner Milne – The Foundation will hold its annual Pickleball Palooza on October 13 and encouraged all to attend. Respectfully submitted, Joleen Helley Recording Secretary STAFF REPORT To: Parks and Recreation Commission Date: October 17, 2024 From: Nicole Acquisti, Recreation Manager Subject: Financial Sustainability Guidelines RECOMMENDATION Staff recommends that the Parks and Recreation Commission receive the information presented during the PowerPoint, engage in the accompanying activities, and provide guidance to staff as they embark on the initial phases of formulating financial sustainability guidelines. BACKGROUND In March of 2024, Director Glomstad and Manager Acquisti attended a Financial Sustainability certification program for parks and recreation professionals. The certification program was a combination of discussions, exercises and articles to generate conversations and help create ideas to strengthen the financial vision in the parks and recreation departments of those in attendance. The training equipped Director Glomstad and Manager Acquisti with strategies for the department to explore, including the need for intentional planning and the development of financial sustainability guidelines. DISCUSSION Director Glomstad, Superintendent Holtz, and Manager Acquisti presented Quality Service Through Intentional Planning to the Parks and Rec staff at the annual training in April. The management team concentrated on the difference between the wants, demands, and needs of the Burlingame community and, with the team, discussed options for prioritizing city funds that benefit the common good vs. special interest groups in the event of reduced funding. Staff ranked items specific to each division in order of priority. Once the rankings were established, the discussion pivoted to the categorization of services within both recreation and parks, focusing on which program areas should receive higher subsidies and which should be self- sustaining. The exercise enabled staff to think about the “big picture” when planning and budgeting for future programming. To further assist staff in developing financial sustainability guidelines, staff is requesting input from the Parks and Recreation Commission on ranking the service areas from the highest subsidy to the lowest subsidy. The development of the Financial Sustainability Guidelines will enable staff to concentrate efforts, energy, and budgetary resources on enhancing core services if city funds are reduced to the department. FISCAL IMPACT There is no fiscal impact associated with this staff report and exercise. Exhibits None
