HomeMy WebLinkAboutReso - CC - 107-2024 RESOLUTION NO. 107-2024 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING AND SUPPORTING THE BAY TRAIL GAP CLOSURE PROJECT AND SUBMITTING AN APPLICATION TO THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY FOR CYCLE 7 PEDESTRIAN AND BICYCLE PROGRAM FUNDING WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for Projects for the Measure A & W Pedestrian and Bicycle Program on June 10, 2024; and WHEREAS, the City of Burlingame (Sponsor) has identified a gap in the Bay Trail near the Burlingame and San Mateo border at Airport Boulevard between Beach Road and Lang Road; and WHEREAS, the Bay Trail is a potential 500-mile network of paths that, when completed, would connect 47 cities across 9 counties; and WHEREAS, improving the Bay Trail, including closing all gaps, is vital for maximizing its potential as a recreational, environmental, and transportation resource for the local communities; and WHEREAS, the Sponsor has proposed the design and construction of an approximately 500-foot Class I trail to close the existing gap at Airport Boulevard, thereby enhancing safety for both bicyclists and pedestrians along the San Francisco Bay and aesthetics of the Bay Trail; and WHEREAS, it is estimated to cost approximately $990,000 to implement the Project scope; and WHEREAS, the Sponsor seeks $790,000 for the Project; and WHEREAS, the TA requires a governing board resolution from the Sponsor for the following items: 1. Supporting the Project and application for $790,000 in TA Pedestrian and Bicycle Program Funds for Project. 2. Committing the Sponsor to the completion of the Project, including the commitment of matching funds in the amount of $200,000 needed for implementation. 3. Certifying that any funds awarded by the San Mateo County Transportation Authority will be used to supplement existing funds for program activities and will not replace existing funds or resources. 4. Authorizing the City Manager, or her designee, to sign a funding agreement with the TA, if funds are awarded, for TA pedestrian and bicycle program funding for the Project and to take any other actions necessary to give effect to this resolution. NOW, THEREFORE, be it RESOLVED, that the CITY COUNCIL of the City of Burlingame: Docusign Envelope ID: B789E278-4F98-45FB-82FE-DE9226F9F935 1. Directs staff to submit an application for TA Measure A and W Pedestrian and Bicycle Program Funds for $790,000 for the Bay Trail Gap Closure Project. 2. Authorizes the City Manager or her designee, to execute a funding agreement with the San Mateo County Transportation Authority to encumber any TA Pedestrian and Bicycle Program funds awarded. 3. Commits to the completion of the Project, including the commitment of $200,000 of matching funds needed for implementation, if awarded the requested TA funds. 4. Certifies that any funds awarded by the San Mateo County Transportation Authority will be used to supplement existing funds for program activities and will not replace existing funds or resources. 5.
