HomeMy WebLinkAboutReso - CC - 106-2024 RESOLUTION NO. 106-2024 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING AND SUPPORTING THE BURLINGAME STATION BICYCLE FACILITY AND TRANSIT ACCESS PROJECT AND SUBMITTING AN APPLICATION TO THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY FOR CYCLE 7 PEDESTRIAN AND BICYCLE PROGRAM FUNDING WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for Projects for the Measure A & W Pedestrian and Bicycle Program on June 10, 2024; and WHEREAS, the City of Burlingame (Sponsor) has identified the intersection of California Drive and North Lane as a high activity bicycle access between the Burlingame Caltrain Station and the nearby Burlingame Community Center, schools, parks, and neighborhood communities; and WHEREAS, the intersection is located adjacent to the west access of the Burlingame Caltrain Station and within 100 feet of a railroad crossing; and WHEREAS, the Sponsor has proposed the Burlingame Station Bicycle Facility and Transit Access Project (Project) to enhance bicyclist accessibility, increase awareness and visibility of bicyclists and pedestrians, slow vehicular speeds at intersections, shorten pedestrian crossing distances, and promote a safe environment for all users; and WHEREAS, it will cost $825,000 to implement the Project scope; and WHEREAS, the Sponsor seeks $660,000 for the Project; and WHEREAS, the TA requires a governing board resolution from the Sponsor for the following items: 1. Supporting the Project and application for $660,000 in TA Pedestrian and Bicycle Program Funds for Project. 2. Committing the Sponsor to the completion of the Project, including the commitment of matching funds in the amount of $165,000 needed for implementation. 3. Certifying that any funds awarded by the San Mateo County Transportation Authority will be used to supplement existing funds for program activities and will not replace existing funds or resources. 4. Authorizing the City Manager, or her designee, to sign a funding agreement with the TA, if funds are awarded, for TA pedestrian and bicycle program funding for the Project and to take any other actions necessary to give effect to this resolution. NOW, THEREFORE, be it RESOLVED, that the CITY COUNCIL of the City of Burlingame: 1. Directs staff to submit an application for TA Measure A and W Pedestrian and Bicycle Program Funds for $660,000 for the Burlingame Station Bicycle Facility Docusign Envelope ID: B789E278-4F98-45FB-82FE-DE9226F9F935 and Transit Access Project. 2. Authorizes the City Manager or her designee, to execute a funding agreement with the San Mateo County Transportation Authority to encumber any TA Pedestrian and Bicycle Program Funds awarded. 3. Commits to the completion of the Project, including the commitment of $165,000 of matching funds needed for implementation, if awarded the requested TA funds. 4. Certifies that any funds awarded by the San Mateo County Transportation Authority will be used to supplement existing funds for program activities and will not replace existing funds or resources. 5.
