RESOLUTION APPROVING THE SAN MATEO COUNTY
HAZARDOUS WASTE MANAGEMENT PLAN
RESOLVED by the CITY COUNCIL of the CITY OF
BURLINGAME that,
WHEREAS, in 1986, the State legislature enacted
AB 2948, known as the Tanner Bill, which establishes a
planning process for counties to prepare comprehensive
hazardous waste management plans; and
WHEREAS, in March 1987, the San Mateo County
Board of Supervisors authorized the preparation of a
Countywide Hazardous Waste Management Plan in accordance
with the Tanner legislation; and
WHEREAS, the draft San Mateo County Hazardous
Waste Management Plan was formulated in accordance with the
administrative guidelines issued by the State Department of
Health Services, and comprehensively: (1) analyzes the
hazardous waste stream within San Mateo County, (2)
determines the need for hazardous waste management
facilities within the County, (3) identifies areas in the
County suitable for siting hazardous waste facilities, (4)
evaluates the potential for waste reduction, (5) discusses
the opportunities to better manage hazardous waste
generated by small quantity generators, including
households, and (6) concludes with a set of policies
describing activities and programs required to implement
the goals of the plan; and
WHEREAS, on August 11, 1988, and October 27,
1988, the San Mateo County Hazardous Waste Management Plan
Advisory Committee approved the draft plan; and
WHEREAS, on November 22, 1988, the San Mateo
County Board of Supervisors authorized transmittal of the
draft plan to each city in the County for consideration,
and
WHEREAS, on March 22, 1989, the content of the
draft plan was presented to the Burlingame City Council;
and
WHEREAS, the Burlingame City Council was afforded
30 days to submit written comments on the content of the
draft plan; and
WHEREAS, on June 6, 1989, the San Mateo County
Board of Supervisors held a hearing to consider the written
comments received from the cities, and reauthorized the
draft plan, with revisions, for final consideration by each
city;
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the
City Council of the City of Burlingame approves the draft
San Mateo County Hazardous Waste Management Plan (as
authorized by the Board of Supervisors on June 6, 1989),
and thereby accepts the policies and implementation program
of the draft plan, including relevant siting and cost
implications.

was introduced at a regular meeting of the City Council
held on the 21st day of August , 1989 and
was adopted thereafter by the following vote:
