RESOLUTION APPROVING NEGATIVE DECLARATION
RESOLVED by the City Council of the City of Burlingame,
California that:
WHEREAS, a Negative Declaration has been proposed for
commercial recreation use at 1872 Rollins Road
, and
WHEREAS, it is the intention of this Council to approve
said Negative Declaration as set forth hereinafter;
NOW, THEREFORE, it is FOUND, ORDERED and DETERMINED that:
On the basis of the Initial Study and any comments received
by the City Council it is hereby found that there is no
substantial evidence that the project set forth above will have a
significant effect on the environment, and Negative Declaration
ND -423P is hereby approved.

3. PROJECT DESCRIPTION
Special,Permit and Parking variance for use of a 16,425 SF
warehouse office building for the operation of batting cages and
incidental retail sales of baseball items as well as providing
individual and group instruction in batting. This business would
have 7 batting cages and 3 soft toss cages. In addition there
would be a 788 SF retail area. An area for private instruction
will be provided as well as a display area for baseball
memorabilia. A snack bar as well as several skill -type games such
as "Pop -A -Shot" will also be available.
A parking variance is required for this use in order to provide
3 substandard parking spaces ( one tandem parking space, parking
space number 1 and two spaces with insufficient back-up area,
parking spaces 5 and 6). In addition there will be 6 compact
parking spaces where 3 are allowed by code (20% of the spaces
after the first 20). Twenty-three percent of the total parking on
the property will be compact. A total of 26 parking spaces are
required for this use and 26 parking spaces are available on the
property, although not all of this parking meets code standards.
The business will be open to the public Monday -Thursday from 10
AM to 10:30 PM and Friday, Saturday and Sunday from 10 AM to 11
PM. From 7 AM to 10 AM the batting cages will be available for
people to use on an appointment basis only. At most there would
be 3 employees on the premises. It is expected that weekdays
between 8 AM - 5 PM the business would generate up to 35
customers with about 50 customers using the facilities after 5
PM. On Saturdays and Sundays it is expected that up to 100
customers will use the facilities.

INITIAL STUDY:
The Initial Study determined that the project, as proposed, will not cause any of the
following effects:

1872 ROLLINS ROAD - PROPOSED USE OF SITE FOR BATTING CAGES
Proposal is for conversion of 11,760 SF of warehouse area and
4,472 SF of office area into batting cages. Seven batting cages
are proposed as well as 3 soft toss cages. There will be 788 SF
of retail area for the sale of baseball items and several skill -
type games will also be available. In addition, individual and
group classes will be offered in batting by professional baseball
players. The business would operate Monday - Thursday from 10 AM
to 10:30 PM and Friday, Saturday and Sunday from 10 AM to 11 PM.
The busiest time for this use would be weekdays after 5 PM and on
weekends. The area in general is developed with a variety of
warehouse, office and manufacturing uses.
It is not expected that this use will conflict with the other
established office and light industrial uses in the area, since
the peak hours of activity of this use will be after most of the
other uses in the area have closed. In addition, the proposed
batting cages will be inside the building and will not affect the
appearance of the building or significantly increase the noise
level in the area.
A survey of other batting cage businesses in the Bay Area
indicates that 2 parking spaces per cage is the standard for the
use and the retail and other areas of the business are calculated
as light industrial areas. It appears to be common for these
uses to include retail sale of baseball related items as well as
small snack bars, however the retail portion of the business is
incidental to the batting cage use and does not appear to affect
the parking demands of the use. This project is providing 26
parking spaces on-site where 26 parking spaces are required for
the use. Three of these parking spaces, however, are substandard
(1 parking space is in a tandem configuration and will be used by
the employees and 2 parking spaces do not provide code standard
back-up area and will involve vehicles using a portion of the
public right-of-way to back out of the parking space).
Since the peak periods of activity for this use will
be evenings and weekends when most of the other
warehouse/office/manufacturing uses will be closed, it is not
expected that any significant parking or traffic impacts will
result from this project. Based on a review of other similar
uses, it has been determined that 26 parking spaces would be
required for this use. Twenty -six parking spaces will be
provided on the property, although several of these parking
spaces are substandard. Based on the square footage of this
tenant space, a permitted warehouse/office use would require 27
parking spaces. Therefore, the proposed batting cage use with a
parking requirement of 26 spaces actually has a lesser parking
demand than certain permitted warehouse/office uses. Although at
certain peak periods of activity there may be a need to use some
street parking, it is not expected that the parking impacts of
this use will be any more substantial than those of certain
permitted warehouse/office uses.

There is the possibility of people getting hurt by misusing the
batting cage machines or there may be increased loittering in
the area by individuals after using the batting cages.
Therefore, there may be a need for increased emergency services
in the area. Since there are already two health club facilities
in the area which operate in the evenings and on weekends, the
existing emergency response services in the area should be
sufficient to handle the needs of this new business as well. In
addition, this business will be operated by professional baseball
players who will closely supervise the customers and attempt to
show them the correct way to hit and use the machines, which
should help reduce the number of potential accidents.
The City of Burlingame by Margaret Monroe on
March 17, 1989 completed a review of the
proposed project and determined that:
