COUNTY JUSTICE SYSTEM SUBVENTION PROGRAM
RESOLVED, by the City Council of the City of Burlingame,
that:
WHEREAS, proposed reductions in funding for the County
Justice System Subvention Program would significantly affect
critical justice programs in San Mateo County; and
WHEREAS, the County Justice System Subvention Program
supports youth service bureau programs that serve more than
2,000 young offenders and their families annually and prevent
more than 92 percent of the children they serve from commit-
ting more crimes; and
WHEREAS, youth service bureaus provide effective services
at an average cost of $183 per child as compared to the es-
timated cost of $19,300 for holding a young person in a deten-
tion camp and the $33,300 spent on average per child in
California Youth Authority facilities; and
WHEREAS, the County Justice System Subvention Program
supports Service League of San Mateo County's essential serv-
ices for persons about to be released from jail and their
families; and
WHEREAS, the County Justice System Subvention Program
provides funds for state mandated crisis, probation, and
prosecution programs and for criminal justice administration
and planning; and
WHEREAS, the County Justice System Subvention Program is
a key component of a working partnership of county, city, and
private agencies to keep San Mateo County residents out of
state institutions.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Burlingame of San Mateo County urges the Califor-
nia Legislature and Governor Deukmejian to include full fund-
ing for the County Justice System Subvention Program in the
fiscal 1989/1990 and future State budgets.
