MUNICIPAL STORM WATER NPDES PERMIT
RESOLUTION NO. 100-92
Whereas, The California Regional Water Quality Board (RWQCB), San
Francisco Bay Region, has required that a Part 1 NPDES Permit
Application for discharging municipal storm water be filed by
November 30, 1992, and
Whereas, The San Mateo County NPDES Technical Advisory Committee,
working under the direction of the San Mateo County City Managers
Association, is implementing the preparation of a NPDES permit
Application, consisting of the following:
* EPA Form 1/Filing Fee/Copies of this Resolution
* Preliminary Draft Storm Water Management Plan (Plan)
* Review of Funding Alternatives to Implement Plan, and
Whereas, Local government jurisdictions within San Mateo County have
advanced funding toward the cost of services provided by Woodward -
Clyde Consultants working with the San Mateo County NPDES Technical
Advisory Committee, and
Whereas, The State of California fiscal crisis which affected all
local jurisdictions influenced deferment of work necessary to
complete the NPDES Application delaying designation of a local
government authority to oversee the implementation of the NPDES
program, and
Whereas, Due to the delay, it is necessary that each participating
agency individually authorize submission of a municipal storm water
NPDES Application on their behalf, and
Whereas, In order to expedite the work and avoid substantial penal-
ties to municipalities for failing to submit the required Application
by the November 30th deadline, it is necessary to endorse the
preparation of the Application, and
Whereas, The work will be coordinated by the existing San Mateo
County NPDES Technical Advisory Committee under the direction of the
San Mateo County City Managers, and
Whereas, This authorization to proceed is an interim arrangement to
be followed by designation of a permanent local authority to oversee
the final preparation and submittal of a Plan due to the RWQCB prior
to June 30, 1993,
Now Therefore Be It Resolved That: The City Council of the City of
Burlingame does hereby authorize submission of a joint application
for a municipal storm water NPDES Permit, under the auspices of the
San Mateo County NPDES Technical Advisory Committee, and as directed
by the San Mateo County City Managers. For administrative purposes
only the chair of the San Mateo County NPDES Technical Advisory
Committee is authorized to sign the municipal storm water NPDES
Permit Application as described herein.

hereby certify that the foregoing Resolution was introduced at a
regular meeting of the City Council held on the 16th day of
NOVEMBER, 1992, and was adopted thereafter by the following vote:
