HomeMy WebLinkAboutReso - CC - 028-1991RESOLUTION NO. 28-91 DECLARATION OF AN INCREASED WATER EMERGENCY AND ESTABLISHING REVISED RULES AND REGULATIONS WHEREAS, the rain and snowfall is below normal for the fifth consecutive year in the areas supplying water to the San Francisco Water System; and WHEREAS, the San Francisco Public Utility Commission has declared an Extreme Water Shortage Emergency and has rationed water to the City of Burlingame which receives all of its water from the San Francisco system; and WHEREAS, the current Rules and Regulations are not sufficient to meet the increased rationing requirements of San Francisco. NOW, THEREFORE, be it resolved that the City Council hereby declares an Extreme Water shortage Emergency; and BE IT FURTHER RESOLVED THAT the revised water rationing plan described in Exhibit A is hereby adopted and becomes effective on March 5. 1991. Allocations. a. The following allocations of water shall apply during the water shortage emergency and reductions shall apply to similar calendar periods for 1987. Classification Single -Family Residential Multi -Family Residential Commercial, Industrial and Institutions Irrigation & Outside Usage 60 gallons per person per day with maximum of 300 gallons per day per residence. 37% reduction or a maximum of 150 gallons per day per unit; or 60 gallons per person per day whichever is less. 37% Reduction 90% Reduction b. Initial allocations for new accounts shall be established based on the number of occupants of residential units at 60 gallons per person per day and by considering similar uses and/or standard use figures for commercial and in- dustrial. C. A change in use shall be reason to adjust the existing allocation for the new use. d. Banking shall be limited. Those accounts with existing unused allocation (bank) shall retain the unused alloca- tion up to a maximum of 10,000 gallons as of May 31, 1991. After June 11 1991, banking shall be credited up to 3600 gallons for that bimonthly billing period. Rate Schedules shall be as follows: (a) Water Use in Excess of Allocation. 1) Excess water consumption is all billing units over allocation; 2) Charges for excess water use shall be two times the regular unit charge for each unit in excess of allocation up to 110% of allocation. The charge for excess water use shall be five times the regular unit charge for each unit over 110% of allocation up to 120% of allocation. The charge for excess water use shall be ten times the regular unit charge for each unit over 120% of allocation. 3) No excess use charge shall be applied to any customer using less than 2,000 gallons per month. (b) Flow -restricting Devices. The City Manager may, after one written warning, direct the installation of a flow -restricting device on the service line of any customer observed by City personnel to be violating any of the regulations and/or exceeding water allocations herein above set forth. Charges for installation and removal of flow -restricting devices are as follows: Meter Size Installation Cost Removal Cost 5/8" to 1" $ 50.00 $25.00 1-1/2" to 2" 100.00 50.00 3" and larger Actual Cost Actual Cost First installation to be a minimum of three days; second and last installation ten days minimum. Actual cost shall include all material, labor, equipment and overhead charges. (c) Discontinuance of Water Service. Continued water consumption in excess of the allocation may result in the discontinuance of water services by the Water Department. A charge of twenty-five dollars ($25.00) shall be paid prior to reactivating the service. 3. The following Regulations and Restrictions are adopted: (a) Broken or defective plumbing, sprinklers, watering or irrigation systems which permit the escape or leakage of water, shall be immediately repaired. (b) Irrigation of lawns, gardens, parks, median strips and landscaping of any type except playing (ball) fields, shall be reduced by 90% as compared to the same billing period of calendar year 1987. (c) No use of water shall be allowed which results in flooding or runoff in gutters, driveways or streets. (d) Potable water shall not be used for washing building structures or parts thereof or any similar purpose. (e) Restaurants shall serve water to customers only upon request. (f) No potable water shall be used to clean, fill or maintain levels in decorative fountains. (g) Sidewalks, walkways, driveways, patios, parking lots, tennis courts or other hard surfaced areas shall not be cleaned using water from hoses or by other use of water directly from faucets or other outlets. (h) Draining and filling of any existing or new swimming pools, spas, hot tubs with City supplied water shall be prohibited. Topping _off will be allowed to the extent that the designated allocation is not exceeded. (i) Service connections for new construction incorporating water -saving devices shall be granted as long as condi- tions of this resolution are met, provided no new landscaping shall be installed during the water shortage. Irrigation systems may be installed but not connected. (j) Use of potable water for consolidation of backfill, dust control or other nonessential construction purposes is prohibited. The use of groundwater and/or reclaimed water is permitted when approved by the Department of Health. (k) Water used for all cooling purposes and for commercial car washes must be recycled. (1) Verified water waste as determined by the Department will serve as prima facie evidence that the allocation assigned to the water account is excessive; therefore the allocation will be subject to review and possible reduction. (m) All hoses shall have a positive shut off valve. A hose shall not be`used for washing automobiles, motorcycles, RVs, trucks, transit vehicles, trailers, boats or other vehicles. (n) The irrigation of median strips in commercial property with potable water is prohibited. The use of groundwater and/or reclaimed water is permitted when approved by the Department of Public Health. (o) The use of potable water for street sweepers/washers is prohibited. (p) All commercial, industrial and institutional customers not meeting allocations, shall be required to install water saving devices as appropriate. 4. Exceptions. (a) When considering exceptions, the Director of Finance may use the Calendar Year 1986 if the water use records show the customer clearly conserved water in 1987 compared to 1986. (b) If a customer does not have a 1987 record, then the amount of allocation shall be established by considering similar uses and/or standard use figures, such as a standard number of gallons per person per day for residential. 5. Implementation. This plan shall become effective upon adoption by the City Council, except as specified below. (a) Allocations shall be effective on April 1, 1991. (b) Excess use charges shall be effective on bills beginning June 1, 1991. REK/mg (3/4/91)
