COLEMAN LITY ATTORNEY CITY OF BURLINGAME DOI PRIMROSE ROAD BURLINGAME, CAL1F.94010 I WN 1619MON RESOLUTION TO ESTABLISH A SAN MATEO COUNTY VEHICLE THEFT PROGRAM AS AUTHORIZED BY STATE LEGISLATURE (SENATE BILL 2139) RESOLVED by the CITY COUNCIL of the City of Burlingame, California, and this Council does hereby find, order and determine as follows: WHEREAS, vehicle theft is the most costly of all property crimes, impacting over four million Americans a year at a cost exceeding ten billion dollars; and WHEREAS, vehicle theft represents almost half (48 percent) of the dollar loss of all property crimes; and WHEREAS, San Mateo County vehicle thefts reach some 3,000 annually, at a cost of some twenty-one million dollars; and WHEREAS, the California State Legislature has passed into law Senate Bill 2139 (Vehicle Code Section 9250.14) authorizing a board of supervisors to impose a one dollar fee at the time of registration or renewal effective through January 1, 1996; and WHEREAS, these funds will be available to innovative vehicle theft programs which enhance the capability of local law enforcement to deter, investigate, and prosecute vehicle theft crimes; and WHEREAS, it is anticipated that six hundred fifty thousand dollars ($650,000) will be made available to San Mateo County annually with no fiscal impact on the existing County budget; and WHEREAS, the Burlingame city council finds, along with a majority of cities in San Mateo County, that the crime of vehicle theft should be curtailed in the interests of public safety on a regional basis. CALIF.94010 that a Vehicle Theft Program be established in San Mateo County pursuant to the provision of California Vehicle Code Section 9250.14, imposing a $1 vehicle registration fee; and IT IS HEREBY FURTHER RESOLVED that the City Council of the City of Burlingame approves the appointment of the San Mateo County Vehicle Theft Committee, comprised of the Sheriff, District Attorney, and three other members of the San Mateo County Police Chiefs Association, by the Board of Supervisors of the County of San Mateo for the purpose of finalizing plans for a vehicle theft curtailment program on a regional basis. NOW, THEREFORE, IT IS HEREBY CERTIFIED, that the City Council of the City of Burlingame endorses participation in the Vehicle Theft Program and the establishment of San Mateo County Vehicle Theft Committee by the County of San Mateo.
