HomeMy WebLinkAboutReso - CC - 094-1995CITY OF BURLINGAME RESOLUTION # 94-95 This resolution authorizes the City Manager to file an application to the Metropolitan Transportation Commission and the San Mateo County Congestion Management Agency for Federal funding for ISTEA/STP and ISTEA/TEA projects. The resolution commits the necessary local match for the project and also states the assurance of the City of Burlingame to complete the project. INTERCONNECT STATE $19,320 CITY $11.000 TOTAL $168,000 4TRAFFIC SIGNALS AND BUMPED : FED_ $1,417,000 $RipGE COMBINED STATE $203,700 CITY $150:300 TOTAL $1,771,000 Whereas, City of Burlingame has authority under California Government Code Sections 2350 and the following of the Streets and Highway Code for the exercise of certain powers to; and Whereas, the Intennodal Surface Transportation and Efficiency Act of 1991 (ISTEA) (Public Law 102-240, December 18, 1991) created Surface Transportation Program (23 U.S.C.s 133) and Whereas, the new Federal Reauthorization may continue the Surface Transportation Program; and Whereas, pursuant to the ISTEA, and the regulations promulgated thereunder, eligible project sponsors wishing to receive Surface Transportation Program grants for a project shall submit an application with the County Congestion Management Agency (C/CAG) and appropriate Metropolitan Transportation Planning Organization (MPO), for review and inclusion in the MPO's Transportation Improvement Program (TIP); and Whereas, the Metropolitan Transportation Commission is the MPO for the San Francisco Bay region; and Whereas, City of Burlingame is an eligible project sponsor for Surface Transportation Program funds; and Whereas, City of Burlingame wishes to submit a grant application to MTC for funds from the ISTEA/STP and ISTEA/TEA Programs in fiscal year 1997/98 for the above projects: Whereas, MTC requires, as part of the application, a resolution stating the following: The commitment of necessary local matching funds (at least 20% for bicycle and pedestrian projects, and at least 11.5 % for all other projects); and 2. That the sponsor understands that the ISTEA Program funding is fixed at the programmed amount, and therefore any cost increase cannot be expected to be funded with ISTEA Program funds; and 3. The assurance of the sponsor to complete the project as described in the application, and if approved, as programmed in MTC's TIP. Now, therefore, be it resolved, by the City Council of the City of Burlingame that the City Manager, is authorized to execute and file an application for funding under the ISTEA Program as indicated above; and Be it further resolved, that the City of Burlingame by adopting this resolution does hereby state that: 1. The City of Burlingame and the State of California will provide in local matching funds; and 2. The proposed projects will be built as described in this resolution and, if approved, as programmed in Metropolitan Transportation Commission (MTC) Transportation Improvement Program (TIP). Be it further resolved, that a copy of this resolution will be transmitted to the MTC and C/CAG in conjunction with the filing of the application; and Be it further resolved, the MTC and C/CAG is requested to support the application for the project described in the resolution and to program the project, if approved, in MTC's TIP.
