HomeMy WebLinkAboutReso - CC - 031-1994RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING THE NEGATIVE DECLARATION ON THE 1990-1995 HOUSING ELEMENT. WHEREAS, Code Section 15378 of the California Environmental Quality Act (CEQA) requires that there be environmental review of elements added to General Plans; WHEREAS, an initial study for the 1990-1995 Housing Element was prepared as required by Code Section 15070 of the California Environmental Quality Act which documents that there is no substantial evidence of significant environmental effects caused by the Housing Element; WHEREAS, there is no substantial written or oral evidence proposed or submitted at the public hearing on the 1990-1995 Housing Element to suggest that there would be significant environmental effects caused by the adoption of the Housing Element; WHEREAS, as noted in the text of the 1990-1995 Housing Element, the 1990-1995 Housing Element has been found to be consistent with the adopted policies, land use, and State mandated elements of the City's entire General Plan; and WHEREAS, Burlingame is a mature city with very little vacant, unimproved land left for residential development, the Housing element assures that sufficient, properly zoned land is available to meet the housing needs of all income levels by including a variety of actions and programs which encourage high density residential development on land already zoned for that purpose, encouraging mixed residential and commercial use within commercial areas, offering incentives to increase the affordability of units and legalizing existing non- conforming units, adding them to the legitimate housing stock as affordable units. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Burlingame hereby finds that based on the initial study and written and oral testimony received there is not substantial evidence that the 1990-1995 Housing Element will have a significant effect on the environment.
