On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this council, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and categorical exemption Section: 15302 - Replacement or Reconstruction Class 2(b), Replacement of a commercial facility with a new facility of substantially the same size, purpose and capacity is hereby approved. 2. Said amendment to conditions of a special permit is approved subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such amendment to conditions of Special Permit are as set forth in the minutes and recording of said meeting. 3. MALFATTI, City Clerk of the City of Burlingame, do hereby certify that the foregoing resolution was introduced at a regular meeting of the City Council held on the 17th day of July , 1995 , and adopted thereafter by the following vote: AYES: COUNCILMEMBERS: HARRISON, KNIGHT, O'MAHONY, PAGLIARO, SPINELLI NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE CITY CLERK CD 01 CD V .ts t4 .A C-0 EXHIBIT "A" Conditions of approval categorical exemption and an amendment to conditions of a special permit 615 AIRPORT BOULEVARD effective JULY 17, 1995 Conditions: that the long term airport parking lot shall be built as shown on the plans submitted to the Planning Department and date stamped May 11, 1995 Revised Parking Lot Layout Plan, March 26, 1993 Sheets A 1.0 Site Plan Landscaping (for landscaping only) and Sheet 2 Airport Parking Lot West end Site and Landscaping Plan (for landscaping only) with the northwest maintenance gate (and the curb cut restored) deleted from all plans and not included in the building permit, and Revised Lighting Plan, June 19, 1995 (for lighting only) except that two more light standards with sufficient luminaires to improve lighting to at least 0.20 foot candles shall be added within the areas marked by the following coordinates as shown r, the map: 0 to 235 between 50 and 100; and 850 to 1000 between 0 and 75; and these plans shall take precedence over all other plans for these sites; that the conditions of the City Engineers' October 14, 1992, April 5, 1993, May 3, 1993, memos with no special passenger pick up or drop off requirements,... and the Parks Directors' April 15, 1993 and October 20, 1992, memos shall be met, including that all the existing trees and shrubs shall be retained, as possible, to meet the new parking lot layout; that this use permit shall include only the parcels identified as Block 7, Lots 1-13 (APN 026- 344-909 to 100; and 026-363-300 to 390); and Block 5, Lots 8-12 (APN 026-344-040 to 080), and these lots shall be operated as a single facility with one entrance/exit at the designed airport parking gate identified as 615 Airport Boulevard, and one maintenance only gate; and that should the use of any of these lots be changed from long term airport parking the use permit shall become void and anew application for a use permit shall be required; 4. that the long term airport parking use shall be operated seven days a week, 24 hours a day with 1,236 total parking spaces (eight parking spaces reserved for employees, nine spaces reserved for bus shuttle vans), a maximum of eight employees, and no auto maintenance, auto repair, auto washing or enclosed van storage shall take place on site; 5. that all employee parking stalls shall be striped at 9' wide by 20' long; 6. that the property owners agree to assume all responsibility for flooding or storm drainage problems and to hold the City harmless from any claims arising from such problems; 7. that all construction work shall occur only between March and October, with areas subject to grading to be sprinkled continuously using reclaimed water and sprinkled in sufficient amounts to control dust during construction. Stockpiled debris, construction materials, soil and trucks hauling materials shall be covered. Trucks shall have their wheels washed before entering onto a public street and the driveway and the street shall be swept of debris at regular intervals as required by the City; 8. all grading, paving and other construction shall be done during the hours set by the Uniform Building Code as amended by the City of Burlingame; July 18, 1995 615 Airport Boulevard page -3- 9. that the property owner shall prepare a complete, to scale and dimensioned landscaping and irrigation plan for the entire site and have it approved by the City Parks Director no later than July 30, 1995, and shall install all landscaping and plant material at the west end by June 1996 and throughout the site by August 15, 1996 including all inspections required by the Building and Parks Departments; 10. that the landscaping and irrigation system shall be maintained by the property owner including but not limited to weed control, pedestrian and vehicular clearance along the sidewalks and bike path, and replacement of plant material as necessary to maintain a visual barrier and the approved landscape design; 11. that overflow parking of rent -a -car agency vehicles and storage of other vehicles is permitted providing on -street loading or unloading of such vehicles does not occur during peak 7:00 - 9:00 A.M. and 4:30 - 6:30 P.M. hours, and providing the area used has legal internal access within the parking lot area; 12. that the project shall meet all the requirements of the Uniform Building and Uniform Fire Codes as amended by the City of Burlingame; 13. that all improvements and construction required as conditions of this use permit shall be completed, including final inspection and completion of final punch list, no later than September 1, 1996 or the permit for this long term airport parking use at this location will be returned to the Planning Commission for a revocation hearing; and 14. That this use permit for land term airport parking with the conditions listed herein is a temporary use and shall expire on June 8, 1998.
