RESOLUTION NO. 64 -96
RESOLUTION OF INTENTION TO PARTICIPATE IN A
COUNTY WIDE A.L.S. (ADVANCED LIFE SUPPORT) SYSTEM
WHEREAS, the fire service has become a significant component in the delivery of
emergency medical services in San Mateo County, with 60 % to 70 % of any fire department's calls
being emergency medical calls; and
WHEREAS, the coordinated enhancement of San Mateo County fire agencies' capabilities
to include advanced life support services could result in improved public service to the local
community; and
WHEREAS, according to a study commissioned by a county wide EMS Task Force,
coordinated enhancement of fire service capability to include advanced life support services may be
accomplished at no additional charge to ambulance customers or additional ongoing cost to cities;
and
WHEREAS, the addition of fire department paramedics to the pre -hospital care system
should more adequately prepare peninsula communities to respond to emergencies during disaster
situations; and
WHEREAS, the fire agencies within San Mateo County seek to be included as a recognized
public-private partnership option in the county advanced life support system in the next request for
proposal process for advanced life support/ambulance service conducted by San Mateo County in
1997; and
WHEREAS, for the fire service to become a qualified, competitive ALS provider will require
both extraordinary advanced preparation by county fire agencies and ongoing cooperation by cities
and fire agencies, each city/fire service provider in San Mateo County is being asked to pass this
resolution of intention to determine whether or not an effort to develop county wide fire service ALS
capability should proceed.
NOW, THEREFORE, BE IT RESOLVED that the CITY COUNCIL of the CITY OF
BURLINGAME, CALIFORNIA, confirms its intention to participate in the development of fire

service/advanced life support capability; and
BE IT FURTHER RESOLVED, in making this commitment the council recognize that for
this capability to function effectively and competitively, cities and fire agencies will need to consider
the following:
Provide necessary training for fire personnel to develop adequate advanced life support skills
and abilities;
Agree to collectively provide paramedic services through ALS engine companies in a
seamless, county wide emergency response ALS system;
Agree to study consolidation of EMS dispatch functions into a single, county wide pre-
hospital emergency care system facility; and
Potential expansion of automatic aid agreements, boundary drops and equipment move -up
procedures for fire and ALS response within the county where mutually beneficial.
BE IT FURTHER RESOLVED, that the City Council of the City of Burlingame is willing
to proceed with the steps necessary to become a certified option for ALS provisions and, ultimately
proceed with the ability to participate in the county wide delivery of ALS service under the
conditions that there be:
1) no degradation of fire or EMS service to residents currently served by the city;
2) no additional cost to the users of advanced life support/ambulance services as a result of
the fire service providing Advanced Life Support; and

3) no additional ongoing costs required by the city to maintain this capability and level of
BE IT FURTHER RESOLVED, that in passing this resolution; it is understood several
subsequent actions will be required to fulfill this intention and, that this resolution is not binding for
final commitment.
