MEETING MINUTES
Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, February 20, 2014
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair
Lau at 7:04 pm at the Burlingame Recreation Center, 850 Burlingame Ave., Burlingame.
1. ROLL CALL
Commissioners Present: Lau, Eaton, Martin, Hesselgren, Baird, Colson
Commissioners Absent: Baum
Staff Present: Director Glomstad, Supervisors Barry and Acquisti and
Administrative Secretary Helley
Others Present: Angela Swartz, (Daily Journal), San Mateo; Jeff Londer,
Burlingame, Felicia Karbo, Burlingame; Carol Nowlin,
Burlingame, Richert, Burlingame Soccer Club; Nancy Dobson,
Burlingame; Lin Nay, Burlingame; Peggy McLaughlin,
Hillsborough; Richard Bortolin, Burlingame; Eric Nuss,
Burlingame; Kathy Kelloff, Burlingame; Julie Rankin,
Burlingame.
2. MINUTES
The Minutes of the January 16, 2014 regular meeting were approved.
3. PUBLIC COMMENTS
None
Chair Lau moved New Business Item 5.b. to the top of the agenda.
5. NEW BUSINESS
b. Community Center Master Plan — Dawn Merkes from Group 4 Architecture summarized
the needs assessment, site options, design concepts and conceptual options to date. The architect is
looking to get feedback on conceptual options to develop a recommendation.
4. OLD BUSINESS
a. Field Use Policy — Barry updated Commission on the changes to the Field Use Policy. The
changes are to the process of field allocations and to the field use guidelines. The change to process
would be consequent to groups receiving field allocations, the groups will reconvene and re -sort the
timeslots amongst the groups as a mutual discussion. The second change is to develop a Field Density
Matrix to control density and help maintenance of field conditions.
MOTION by Hesselgren (seconded by Martin): Commission approves the changes to the Field
Use Policy. MOTION PASSED 6-0.

5. NEW BUSINESS
a. Dog Off Leash Hours at Washington and Cuernavaca Parks — Supervisor Acquisti
reported on the process and findings of the Dog Off Lease Committee after several meetings. The staff
recommendation to Commission is to approve a pilot program for additional dog off -leash locations at
Washington Ball Park Outfield and Cuernavaca Ball Park Outfield for the following timeframe —
Monday through Friday Sam to 3pm from September to May.
MOTION by Baird (seconded by Hesselgren): Commission recommends the approval of the Dog
Off Leash Hours schedule at Washington and Cuernavaca fields for a one year trial by City
Council. MOTION PASSED 6-0.
6. REPORTS/HANDOUTS
a. Parks & Recreation Reports
1. Monthly Report — Glomstad reminded Commission of Arbor Day on March 7tn
She also reported on an Adopt a Tree program that will be started this year.
She reported the Spring Summer Recreation program guide is available and registration
will begin on March 19.
b. Correspondence — None
c. Commissioner Reports — None
7. ADJOURNMENT
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday,
March 20 at 7:00 p.m. at Burlingame Recreation Center.
There being no further business, the meeting adjourned at 9:07 pm.
