HomeMy WebLinkAboutReso - CC - 088-1999RESOLUTION NO. 88-1999 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME OPPOSING SB 402 THAT WOULD IMPOSE BINDING ARBITRATION ON THE CITY FOR POLICE AND FIRE LABOR MATTERS RESOLVED by the CITY COUNCIL of the CITY of BURLINGAME that: WHEREAS, the State Legislature is considering SB 402 that would impose binding arbitration on all local agencies in the State with regard to any non -disciplinary labor question involving police or fire personnel; and WHEREAS, there is no justification for this intrusion by the State Legislature into local government and budget priorities; and WHEREAS, this bill would give two arbitrators with no or minimal qualifications the power to dictate police and fire budgets for the City, without any voter or judicial oversight; and WHEREAS, the State Legislature is not proposing to reimburse local agencies for the immense costs this bill will impose; and WHEREAS, police and fire employees are highly paid and highly respected members of the City; and WHEREAS, this billwould erode the constructive working relationship that the City has built through positive collective bargaining over the past 20 years, NOW, THEREFORE, it is hereby resolved: 1. The State Legislature is urged to defeat SB 402 as an unwarranted, unfunded, and improper intrusion in local affairs. 2. Should the bill be passed by the Legislature, the Governor is urged to veto SB 402. Mayor I, JUDITH A.
