HomeMy WebLinkAboutReso - CC - 085-1999RESOLUTION 85_1999 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME EXPRESSING OPPOSITION TO CURRENT PROPOSALS TO EXTEND BAY AREA RAPID TRANSIT (BART) LINES FROM MILLBRAE TO MENLO PARK RESOLVED, by the City Council of the City of Burlingame: WHEREAS, there have been recent proposals to extend BART fines from Millbrae to Menlo Park; and WHEREAS, these proposals would diverttransit funding from SamTrans, Caltrain, and local street improvements and would require significant additional taxation in the County; and WHEREAS, neither the cities that would be affected by these proposals nor BART have been consulted; and WHEREAS, the proposed alignments of BART tracks to Menlo Park would severely affect residents and businesses in the City of Burlingame; and WHEREAS, other cities that might be affected have expressed opposition; and WHEREAS, the proposed alignments have not been studied, have not been subject to any public or environmental review, and have not received any fiscal analysis; and WHEREAS, important transit projects to improve Caltrain service, enhance SamTrans service, add auxiliary lanes to Highway 101, and continue improvements to the local streets and bikeways in the County are already seeking transit money; and WHEREAS, the coming BART extension to Millbrae is still under construction and untested for traffic and community impacts; and WHEREAS, other key transit improvements such as Highway 101 overpasses are not yet funded; and WHEREAS, this Council strongly supports the extension of Caltrain to Downtown San Francisco as expressed in Resolution No. 68-97; and WHEREAS, any BART extension into Burlingame must be placed underground pursuant to Resolution No. 83-96; and WHEREAS, the future oftransportation in the County must be addressed in a comprehensive manner with full consideration of the environmental and community effects of different combinations of effective public transit, NOW, THEREFORE, BE IT RESOLVED that: 1. The City Council of the City of Burlingame opposes extension of BART from Millbrae to Menlo Park as has been proposed during the past six months. 2. Any further consideration of such an extension must meet the following tests: a. Full consultation with the affected cities and the County of San Mateo and with the residents and businesses of those cities and the unincorporated areas affected. b. No diversion of transit or tax funds from the transit projects identified in the County's Measure A plans, the State Transportation Improvement Plans for the Peninsula, the Peninsula Corridor Joint Powers Board Rapid Rail Plan, and the Congestion Management Plan for the County, including the extension of Caltrain to Downtown San Francisco and improvement of Highway 101 through auxiliary lanes and Broadway overpass realignment. In addition, such a BART extension should not take priority over those projects with regard to Federal funding. c. A two-thirds vote of the voters of San Mateo County approving a specific extension plan and funding. d. Undergrounding of any extension within the City of Burlingame. e.
