HomeMy WebLinkAboutReso - CC - 007-1999RESOLUTION NO. 7-1999 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING AGREEMENT WITH THE CITY OF REDWOOD CITY FOR INFORMATION TECHNOLOGY SUPPORT RESOLVED, by the City Council of the City of Burlingame: WHEREAS, since 1988, the City of Redwood City has provided excellent computer and information technology support to the City of Burlingame to help maintain and improve the City's computer systems; and WHEREAS, the City needs additional support in enhancing the City's personal computer network, and the City of Redwood City is willing to provide that additional support, NOW, THEREFORE, IT IS RESOLVED AND ORDERED: 1. The City Manager is authorized and directed to execute the Agreement for Information Technology by and behalf of the City of Burlingame as contained in Exhibit A hereto. 2. The Clerk is directed to attest to the signature of the Manager. MAYOR I, JUDITH A. MALFATTI, City Clerk of the City of Burlingame, do hereby certify that the foregoing resolution was introduced at a regular meeting of the City Council held on the i s t day of FEBRUARY 1999, and was adopted thereafter by the following vote: AYES: COUNCHMEMBERS: GALLIGAN, JANNEY, KNIGHT, O'MAHONY, SPINELLI NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE --- 7 Z� CITY CLERK AGREEMENT FOR INFORMATION TECHNOLOGY SUPPORT Between the City of Redwood City and the City of Burlingame The AGREEMENT, entered into on the day of , 1999, by and between the cities of Redwood City ('Redwood City") and Burlingame ('Burlingame"). Recital Whereas Burlingame and Redwood City have some financial applications running on the Universe (or similar) database. Whereas Burlingame and Redwood City have Windows-based desktop computers and NT network servers. Whereas Burlingame desires to purchase Information Technology (IT) support from Redwood City. The parties agree as follows: 1) Burlingame will pay Redwood City the sum of twenty-three thousand, seventeen dollars and 50 cents ($23,017.50) for 341 hours of IT support provided prior to July 1, 1998. 2) Redwood City will provide services for applications and equipment as indicated on Exhibit "A" (attached hereto and incorporated by this reference) at a cost of $67.50 an hour to cover salary, benefits, and overhead costs of the IT analysts. This hourly rate will be reviewed annually and adjusted as necessary on July 15t of each year. Burlingame will pay for these services on a monthly basis. 3) Redwood City IT support hours will include, but not be limited to: a) Consulting support such as discussing available options, finding and recommending solutions, and working with outside vendors as needed. b) Providing hardware and software trouble -shooting for desktop computers, NT servers, HP Laserjet printers, network interface cards, hubs, and switches. c) Correcting network problems and communication problems between the host computer and desktop communication software. d) New and replacement hardware, components, and all software are paid for by Burlingame. Cabling for the network done by outside contractors is paid for by Burlingame. e) Desktop software support includes original installations, re -installations, software upgrades and configuration changes for the servers and desktop 01/21/99 Page 1 AGREEMENT FOR INFORMATION TECHNOLOGY SUPPORT Between the City of Redwood City and the City of Burlingame computers. The 1600 desktop hours annually will be delivered with an IT Analyst from Redwood City on site at Burlingame. f) Provide for programming enhancements to financial applications, debugging, trouble -shooting, and general support for their host computer. 4) Burlingame agrees that the financial software (the "Software") is for their sole use and will not convey said Software with or without modification to any third party, or cause any third party to use said Software, without prior written approval by Redwood City. Burlingame reserves the right to contract with a third party to modify existing software or develop additional software for use by Burlingame. 5) It is agreed that the Software licensed to Burlingame by Redwood City is separate and apart from this agreement and Burlingame may continue to use the Software in the event this agreement is terminated as hereinafter provided. 6) Burlingame will pay phone charges for Redwood City analysts to telecommute into the Burlingame host computer from either the Redwood City location or their home (in the immediate San Francisco Bay Area). 7) The term of this agreement will be from July 1, 1998 to June 30, 1999, and shall thereafter be renewable on a year-to-year basis for each fiscal year from July 15t through June 30th. Any party wishing to terminate this agreement shall give the other party at least 90 days written notice prior to the expiration of this agreement. 8) Both parties agree that in the event of a financial computer system failure in either city, the other city will make any excess computer capacity available to process the critical functions, such as payroll, for the city that has the failed system. 9) Notices under this agreement shall be sent to the following persons: a) City Manager, CITY OF BURLINGAME b) City Manager, CITY OF REDWOOD CITY In WITNESS WHEREOF, the parties have caused this agreement to be signed by their duly authorized officers, and attested by their respective City Clerks. 01/21/99 Page 2 AGREEMENT FOR INFORMATION TECHNOLOGY SUPPORT Between the City of Redwood City and the City of Burlingame EXHIBIT A Burlingame host financial applications supported by Redwood City staff: Accounts Payable Accounts Receivable Budget Business License Fixed Assets General Ledger Payroll Utility Billing Estimate 1998-99 fiscal year support hours: 923 @ $67.50/hour $62,302.50 Burlingame desktop equipment and applications supported by Redwood City staff: NT Servers Windows '95 & NT Workstation computers HP Laserjet printers Cisco Routers Adtrans TSU -120 units 3Com switches Estimate 1998-99 fiscal year support hours: @ $67.50/hour Total estimated 1998-99 support cost 01/21/99 i.We $108,000.00 $170,302.50 Page 3
