RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING PARKING FACILITY SPACE USE POLICY
RESOLVED, by the City Council of the City of Burlingame:
WHEREAS, the Director of Public Works has developed written guidelines for the use of
City parking facilities; and
WHEREAS, the proposed policy outlines the standards for usage and establishes fees to be
paid that are well below the actual costs of permit processing, inspection, maintenance, and repair of
the facilities; and
WHEREAS, the proposed policy is consistent with protection of the public's right to use the
facilities,
NOW, THEREFORE, IT IS RESOLVED AND ORDERED:
1. The Parking Facility Space Use Policy attached hereto as Exhibit A is approved.

PARKING SPACE USE POLICY

General Guidelines
•. The use of public parking lots, streets and parking facilities shall be regulated by a permit
and be limited to activities such as construction and special events. Construction worker
vehicle parking shall not be allowed in these areas. The use of public facilities shall be
considered only when on-site leased or unleased property is unavailable.
• Spaces for one debris box and one contractor vehicle for a construction site shall be allowed.
No additional spaces shall be allowed for material drop or equipment storage unless as
otherwise approved by the City Engineer. The length of a space shall not exceed 20 feet per
Municipal Code 13.32.170.
• City -provided parking signs shall be filled in with dates, address and relevant information
by City staff. Signs shall be placed and maintained by applicant and shall cost 50¢ each.
• The cost of a parking permit shall be $15 per each application in parking spaces with time
limits and $5 for renewals involving no changes to documents. Residential parking permits
in areas with no time limit shall be $5.
• Only one parking permit shall remain effective per site, except for specific special loading
and deliveries which will require an additional parking permit.
• A specific length of time of use shall be established based on a review of the applicant's
schedule.
• A permit form shall be as established by the City Engineer, and back-up documents shall be
retained by the City Engineer.
• A separate encroachment permit, including bonding and/or insurance, shall be required if the
activity under the parking permit could potentially cause damage to City infrastructure.
1.00 Parking Areas with Time Limits
All parking spaces used with time limits, whether controlled by signs, meters or fee boxes,
shall be charged $2 per day per space. If the parking is not clearly marked, a space with size
appropriate to the parking area shall be assumed.
1.01 Commercial Areas (such as Broadway and side streets with meters and Burlingame
Avenue Business District where commercial retail uses have high parking demand
and turnovers)
1.01.1 Construction Activities
Before any permit is issued, a valid construction permit shall be in
effect and the extent of construction activity, including plans, shall be
submitted to the City Engineer.
Parking use shall neither extend beyond the Building Permit
expiration date nor actual construction.
Any damage to public facilities shall be repaired by a separate
encroachment permit and the area cleaned to the satisfaction of the
City Engineer.
1.01.11 Where pedestrian protection per California Building Code or street
construction is not required:
• Spaces used shall be located in front of the property being
improved or in an adjacent public parking lot.
• The pedestrian way shall neither be blocked, nor placed in a
drainage flow area during expected wet periods.
• The debris box and vehicles shall be located clear of adjacent
parking spaces and travel lanes.
• The debris box shall not be placed adjacent to neighboring
driveways and shall normally be located in a parking space.
Use of remnant space of an adjacent parking space or at
corners is allowable if pedestrian sight distance is not
adversely affected.
Parking spaces shall be identified by sketch or address as
required by the City Engineer.
1.01.12 Where special pedestrian protection or street use is required by the
California Building Code:
An exact scale protection plan shall be submitted for approval
before permit issuance showing all pertinent features (meters,
parking spaces, driveway, proposed parking, trees, sign and
poles, etc.) The plan will determine the remaining available
street parking and may be used for a required separate
encroachment permit.
• Existing angle or perpendicular parking along the site
frontage may be converted to parallel parking with the
applicant allowed to use up to two spaces upon approval of
the City Engineer. If street width allows, existing parallel
parking may be relocated to accommodate pedestrian
protection with applicant allowed to use no more than two
spaces.
• If no parking is available in front of the construction site due
to protection (normally demolition, etc.), the City Engineer
may consider the use of up to two spaces on adjacent
properties upon receipt of written concerns from these
properties by applicant. The use ofthe spaces shall cease once
the construction site frontage becomes available.
1.01.2 Special Delivery or Oversized Loads (examples: delivery of
remodeling cabinets, commercial kitchens, equipment, moving
businesses in and out, initial opening cargo, etc.)
• The delivery time shall be prior to peak usage (typically 7:00
a.m. to 9:00 a.m; or weekends).
• The entire site frontage may be used and adjacent sites shall
be approved on a case by case basis by the City Engineer.
Simultaneous multiple truck unloading shall not be allowed
during peak usage.
• A separate encroachment permit, including insurance and
bonds for damage shall be required if there are loads which
may damage the street and sidewalks.
1.01.3 Special Events
• Requests for use of parking for mobile exhibits, etc., shall be
approved throughthe City Manager's office before submitting
a parking permit application.
1.01.4 Major Events, such as Weddings or Funerals
• Spaces shall be limited to site frontage and shall
accommodate limousines for the main party. Multiple
limousines shall require a special event permit through the
City Manager's office.
1.02 Manufacturing/Office Areas
1.02.1 Construction Activities
1.02.1.1 Where no special pedestrian protection plan is required by
California Building Code:
• The construction site shall first be used for equipment
parking.
• Public parking use is allowed on the frontage only if
not possible on site and under guidelines as stated in
all previous sections.
1.02.1.2 Where overhead or special pedestrian protection is required
by California Building Code:
• Public parking use may be granted if no other
alternative is reasonable and subject to guidelines as
stated in all previous sections.
1.02.2 Special Delivery or Oversized Loads, Special Events and Events such as
Weddings and Funerals
• All requirements in Sections 1.01.2, 1.01.3 and 1.01.4 shall apply.
1.03 Residential Areas
• All requirements stated in all previous sections shall apply, except at a
reduced permit fee in an area with no time limit parking:
