Adopt Ordinance to amend Chapters 11 .04 and 12. 12 for a Hearing/Action five year sunset clause obligating owners to maintain and repair sidewalks b. First public meeting on formation of Burlingame Avenue Hearing/Action Area Business Improvement District and proposed assessments for 2004/05 in the district and introduce Ordinance to form Burlingame Avenue Area Business Improvement District C. Hold public hearing on application for on-sale liquor Hearing/Action license at 261 California Drive d. Addendum to change City Ordinance 13.40.030 - time of Hearing/Action operation of parking meters e. Appeal of the Planning Commission denial of an Hearing/Action amendment to an approved design review application at 1428 Cabrillo Avenue, Zoned R- 1 7. PUBLIC COMMENTS - At this time, persons in the audience may speak on any item on the agenda or any other matter within the jurisdiction of the Council. The Ralph M. Brown Act (the State local agency open meeting law) prohibits council from acting on any matter which is not on the agenda. It is the �— policy of council to refer such matters to staff for investigation and/or action. Speakers are requested to fill out a "request to speak" card located on the table by the door and hand it to staff. The Mayor may limit speakers to three minutes each.
