CITY OF BURLINGAME PLANNING COMMISSION
OCTOBER 25, 1993
CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was
called to order by Chairman Deal on Monday, October 25, 1993 at 7:33
P.M.
ROLL CALL
Present: Commissioners Deal, Galligan, Graham, Mink
Absent: Commissioners Ellis, Jacobs, Kelly
Staff Present: Margaret Monroe, City Planner; Jerry Coleman, City
Attorney; Frank Erbacher, City Engineer; Bill Reilly,
Fire Marshal
MINUTES - The minutes of the October 12, 1993 meeting were
unanimously approved.
AGENDA - Item #4 (special permit - 850 Mitten Road) moved to
action; Item 110 (sign exception - 1070 Broadway) called
up by City Council for hearing 11/1/93.
The Chair explained there were only four Commissioners
present this evening and an affirmative action of the
Commission requires four votes. He asked if any of the
applicants wished to continue their item to the meeting
of November 8, 1993. The following requested a
continuance: Item #4, Special Permit, 850 Mitten Road
and Items 18 and #9, Negative Declaration/ condominium
Permit/Tentative Map, 808-820 E1 Camino Real.
Order of the agenda was then approved.

There were no public comments.
ITEMS FOR STUDY
1. HILLSIDE AREA CONSTRUCTION PERMIT FOR EXTENSION OF THE FAMILY ROOM
ON THE SINGLE FAMILY RESIDENCE AT 2716 MARTINEZ DRIVE. ZONED R-1
Requests: applicant install markers to illustrate height of the new
ridge; photographs from windows of the neighbor at 2720 Martinez Drive
who called this item up for review. Item set for public hearing
November 8, 1993.

of vehicles stored would be 10 on the outside and 10 on the inside
depending on size of the vehicles.
There were no audience comments and the public hearing was closed.
C. Galligan commented on his site inspection and found that although
this is a busy area the site appears to have adequate parking for the
uses, it is off the beaten track; he found this to be a reasonable use
with outside as well as inside storage, trees along the freeway block
the view of the storage area and provide a mitigation; the city
requires Tresser's Towing to have a storage area in Burlingame for the
towed vehicles.
C. Galligan moved for approval of the special permit for automobile
storage by resolution with the following conditions: (1) that
automobile storage occur only within those areas as noted on the plans
submitted to the Planning Department date stamped September 9, 1993 and
that no automobile dismantling occur at this site; (2) that the
conditions of the City Engineer's memo (9/30/93) be :met by applying for
a building permit within 30 days to pave the unpaved area used for
automobile storage and to install catch basins with petroleum absorbent
pillows to be maintained by the applicant; (3) that: the conditions of
the Building Official's memo (9/27/93) and Fire Marshal's memo
(9/20/93) shall be met, with ventilation and wall separation verified
to the Building Department within 30 days of the effective date of this
application; application for a building permit to correct ventilation,
if required, must also be within those 30 days; (4) that the project
shall meet all the requirements of the Uniform Building and Uniform
Fire Codes as amended by the City of Burlingame; and (5) that the
applicant shall contact the business license office: within 30 days to
update the business license to show both towing and storage are
components of this business.
Motion was seconded by C. Mink and approved unanimously (4-0) on voice
vote, Cers Ellis, Jacobs and Kelly absent. Appeal procedures were
advised.
6. SPECIAL PERMIT FOR A RADIO ANTENNA ON THE ROOF AT 1499 BAYSHORE
HIGHWAY, ZONED M-1
Reference staff report, 10/25/93, with attachments. CP Monroe reviewed
details of the request, required findings. Two conditions were
suggested for consideration at the public hearing. Commission inquired
about the height of the antenna. Staff advised all antennas in the C
and M zones are subject to a special permit.
Chm. Deal opened the public hearing. Dennis Partee, representing
Prestige Builders, applicant, was present. He advised the antenna is
36' from the roof of the building, it is a vertical antenna, not
horizontal and not as obtrusive, it has 15 guide lines, all secured to
2 x 6 joists, this is a standard antenna for the area. Responding to

and ( 3 ) that the project shall meet all requirements of the Uniform
Building and Unifoi-m Fire Codes as amended by the City of Burlingame.
Motion was seconded by C. Galligan and approved unanimously (4-0) on
voice vote, Cers Ellis, Jacobs and Kelly absent. Appeal procedures
were advised.
8. NEGATIVE DECLARATION AND CONDOMINIUM PERMIT FOR A 19 UNIT
RESIDENTIAL CONDOMINIUM AT 808-812-820 EL CAMINO REAL, ZONED R-3
9. TENTATIVE AND FINAL PARCEL MAP FOR LOT COMBINATION AND TENTATIVE
CONDOMINIUM MAP FOR 19 UNITS, RESUBDIVISION OF LOTS K, L, M AND N,
BLOCK 6. BURLINGAME TERRACE NO. 2 - 808-812-820 EL CAMINO REAL
Items continued to the meeting of November 8, 1993.
10. SIGN EXCEPTION - 1070 BROADWAY
Item called up by City Council for hearing November 1, 1993.
