ROLL CALL Present: Commissioners Deal, Ellis, Galligan, Graham, Jacobs, Kelly, Mink Absent: None Staff Present: Margaret Monroe, City Planner; Jerry Coleman, City Attorney MINUTES - The minutes of the February 11, 1991 meeting were unanimously approved. AGENDA - Order of the agenda approved. ITEM FOR STUDY 1. PARKING VARIANCE FOR WAREHOUSE TO OFFICE CONVERSION AT 1873- 1881 ROLLINS ROAD ZONED M-1 Requests: explanation of why applicants letter of 1/22/91 states they are three spaces short but staff review indicates a parking variance is required for two spaces; rneview figures for calculating parking requirements for the entire building and for this project, could the parking variance be treated as a minor modification; why was this variance request not brought up in August, 1990 at the time of the special permit application; discuss secured storage area in the original plans versus using this area as a common meeting place/lunchroom; applicant's letter talks about a main room in this structure which was to be used as a lunchroom, where is this space. Item set for public hearing March 11, 1991. ITEM FOR ACTION 2. SIGN EXCEPTION FOR THREE SIGNS WHERE THE CODE PERMITS TWO AT 1873-1881 ROLLINS ROAD, ZONED M-1 Reference staff report, 2/25/91, with attachments. CP Monroe reviewed details of the request, staff review, applicants letter, required findings. Three conditions were suggested for consideration at the public hearing. Burlingame Planning Commission Minutes Page 2 February 25, 1991 Responding to a question, CP advised The Magic Press is still located on this site, a sign permit was granted at the counter in November, 1990 for a multi -tenant double faced sign, all other signs would be removed; the Magic Press wall sign has not been removed; approval of the present request includes a condition that the Magic Press wall sign shall be removed within 10 days of the effective date of approval. Chm. Graham opened the public hearing. Gary Wolfe, AMS Relocation Inc., applicant, was present. He did not know if Magic Press was aware of the present application and that they would be required to remove their wall sign; Magic Press has a new sign on the property, their lease expired and has been extended for a year, he believes they intend to move; applicant did not want to add Bekins to the existing sign, they wanted a recognizable identification sign advertising their site. There were no audience comments and the public hearing was closed. Commissioners commented: the proposed sign is advertising, 4' is too high, there is nothing in the area with lettering that high except maybe facing the freeway, size of the plywood sign that is there now is more than adequate for that building; to whom is applicant advertising on Rollins Road, would prefer a smaller sign in keeping with other signage in the area; suggest deny without prejudice, when reapplication is made would like information from all tenants, not a piecemeal project, if this is a lease problem of the property owner he will have to deal with that. C. Jacobs moved to deny the sign exception without prejudice, seconded by C. Galligan. Comment on the motion: concerned about signage in this area, this request is substantially under what is permitted by code; if this site should have a lower amount of approved signage because that is consistent with the rest of the area, then the regulations of the code should be addressed separately; am not concerned about number of signs; basically this site needs a master signage program. CP discussed city policy regarding master signage programs. The Chair requested the property owner attend any future meeting addressing signage on this site. Motion to deny without prejudice come back with a master signage for the building was approved procedures were advised. FROM THE FLOOR with direction to the applicant to program which addresses all signage on a 7-0 roll call vote. Appeal There were no comments from the floor.
