CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame
was called to order by Chairman Graham on Monday, March 11, 1991 at
7:30 P.M.

The minutes of the February 25, 1991 meeting were
unanimously approved.
AGENDA - Order of the agenda approved.
ITEMS FOR STUDY
1. SPECIAL PERMIT AND HEIGHT VARIANCE - SATELLITE DISH ANTENNA -
3018 HILLSIDE DRIVE ZONED R-1
Requests: will property owners across the street located in the
county receive notice of the public hearing; will antenna be
visible from Arguello Drive; more information on site studies made
for location of the dish; install marker indicating location of the
antenna; is a variance based on Planning standards required,
explanation of Code Sec. 18.18.020, Permitted antennas. Item set
for public hearing March 25, 1991.
2. FENCE EXCEPTION - 950 NEWHALL AVENUE, ZONED R-1
Requests: does CE's reference to clearance from Newhall and Sanchez
refer to sight lines; how high will the planting be placed in front
of the fence. Item set for public hearing March 25, 1991.
3. SIGN EXCEPTION - HYATT REGENCY HOTEL - 1333 BAYSHORE HIGHWAY,
ZONED C-4
Requests: what has changed from the application for a Knuckles sign
made in January; will it be an entrance to a dedicated restaurant
area; is Knuckles owned by Hyatt or a franchise operation; would
like the same information on the two restaurants in the hotel; will
Hyatt request external signs for either or both of these

restaurants in the future. Item set for public hearing March 25,
1991.
4. SPECIAL PERMIT - UNIT #1, 1461 BAYSHORE HIGHWAY, ZONED M-1
Requests: how long was the retail sales portion of this business in
operation before it came to the city's attention; application
indicates no alterations to the property will be necessary but the
plans show a new one hour partition wall, please explain; if this
is a code enforcement item why does the packet contain a set of
plans, has the interior of the building been altered for the retail
use already, why is sheet for variance application in the packet;
if list of specialties was distributed to all homeowners in. the
city why are only 4 to 6 visitors/customers expected on the site;
explanation of why a parking variance is not required; what other
retail sales operations are located on Bayshore Highway. Item set
for public hearing March 25, 1991.
5. NEGATIVE DECLARATION FOR A CONDITIONAL USE PERMIT FOR A
PARKING LOT AND A LANDSCAPING VARIANCE FOR THE NEW PARKING LOT
AT 1742 ROLLINS ROAD AND AN AMENDMENT TO THE CONDITIONAL USE
PERMIT FOR ACCESS AT 1730 ROLLINS ROAD, ZONED M-1
Requests: is the headwall a part of Phase I; does applicant intend
to light the lot, what other security measures will be provided at
night; circulation within the new parking lot with existing power
lines; width of driveway, is it sufficient and safe; response from
applicant as to what the impact would be on his project if the city
were to prohibit parking in the fire lane along the side of his
building; discussion of required parking for this business. Item
set for public hearing March 25, 1991.
ITEM FOR ACTION
6. ONE SPACE PARKING VARIANCE FOR WAREHOUSE TO OFFICE CONVERSION
AT 1873-1881 ROLLINS ROAD, ZONED M-1
Reference staff report, 3/11/91, with attachments. CP Monroe
reviewed details of the request, staff review, applicant's letter,
study meeting questions, required findings. Four conditions were
suggested for consideration at the public hearing.
Discussion: some parking spaces in the front of the property have
been located over the property line, these have been there since
the building was constructed; handicap spaces must be shown on the
plans submitted for the building permit.
Chm. Graham opened the public hearing. Gary Wolfe, AMS Relocation
(Bekins), applicant, was present. His comments: the original
plans submitted in August for a permit for the trucking business
did not include a secured storage area or lunchroom because the

lease was not yet signed, once the permit was approved the lease
was finalized and then these areas were included in the lease
agreement; the secured storage area which was to be for business
record storage had phone jacks and electrical outlets to enable
users to review files there and make phone calls when necessary.
They lost the prospective tenant for the storage area but have
other customers who have the same needs for business storage, space
for this is presently provided in their existing lunchroom. They
would now like to convert the existing lunchroom to business
records storage purposes with a new area designed to be a lunchroom
(it will not be additional office space); this new area would be
unimproved, with no ceilings, cement floors, they would like to
include electrical outlets for vending machines as well as a pay
phone.
Applicant continued: the construction was red tagged, after
approval of the special permit building permits were taken out and
construction started, the walls are all open so work could be
inspected, they were not trying to hide anything or avoid permits,
improvements were being made by an outside contractor for the
property owner who must have been trying to get a jump ahead on the
work. Applicant concluded this request is a necessity for their
operation, it will solve their present problems, he did not know
what their recourse would be if not approved and reiterated the
area will not be additional offices, just a lunchroom for
employees.
Responding to Commission questions, Mr. Wolfe stated the existing
lunchroom will remain for customers and their records; retail sales
of packing materials does occur and is much less than 5% of their
gross business, it is more a service to customers and the public.
There were no audience comments and the public hearing was closed.
C. Jacobs stated she could not be too concerned about a parking
variance for one space particularly if the requested use is for
people already in the building, she found the use of the building
will not be extended, it will enable uses to be separated within
the area; it will not be a problem to the neighborhood since it is
a use for those now in the building. C. Jacobs moved for approval
of the parking variance with the following conditions: (1) that the
project shall be built as shown on the plans submitted to the
Planning Department and date stamped March 1, 1991 Sheet A-1 and
February 14, 1991 Sheet A-2; (2) that the conditions of the Chief
Building Inspector's January 30, 1991 memo (provide three handicap
parking spaces; the interior improvements were done without
permits; and exit vestibule must be of one hour corridor
construction) and the Fire Marshal's January 28, 1991 memo (no
storage will be allowed in the vestibule) shall be met; (3) that
this variance shall expire in six years (1997); and (4) that the
project shall meet all Uniform Building and Fire Code requirements

as amended by the City of Burlingame. Motion was seconded by C.
Kelly.
Comment on the motion: applaud applicant's efforts to make a
workable, comfortable storage area for business records;
application indicated use of 40 spaces maximum at one time,
proposal calls for 45, therefore with the variance they would still
have enough or 44 spaces; can support the motion particularly
because of the condition requiring removal of the walls in six
years.
Motion was approved on a 7-0 roll call vote. Appeal procedures
were advised.
