CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was
called to order by Vice Chairman Mink on Monday, August 26, 1991 at
7:33 P.M.

MINUTES - The minutes of the August 12, 1991 meeting were
unanimously approved with the following addition to the
motion for denial of Item 12, page 3, Variances - 1003
Chula Vista Avenue: "Application was denied on a 2-2
roll call vote, Cers Deal and Galligan dissenting . . . "

ITEMS FOR STUDY
1. HILLSIDE AREA CONSTRUCTION PERMIT AND CREEK ENCLOSURE PERMIT FOR
CONSTRUCTION OF A FIVE BEDROOM, TWO STORY SINGLE FAMILY RESIDENCE
AT 2652 SUMMIT DRIVE, ZONED R-1
Requests: poles indicating height of proposed structure; since the
house has been moved 14' to the northeast, how will it affect those
houses affected by the previous application; drawings showing a
comparison with the previous Ling application; indication on plans
where story poles are located using a numbering system; height of
proposed chimneys, indicate on plans where chimneys are in relation to
the ridge/story line. Item set for public hearing September 9, 1991.
2. SPECIAL PERMIT AMENDMENT FOR AN ACCESSORY STRUCTURE TO BE USED AS
A BATH HOUSE AT 2614 SUMMIT DRIVE, ZONED R-1
Requests: copy of settlement agreement between the two neighbors; copy
of original drawings (8-1/2" x 1111) of the permit granted in December,
1982. Item set for public hearing September 9, 1991.

3. SPECIAL PERMIT FOR AN ANTIQUE STORE IN THE ADELINE CENTER AT
1500-A ADELINE DRIVE, ZONED C-1
Requests: number of regular and handicap parking spaces in the existing
parking lot; how often are deliveries made, by what means and where;
have applicants asked for signage, are they aware there is a master
signage program for this site. Item set for public hearing September
9, 1991.
4. SPECIAL PERMIT FOR A FURNITURE, COLLECTIBLES AND ANTIQUE SHOP IN
THE ADELINE CENTER AT 1500 ADELINE DRIVE, ZONED C-1
Requests: number of regular and handicap parking spaces in the existing
parking lot; how often are deliveries made, by what means and where;
have applicants asked for signage, are they aware there is a master
signage program for this site. Item set for public hearing September
9, 1991.
5. SPECIAL PERMIT FOR A RETAIL DRY CLEANING PICK UP AND DROP OFF (NO
CLEANING ON SITE) SERVICE AT 1152 BURLINGAME AVENUE, ZONED C-1 SUB
AREA A
Requests: clarify maximum number of employees; are alterations a part
of this application; percentage of empty spaces in nearby public
parking lots. Item set for public hearing September 9, 1991.
6. FENCE EXCEPTION - 1710 GILBRETH ROAD, ZONED M-1
Requests: minutes of the August 25, 1986 Planning Commission approval
of a fence exception for this site. Item set for public hearing
September 9, 1991.
ITEMS FOR ACTION
7. PARKING VARIANCE FOR TWO COVERED SPACES FOR A SECOND STORY
ADDITION AT 1700 SHERMAN AVENUE, ZONED R-1
Reference staff report, 8/26/91, with attachments. ZT Saisi reviewed
details of the request, staff review, applicant's letter, required
findings. Two conditions were suggested for consideration at the
public hearing. CE confirmed the normal driveway width for a two car
garage is 161.
Chm. Mink opened the public hearing. Brian Woodell, applicant and
property owner, was present. His comments: they have resided here for
the past seven years, were raised in Burlingame and want to make their
home here, their growing family necessitates an addition to the house;
the smallest of the five bedrooms will be used as an office for his
wife's home occupation for which she has a home occupation permit; they
have a two car garage and sufficient driveway to park two more cars,
this has been adequate for the past seven years, even with added

storage on the back wall of the garage parking of two vehicles has
never been a problem; it is an aesthetically pleasing garage which
blends with the existing house and will blend with the proposed
addition, the garage enhances their home and the neighborhood, to add
1'-9" to the garage length would be extremely expensive and would hurt
its present curbside appeal, a total rebuild would be prohibitive
financially.
There were no audience comments and the public hearing was closed.
C. Deal stated he would abstain from discussion and the vote.
Commission/staff discussed how alternatives would or would not affect
parking regulations.
C. Graham found this proposal to be an attractive addition; it would
not be detrimental to the neighborhood; it is unusual because there is
a driveway area which goes across two different setbacks, the side
setback and rear setback; there is no way the garage can be lengthened
realistically. C. Graham moved for approval of the parking variance
with the following conditions: (1) that the project shall be built as
shown on the plans submitted to the Planning Department and date
stamped August 9, 1991, Sheets 1 through 3 and Sheet 6; and (2) that
the project shall meet all Uniform Building and Uniform Fire Code
requirements as amended by the City of Burlingame. Motion was seconded
by C. Galligan.
In comment on the motion C. Jacobs found the placement of the house is
an exceptional circumstance. Motion was approved on a 5-0-1 roll call
vote, C. Deal abstaining, C. Kelly absent. Appeal procedures were
advised.
8. REAR YARD AND SIDE YARD SETBACK VARIANCES FOR A SINGLE STORY
ADDITION Al 1105 HAMILTON LANE, ZONED R-1
Reference staff report, 8/26/91, with attachments. ZT Dreger reviewed
details of the request, staff review, applicant's letter, required
findings. Two conditions were suggested for consideration at the
public hearing. A Commissioner pointed out the rear setback is
actually 8.41, not 91, and requested the variance application be
changed to reflect this.
Chm. Mink opened the public hearing. Harvey Widlund, representing the
property owner, Chuck Strohmaier, was present. He stated they had
tried other ways to avoid the variance request but they didn't work;
because of the handicapped son the second bathroom will be for
handicapped; he had a petition in support signed by 20 neighbors
including the five adjacent neighbors. John Levi, 1116 Hamilton Lane,
spoke in support: he had seen the plans, the addition does not infringe
on any of the neighboring properties, he had no 'objection to the

project. There were no further audience comments and the public
hearing was closed.
C. Jacobs found this proposal would not be detrimental to the
neighborhood, there are exceptional circumstances in the unusual shape
of the lot. C. Jacobs moved for approval of the side and rear yard
setback variances with the following conditions: (1) that the project
shall be built as shown on the plans submitted to the Planning
Department and date stamped August 19, 1991, Sheet 1 and Sheet 2; and
(2) that the project shall meet all Uniform Building and Uniform Fire
Code requirements as amended by the City of Burlingame.
Motion was seconded by Cers Graham and Ellis and approved 6-0 on roll
call vote, C. Kelly absent. Appeal procedures were advised.
9. SPECIAL PERMITS FOR INDOOR AND OUTDOOR AUTO STORAGE AND VARIANCES
FOR PARKING AND SIDE SETBACKS FOR PARCEL APN 025-272-160 WITH A
TEMPORARY ADDRESS OF 970 DAVID ROAD, ZONED M-1 (CONTINUED FROM
8/12/91)
Reference staff report, 8/26/91, with attachments. ZT Saisi reviewed
details of the request, parcel map creating this long and narrow
parcel, staff review, applicant's letter, study meeting questions,
required findings. Seven conditions were suggested for consideration
at the public hearing. She advised a landscape variance was no longer
required. Responding to a question, staff advised a chain link fence
would be acceptable under Condition J3.
Chm. Mink opened the public hearing. Stephen Segale, applicant, was
present. He noted this is an unusual lot, long and narrow, he will
keep three to four cars there, not in and out every day, he just needs
the storage area; he is a carpenter working normal daytime hours; no
auto restoration work will be done on site. There were no audience
comments and the public hearing was closed.
C. Deal stated he would abstain from discussion and voting. Commission
discussion/comment: cannot vote for this project, applicant may use it
for storage now but in the future any use will need variances, it
doesn't have on-site parking, it is ridiculous to put 370 SF of
landscaping in the back of a building which has a roll -up door, this
proposal is not in the best interest of that area nor is a building on
this site. Agree with these comments; why two handicap restrooms if
there is no commercial activity proposed for the site; it is difficult
to believe applicant would not use this good storage facility for some
tinkering on his cars, cars always require something.
Further comment: agree with the previous comments but am compelled to
come to the opposite conclusion, who created this situation, the real
issue at this point is what are the options; the city permitted this
division and now there is a property owner who wants to develop his

site, this is as simple a project and about the only type of project
this property could support; if the city doesn't feel the property
should support any project then the city should step in, take it over
and relieve the property owner of the burden; if the city is not
prepared to do this it should look at the merits of the proposal, do
not think there is anything else that can be put on this property from
a commercial standpoint. Another comment: this -parcel was split off to
complement and add on to others, the other property owners do not want
this parcel at least at this time; if property owner and applicant want
to build on an M-1 lot of these dimensions they should meet code, an
architect can always find a way to do so.
C. Jacobs moved for denial of the special permits and variances for
this project with the statement this is not what the parcel was divided
for, Commission should look toward the future and think in terms of the
whole area. Motion was seconded by C. Graham who commented that
Commission has not heard from the property owner and what he has done
to attempt to lease this space. Comment on the motion: it is
unfortunate that this piece of property exists, the type of use
proposed is perhaps one of the few uses which could go in there; have
a problem with the design, it could be better and less objectionable,
there could be more landscaping in front; handicap restrooms are
probably a building code requirement; upholding the conditions
suggested by staff is going to be difficult.
Motion to deny was approved on a 4-1-1 roll call vote, C. Galligan
voting no, C. Deal abstaining, C. Kelly absent. Appeal procedures were
advised.
10. SPECIAL PERMIT AMENDMENT TO EXPAND REAL ESTATE OFFICES AT 400
PRIMROSE ROAD, ZONED C-1. SUB AREA B1
Item continued to the meeting of September 9, 1991.
FROM THE FLOOR
Marti Knight, 455 Chatham Road, referred to the vacant parcel at the
corner of Adeline Drive and E1 Camino Real and the parcel considered
this evening at 970 David Road (temporary address), inquiring about the
possibility of the city taking over privately owned property for
parking. The Chair advised her the official position of the city would
have to be requested from City Council.
