RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING AUTOMATIC AID FOR FIRE RESPONSES AGREEMENT WITH OTHER
CITIES IN THE COUNTY OF SAN MATEO AND AUTHORIZING THE CITY MANAGER
TO EXECUTE THE AGREEMENT
BY AND ON BEHALF OF THE CITY OF BURLINGAME
RESOLVED, by the City Council of the City of Burlingame:
WHEREAS, in 1997, the City entered into the Joint Powers Agreement for San Mateo Pre -
Hospital Emergency Services Providers Group (JPA) to provide prompt advanced life support to
citizens of San Mateo County; and
WHEREAS, this JPA requires fire departments and fire districts throughout the County to
provide backfill as units are dispatched to provide medical response; and
WHEREAS, it is necessary to provide a comprehensive automatic aid agreement that will
support this cooperation pursuant to the Operations Plan developed by the JPA; and
WHEREAS, the proposed automatic aid agreement is only acceptable with relationship to
the existing JPA, the existing Countywide ambulance provider, and the existing agreement between
the JPA and the provider,
NOW, THEREFORE, IT IS RESOLVED AND ORDERED:
1. The Automatic Aid for Fire Responses Agreement attached hereto as Exhibit A is
approved but only with the express understanding by the City of Burlingame that Paragraph 6 of that
Agreement means the current Pre -Hospital Emergency Services Agreement between the San Mateo
Pre -Hospital Emergency Services Providers Group and American Medical Response, the current
Countywide ambulance provider.
2. The City Manager is authorized and directed to execute the Automatic Aid for Fire
Responses Agreement on behalf of the City of Burlingame.
3. The Clerk is directed to attest to the signature of the Mayor.

AUTOMATIC AID FOR FIRE RESPONSES
This Agreement is entered into this day of , 1998,
by and between the parties signing below:
WHEREAS, the parties wish to establish an automatic aid system
throughout the County of San Mateo for Fire Department responses which
will send the closest fire units to incidents even though they might cross
jurisdictional boundaries; and
WHEREAS, there currently exists an automatic aid agreement and
deployment plan for paramedic responses in the County and the parties
wish to utilize that deployment agreement as the basis for this Agreement;
and
WHEREAS, an automatic aid agreement is in the best interests of the
citizens of the parties;
NOW, THEREFORE, IT IS AGREED as follows:
1. Automatic Aid. Each of the signatory parties to this. Agreement
shall provide automatic aid to each other for Fire Department incidents that
are dispatched by the San Mateo County Communications division. "Fire
Department incidents" include but shall not be limited to fires, hazardous
waste calls, and service requests but shall expressly exclude medical calls.
Automatic aid shall be provided in accordance with the
deployment plan known as the "Deployment Plan for San Mateo County as
adopted by the Fire Chiefs Association of San Mateo County", set forth as
Exhibit A, attached hereto and incorporated herein by reference and as said
deployment plan may hereafter be amended. .
2. Insurance and Liability. No debt, liability, or obligation of one
party shall be the debt, obligation, or liability of another party. Each party
shall provide, in its discretion, insurance for its personnel and entity. Each
party shall be responsible for its own acts and/or omissions.
3. Equipment and Resources. The equipment designated in the
adopted San Mateo County Resource Deployment Plan, Fire Net Operations
Manual, or other document adopted by the San Mateo County Fire Chiefs
Association shall be the equipment and resources that a party shall provide
to an automatic aid response. In the absence of designated equipment and
resources, each party shall provide, in its discretion, the equipment and
resources it deems appropriate in any automatic aid response.

4. Coordination At Incident. The command structure at an
automatic aid response shall be that structure adopted by the San Mateo
County Fire Chiefs' Association as set forth in that document entitled "Fire
Scope ICS".
5. Third Party Beneficiaries. Nothing set forth in this Agreement
shall create, nor is it intended to create, third party beneficiaries who may
rely upon a breach in the relationship(s) established in this Agreement to
assert a cause(s) of action in their behalf.
6. Withdrawal. Each party to this Agreement shall remain a party
to this Agreement for the entire term of the contract between the San Mateo
County Pre -Hospital Emergency Services Group and the countywide
ambulance provider. The requirement to maintain membership is essential
to the proper functioning of this Agreement. In the event any party fails to
maintain its status as a party and/or fails to provide the automatic aid
required, services may be provided by other parties to this Agreement as is
agreed. The defaulting party shall be responsible for the cost of the
defaulted service plus 15%.
7. Effective Date. This Agreement shall be effective on the first day
of the month after all parties approve the agreement. Notice shall be given
of the effective date by the Fire Chief of the City of San Mateo to the Fire .
Chiefs of all approving jurisdictions. No obligations under this Agreement
shall commence until written notice is given. In the event that not all of the
signatories approve this Agreement by March 1, 1999, the Agreement shall
become null and void.

FIRE APPARATUS DEPLOYMENT PLAN

Available status:
Apparatus will be considered available for a higher priority call when enroute to a lower
priority call.
Selection of cover in apparatus:
Station coverage will be satisfied by the closest appropriate apparatus regardless of the
station's priority status. Movement from a priority station into a non-priority station,
and/or from one zone into another zone may be the most appropriate assignment.
Deolovment of cover in apparatus:
The dispatcher will assign coverage within two minutes of the dispatch that caused the
cluster alarm. If the cluster cannot be satisfied within two (2) minutes the dispatcher will
document the reason for the delay in the unit history of the apparatus assigned to the
priority station for that cluster.
The assigned apparatus will be enroute to the move within ninety (90) seconds.
Apparatus assigned to cover in will respond directly to the assigned station code 2
unless otherwise specified.
If a unit is scheduled to go off duty at or near the time of the move, they will proceed to
their cover in assignment. Arrangements for replacement may be made by the on -duty
BC.
Return of units:
Every attempt will be made by the dispatcher to return apparatus to 1) their assigned
zone and 2) their assigned station upon release from station coverage and/or release
from their assigned incident.
Deviation:
Deviation from this plan can only be authorized by fire personnel holding the rank of
Battalion Chief (or equivalent) or higher and will be documented in an Unusual Incident
Report by the dispatcher. In the event a dispatcher is given conflicting instructions by
two or more Battalion Chiefs, the dispatcher will advise the involved chiefs who will
reach a consensus and advise the dispatcher of their decision.
Station Clusters:
When the indicated priority station is vacant no move -up needs to occur if the associated
cluster is filled. In some cases, it may be possible to meet the priority station requirement
for two priority stations by filling a single non-priority station.

Truck Coverage:
Trucks should be strategically placed throughout the County, and centralized within
zone, to provide balanced coverage. It is understood that any truck is available for
placement anywhere within the County. The following guidelines should be followed for
truck placement:

Notficiations:
Battalion chiefs will be notified when only priority stations are covered either Countywide
or in a specific zone. Notification will be made to all Battalion Chiefs in all zones when
this occurs.

Priority Station: A station that has been identified as key to meeting response time
criteria within a prescribed geographic area.
Each priority station may have an association with other stations that provide acceptable
coverage to meet response time criteria within a prescribed geographic area. (See
'bluster").
Cluster: One or more pre -determined non-priority station(s) that if covered, will satisfy
the coverage requirement for an associated priority station.
Non-priority station: A station that does not need to be covered at all times.
Companies housed at non-priority stations will not receive coverage except in
circumstances where covering a single non-priority station will satisfy the cluster
requirements and eliminate the need for multiple move -ups OR in rare circumstances.
Vacated: A priority station shall be considered vacated when the Unit that is assigned to
cover that station is dispatched to a priority call.
