JULY 13, 1987
CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was
called to order by Chairman Jacobs on Monday, July 13, 1987 at
7:34 P.M.
ROLL CALL
Present: Commissioners Ellis, Garcia, Jacobs, Leahy
Absent: Commissioners Giomi, H. Graham, S. Graham

MINUTES - The minutes of the June 22, 1987 meeting were unanimously
approved.
AGENDA - Order of the agenda approved. CP noted, according to the
rules of procedure of the Commission, a motion must receive
the vote of a majority (four) of the total Commissioners in
order to pass. applicants have the option to request a
continuance to the meeting of July 27, 1987 since only four
Commission members are present this evening.
CONSENT ITEM
A. MINOR MODIFICATION TO ALLOW A THREE BEDROOM/TWO BATH SECOND STORY
ADDITION WITHOUT PROVIDING A SECOND CODE STANDARD PARKING SPACE
ON SITE, PROPERTY AT 2213 DAVIS DRIVE, ZONED R-1
Reference public notice with attachments. Item was not called up for
public hearing by Commission. C. Leahy moved to send this minor
modification on to City Council for review. Second C. Garcia; approved
unanimously on voice vote, Cers Giomi, H.Graham, S.Graham absent.
ITEMS FOR ACTION
1. SIGN EXCEPTION TO ADD SIGNAGE TO THE BURLINGAME CHAMBER OF COMMERCE
OFFICES AT 290 CALIFORNIA DRIVE, ZONED UNCLASSIFIED
Reference staff report, 7/13/87, with attachments. PLR Garefalos
reviewed details of the request, staff review, Planning staff comment,
applicant's comments, sign code requirements for a sign exception.
Three conditions were suggested for consideration at the public
hearing.
Chm. Jacobs opened the public hearing. Karen Key, Executive Director,
Burlingame Chamber of Commerce, was present. There were no audience
comments and the public hearing was closed.

C. Leahy found there were special circumstances pertaining to this
property in that it is unclassified land; there are no other
unclassified properties in the area so this would not be a grant of
special privilege. He then moved for approval of the sign exception
with the following conditions: (1) that the signs shall be installed as
shown on the plans submitted with the application form date stamped
June 25, 1987; (2) that the applicant shall obtain a building permit
before erecting the signs; and (3) that the signs shall have white
lettering on a Rockwood Red background and be made of wood with no
plastic parts, in order to match the historical style and colors of the
building and to satisfy the State Architect's office.
Second C. Ellis; motion approved on a 4-0-3 roll call vote, Cers Giomi,
H.Graham, S.Graham absent. Appeal procedures were advised.
ITEMS FOR STUDY
5. SPECIAL PERMITS FOR A DETACHED GARAGE - 2316 EASTON DRIVE
Requests: side setback requirements; clarify applicant's statement that
the purpose of the dormer windows is to allow for added storage space;
are dormers being added to tie in architecturally with the house. Item
set for public hearing July 27, 1987.
6. SPECIAL PERMIT - RETRACTABLE ANTENNA SUPPORT TOWER FOR AMATEUR
RADIO STATION - 733 PLYMOUTH WAY
Requests: code requirements for this type of installation; picture of
tower and antenna after installation at another location; is lightning
protection required; does tower have red light on top; soils report,
will special foundation be required because of the soil; is it
electrically operated; diagram of antenna on top of the tower, diagram
showing placement of guy wires; how much of the time will tower be
raised to its ultimate height of 511. Item set for public hearing July
27, 1987.
7. SIGN EXCEPTION - 1288 BAYSHORE HIGHWAY
Requests: clarify construction of pole sign, does it touch the roof of
the building; where will wall sign on the ground be put; is readerboard
electric. Item set for public hearing July 27, 1987.
8. SPECIAL PERMIT AMENDMENT - SPORTS THERAPY CLINIC - 1545 BAYSHORE
HIGHWAY
Request: clarify requested hours of operation on weekdays. Item set
for public hearing July 27, 1987.

2. SPECIAL PERMIT TO ADD A GARAGE TO A WORKSHOP, TOTAL EXCEEDING
649 SF, AT 309 BAYSWATER AVENUE, ZONED R-1
At the request of the applicant this item was continued to the meeting
of July 27, 1987.
3. SPECIAL PERMIT TO ALLOW EXPANSION OF AN EXISTING STORAGE STRUCTURE
AT ST. PAUL'S EPISCOPAL CHURCH, 415 EL CAMINO REAL, ZONED R -1/R-3

reviewed details of the request, staff review, applicant's letter.
Two conditions were suggested for consideration at the public hearing.
Commission/staff discussed parcels included in this site and property
lines referred to by the CE and CBI.
Chm. Jacobs opened the public hearing. Henry Nourse, Chairman of the
Building Commission, St. Paul's Church, confirmed the site is all
church property except for one parcel which is residential. There were
no audience comments and the public hearing was closed.
Commission/applicant discussion: there is an existing 6'-7' sliding
door, new entrance will be between the storage building and the church;
will 2' be wide enough to get things into the storage area; applicant
stated they will put in a ramp, a lot of storage is brought in on
wheeled dollies from the parish hall, the walkway is about 4'-6' wide
and there is a 2' space in addition to that, the chain link fence will
be removed as a part of the project; drainage will go to the storm
sewer.
C. Leahy moved for approval of this special permit and for adoption of
Commission Resolution Approving Special Permits with the following
conditions: (1) that the conditions of the Chief Building Inspector's
June 29, 1987 memo and the City Engineer's June 22, 1987 memo shall be
met; and (2) that the structure be used for storage purposes only, and
no activities shall be held there. Second C. Ellis.
Comment on the motion: have no concern about this request since it is
on church property, not residential. Motion approved on a 4-0-3 roll
call vote, Cers Giomi, H.Graham, S.Graham absent. Appeal procedures
were advised.
4. SIGN EXCEPTION TO ALLOW A TEMPORARY SIGN ON THE SIDE OF THE
RESTAURANT BUILDING AT 60 VICTORIA STATION PLACE WHICH EXCEEDS
THE AMOUNT OF SIGNAGE ALLOWED AND WHICH DOES NOT FACE ON A LEGAL
FRONTAGE, PROPERTY ZONED C-4

requirements for granting a sign exception, study meeting questions.
CP noted Commission must first decide if the side of the structure
facing the lagoon and Airport Boulevard can be called a secondary
frontage; if this is determined in the affirmative, the secondary
frontage sign exception request should be considered with four
suggested conditions.
During discussion it was suggested Condition #3 be changed to a more
specific wording for "is developed", staff suggested "when the final
framing inspection is called for". Further discussion: definition of
parapet; 75 SF is allowed by code on the secondary frontage, applicant
is requesting 128 SF; this property is in a unique location, on the
lagoon and where the street deadends.
Chm. Jacobs opened the public hearing. Rod Gray, representing
Restaurants Unlimited, applicant, was present. There were no audience
comments and the public hearing was closed.
Commission discussion/comment: this is a unique property, primary
frontage faces the parking lot, by code this building doesn't have a
secondary frontage but by common sense every site has a secondary
frontage; it is difficult to define where there is secondary frontage,
the fact that applicant is willing to remove the sign in five years is
a good point; if designated secondary frontage this would be a
permanent designation; possibility of granting a sign exception without
designating secondary frontage; there is no way to determine what is
allowed under the sign code without designating frontage; it cannot be
called a temporary sign since the code limits temporary signs to 30
days; Commission could deny the request to designate secondary frontage
and take action on the sign exception as all on one frontage.
C. Garcia moved that Commission determine the side of the structure
facing the lagoon and Airport Boulevard is not a secondary frontage.
Second C. Leahy; motion approved unanimously on voice vote, Cers Giomi,
H.Graham, S.Graham absent.
With the finding that this particular property is isolated from any
street frontage, approval would not constitute a grant of special
privilege for this parcel, and the strict application of zoning
regulations would work hardship upon the property owner, C. Leahy moved
for approval of the sign exception with the following conditions: (1)
that the condition of the City Engineer's June 1, 1987 memo shall be
met; (2) that the sign shall be placed as shown on the plans submitted
to the Planning Department and date stamped May 19, 1987 and as
described in the sign permit application dated May 19, 1987; (3) that
the 128 SF parapet sign shall be removed when final framing inspection
is called for at the 620 Airport Boulevard site or in five years (July
1992) whichever is soonest; and (4) that any additional signage on this
lot or on easements extending this lot or attached to this lot shall be
subject to amendment of this sign exception or a new sign exception
whichever is appropriate at that time. Second C. Garcia; motion
approved on a 4-0-3 roll call vote, Cers Giomi, H.Graham, S.Graham
absent. Appeal procedures were advised.

Commission discussed implementation of this regulation and commented
anything which would help keep the downtown area from becoming more
impacted should be used.
C. Leahy moved that Commission recommend to City Council adoption of
Ordinance Requiring Use Permit for Real Estate, Financial and Credit
Businesses Within Portions of Sub Area B of the Burlingame Avenue
Commercial Area (Sub Area B-1). Second C. Garcia; motion approved
unanimously on voice vote, Cers Giomi, H.Graham, S.Graham absent.
- CP Monroe acknowledged a letter from Commissioner Leahy indicating
he will be retiring from the Commission (his last meeting will be
July 27, 1987).
- C. Leahy reviewed City Council actions at its July 6, 1987 regular
meeting.
