CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was
called to order by Chairman Giomi on Monday, September 14, 1987 at
7:30 P.M.

MINUTES - The minutes of the August 24, 1987 meeting were approved
with Commissioner Ellis abstaining.
AGENDA - Order of the agenda approved.
ACTION ITEM
1. VARIANCE FOR PARKING TO ADD TWO BEDROOMS TO THE SINGLE FAMILY
RESIDENTIAL STRUCTURE AT 609 BURLINGAME AVENUE, ZONED R-1
Reference staff report, 9/14/87, with attachments. CP Monroe reviewed
details of the request, staff review, Planning staff comment including
relocation of the laundry facilities, applicant's letters, code
requirements for variance approval. One condition was suggested for
consideration at the public hearing.
Chm. Giomi opened the public hearing. Sandi Nichols, applicant,
advised it was feasible to move the laundry facilities to the west side
at the front of the garage as requested by a Commissioner at the
previous meeting, this will provide adequate parking for two cars in
the garage. She presented a petition in support of the variance
request signed by nine near neighbors. Speaking in favor of the
application, Kenneth Mau, 621 Burlingame Avenue: he stated most
residents of the area have tandem garages and use the garage for one
car, parking another in the driveway, this does not create an eyesore
in the neighborhood; applicants have been good neighbors. There were
no further audience comments and the public hearing was closed. During
discussion CP explained the location of pipes in the garage.
With the comment she was pleased the washer and dryer had been moved,
C. Jacobs found there were exceptional circumstances in the placement
of this house on the lot so that widening of the garage would encroach
into the required side yard, the revised plan provides close to a two
car garage with tandem parking, it would not be detrimental to the
neighbors and would not adversely affect the zoning plan of the city.

C. Jacobs moved for approval of the variance application with the
following condition: (1) that the project as built shall be consistent
with the plans submitted to the Planning Department and date stamped
July 30, 1987 as amended by the plan revision submitted and date
stamped August 31, 1987 showing the relocation of the laundry
facilities to the front portion of the garage. Motion was seconded by
C. Harrison who incorporated by reference the City Planner's findings
in the minor modification. Motion approved 7-0 on roll call vote.
Appeal procedures were advised.
ITEMS FOR STUDY
2. FENCE EXCEPTION AND VARIANCE - 1301 SANCHEZ AVENUE
Request: clarify side setback for the fence, will applicant meet the 3'
requirement of the CBI. Item set for hearing September 28, 1987.
3. CONDOMINIUM PERMIT FOR A 14 UNIT WAREHOUSE/OFFICE BUILDING
CURRENTLY UNDER CONSTRUCTION - 1731 ADRIAN ROAD
In discussing the application CP advised each unit in the condominium
would be required to meet the 20% office regulation in the M-1 zone.
Requests: are there any similar projects in the city; how is the 20%
office regulation policed; building code requirements for handicap
spaces, is walkway separating the two handicap spaces shown on the
plans level or a ramp up to the curb, will this meet handicap
requirements; will master signage program be required. Item set for
public hearing September 28, 1987 if CC&R's are received for City
Attorney's review for the packet.
PLANNER REPORTS
- Auto Row Signage
CP reviewed her staff report and noted significant changes in the
regulations covered by staff's draft ordinance. She requested
Commission discussion on specific wording and requirements of the draft
revision.
Discussion included: courtesy hearing on the proposed changes prior to
recommendation to City Council and who should be noticed of this
hearing; a few parcels not included on the auto row maps and
advisability of adding or deleting some lots.
C. Ellis moved to accept the auto row maps as presented by staff
deleting the Union gas station site on Cadillac Way and Rollins Road.
Second C. S.Graham; motion failed on a 3-4 roll call vote, Cers Garcia,
H.Graham, Jacobs and Giomi voting no. C. H.Graham moved to accept the
auto row maps as presented by staff excluding the gas station at
Cadillac Way and Rollins Road and including one additional lot on the
corner of Highland and Howard (now a used car lot). Second C.
Harrison; motion failed on a 3-4 roll call vote, Cers Ellis, Garcia,
Jacobs and Giomi dissenting.

C. Jacobs moved to accept the auto row maps as presented by staff
excluding two gas stations, one on Cadillac and Rollins Road and the
other on the corner of Rollins Road and Broadway. Second C. Garcia;
motion approved on a 4-3 roll call vote, Cers H.Graham, S.Graham and
Harrison voting no.
The following clarifications to the draft ordinance text were
suggested: on page 4 under Height, it might help to refer back to the
maps and identify them as Areas A, B and C; clarify Sec. 22.23.080 so
that it reads "each additional franchise" be allowed 100 additional SF
of signage. There was discussion regarding Sec. 22.23.060 Lighting and
concern that lighting prohibited elsewhere in the code might be easily
overlooked; following some comment no changes were made to this
section. CP will set this item for courtesy hearing on the first
available agenda following prior notice in a newspaper of general
circulation; staff will also notice auto dealers in the city.
C. Jacobs reviewed City Council actions at its September 8, 1987
regular meeting.
CP noted the September 23, 1987 Council study meeting has been
cancelled.
