CITY OF BURLINGAME PLANNING COMMISSION
OCTOBER 14, 1986
CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was
called to order by Chairman Giomi on Tuesday, October 14, 1986 at
7:32 P.M.
Present: Commissioners Garcia, Giomi, H. Graham, S. Graham,
Jacobs, Leahy, Schwalm
Absent: None
Staff Present: City Planner Margaret Monroe; City Attorney Jerome
Coleman; City Engineer Frank Erbacher
Chairman Giomi welcomed new Planning Commissioner Shelley Graham and
presented her with a Planning Commissioner's badge.
MINUTES - The minutes of the September 22, 1986 meeting were
unanimously approved.
AGENDA - Order of the agenda approved; item #3 has been continued.
ITEMS FOR ACTION
1. SIGN EXCEPTION TO .ALLOW MORE SIGNAGE THAN IS PERMITTED BY CODE AT
3 CALIFORNIA DRIVE, ZONED C-2
Reference staff report, 10/14/86, with attachments. CP Monroe reviewed
this exception request for number and amount of signage on the primary
frontage and amount of signage on the secondary frontage, property
located on Auto Row. She discussed details of the request, code
requirements, staff review, Planning staff comment, applicant's letter,
study meeting questions. Three conditions were suggested for
consideration at the public hearing.
Chm. Giomi opened the public hearing. Joe Putnam, applicant, discussed
his need for the additional signage in order to be competitive with his
new Mazda dealership, the directional sign on Peninsula is necessary to
indicate the availability of service and the service entrance, the sign
on the corner is necessary for identification since the only other sign
at the intersection is placed on the building too high to be easily
seen. He stated he had no problem with the conditions of approval
proposed by staff. The Mazda logo was noted, a small white square;
applicant advised this is a required part of the sign design, sign is
flat, letters do not protrude and it is interiorly lit. There were no
audience comments and the public hearing was closed.
C. Schwalm found this exception would not be a grant of special
privilege, this site has one of the lowest ratios of square footage

'of signage to street frontage when compared with signage granted to
others in the area; he felt the request met all the requirements for an
exception. C. Schwalm moved for approval of the sign exception with
the following conditions: (1) that the signs as installed shall be
consistent with the plans (dated September 9, 1986) and sign permit
description (date stamped August 191 1986) submitted to the Planning
Department; (2) that the 20' high, 97•SF per face, double faced pole
sign proposed for the corner of California and Peninsula shall not
overhang property line more than 4' nor shall it be closer than 8' from
the top of sidewalk; and (3) that a change of copy or any addition of
signs to this site would require amendment to this sign exception.
Second C. H.Graham; motion approved unanimously on roll call vote.
Appeal procedures were advised.
2. TENTATIVE AND FINAL MAP TO COMBINE LOTS, RESUBDIVISION OF BLOCK 15,
LYON AND HOAG SUBDIVISION OF THE TOWN OF BURLINGA.ME (100 CALIFORNIA
DRIVE)
CE Erbacher reviewed the item. To expedite processing because
construction is under way, the map should be considered as both a
tentative and final map; it will combine all parcels in Block 15; since
it is a lot combination map, no discretionary conditions may be placed.
C. Garcia moved to recommend this tentative and final, map to City
Council for approval; second C. H.Graham. Motion approved.unanimously
on roll call vote.
3. FINAL CONDOMINIUM MAP/CERTIFICATE OF COMPLIANCE FOR THE
RESUBDIVISION OF LOT 1, BLOCK 11, MILLS GARDEN COURT NO. 2
AT 1821 OGDEN DRIVE, ZONED R-3
Application continued.
4. REQUEST FOR EXTENSION OF THREE SPECIAL PERMITS AND THREE VARIANCES
TO ALLOW CONVERSION OF AN EXISTING WAREHOUSE TO AN OFFICE -AUTO
RETAIL CENTER, 1070 BROADWAY, ZONED M-1
Reference staff report, 10/14/86, with attachments. CP Monroe reviewed
her staff memo, noting the applicant and property owner is requesting
an extension to October 7, 1987, he is uncertain at this time about the
future of the project. Responding to Commissioner question, CP
commented on the city's plans for intersection studies.
Chm. Giomi opened the public hearing. Applicant was not present.
There were no audience comments and the public hearing was closed.
C. H.Graham moved to grant the requested extension to October 7, 1987.
Second C. S.Graham; motion approved on a 7-0 roll call vote. Appeal
procedures were advised.

ITEMS FOR STUDY
5. SPECIAL PERMIT - PENINSULA PARENT, INC. - 1151 VANCOUVER AVENUE
Requests: report on other uses at the school, number of people using
parking now and parking available in the neighborhood; number of
children presently on the site; is there a white loading zone; compare
parking impact of this use with the previous use in this building; is
this a non-profit organization. Item set for public hearing October
27, 1986.
6. SPECIAL PERMIT TO CONDUCT MUSIC CLASSES - 1430 PALM AVENUE
Staff will inquire whether recitals are planned with a large number of
people coming to the site at one time. Commission requests: 'is the
nursery school still in operation; what other church activities occur
on the premises during music class times. Item set for public hearing
October 27, 1986.
7. SPECIAL PERMIT - FLOWER SALES - 290 CALIFORNIA DRIVE
Requests: drainage control; limitations on signage; will applicant
require some type of lean-to during inclement weather; clarify length
of the stand; research nature of complaints raised about a flower stand
in front of Levy Bros. in the past; is there any correlation between
this application and a temporary, movable use such as a hot dog wagon;
disposal of garbage during the day and at the end of the day; will
applicant be renting space from the Department of Transportation;
number of employees and hours they will work; will stand have no cover,
and perhaps be placed under the portico of the station during wet
weather; will stand be removed every evening. Item set for public
hearing October 27, 1986.
8. SIGN EXCEPTION - SECONDARY FRONTAGE - TENANTS AT 1426 TO 1462
BURLINGAME AVENUE - BY THE CHAPIN COMMITTEE
Staff has asked applicant to provide a copy of the portion of the lease
agreement addressing joint lease for the lot now used for access and
parking. Commission requests: determination by CE regarding
ingress/egress visibility; distance between sign and curb cuts; are
there other alternatives; how does one get to the business after
driving in and parking; who owns the property they will park on; does
current sign have lighting, will the new sign be lit; is there signage
on the individual stores facing Chapin Avenue now; does present sign
illumination run from dusk to dawn, is it visible to residential uses
across the street; will parking in the lot be designated; who will
maintain the sign. Item set for public hearing October 27, 1986
pending receipt of lease agreement information requested by staff.
9. SPECIAL PERMIT - DISH ANTENNA - 150 ANZA BOULEVARD
Staff will attempt to determine details of the structure surrounding
the base of the antenna and how much it will cover of what is visible

from the street. Commission requests: is there a garage under the site
of the antenna installation; location of the antenna, location of the
restaurant and entrance to the restaurant; sketch indicating extent of
exposure of the antenna; landscaping plan, including landscaping on all
visible sides of the antenna; are there alternative sites for this
installati.on. Item set for public hearing October 27, 1986.
10. SPECIAL PERMIT - CAR RENTAL AGENCY - 1177 AIRPORT' BOULEVARD
Requests: status of underground parking garage; who uses the Sheraton
parking lot; number of parking spaces approved when the hotel was
approved; number of spaces used on a typical day; available parking at
the Sheraton at various times during the week.' Item set for public
hearing October 27, 1986.
PLANNER REPORTS
CP Monroe reviewed Council actions at its October 6, 1986 regular
meeting.
