Graham, Jacobs, Leahy, Schwalm Absent: None Staff Present: City Planner Margaret Monroe; City Attorney Jerome Coleman MINUTES - The minutes of the November 24, 1986 meeting were unanimously approved. AGENDA - Order of the agenda approved. ITEMS FOR ACTION 1. SPECIAL PERMIT TO ALLOW AN INSURANCE OFFICE AT THE ADELINE MARKET COMPLEX, 1502 ADELINE DRIVE, ZONED C-1 Reference staff report, 12/8/86, with attachments. CP Monroe reviewed details of the request, staff review, Planning staff comment, applicant's letter. Three conditions were suggested for consideration at the public hearing. Commission determinations: if permit is granted this area in the complex could always be used as an insurance office .if the approved conditions were met; amendment of the permit would not be required should number of employees decrease. Chm. Giomi opened the public hearing. Edward Spencer, applicant, clarified number of customers and employees, two walk-in customers per day is an optimistic figure; 95% of their activity is done by phone, very often agents leave the office for home appointments; the business will open with three agents and one part time employee; "conference" table shown on the site drawing will not be used for meetings, they do not hold formal conferences in the office, the word "'conference" is merely a descriptive term for the table itself, it might be used to display literature or as waiting space; this is not a regional office for the insurance company, it is an agents' office; one of the agents lives five blocks away and will sometimes walk to work, the others could park on the street if necessary. There were no audience comments and the public hearing was closed. Page 2 Burlingame Planning Commission Minutes December 8, 1986 Commission discussion/comment: live a block from the site and have never seen the parking lot completely full, don't believe parking will be a problem; most people do business with their insurance agents over the telephone, it would seem applicant is correct there would be very few customer visits; approving this office use could set a precedent, the center has always been mainly retail and the neighborhood was supportive because of this, am concerned that the center could develop into a complex for real estate or insurance offices; share this concern, believe when City Council passed rezoning of the Adeline Market complex it was determined the property owners and Council wished to keep the complex retail (applicants were unable to be present this evening to confirm this), have a concern it will become entirely office in the future. Staff advised all property owners within 300 feet of the site had been noticed of the hearing for an insurance office; no comments from neighbors were received by Planning staff. With the statement there is a safeguard on this property since all uses require a special permit, Commission therefore will :not be setting a precedent by allowing an office, any real estate office would have to apply for a permit; this is a low key operation and .probably would generate less traffic than most retail stores, C. Leahy moved for approval of the special permit and for adoption of Commission Resolution Approving Special Permits with the following conditions: (1) that the office use of 828 SF at 1502 Adeline Drive shall not be expanded beyond the approved square footage, shall not house more than three full time employees and two part time employees and shall not be open before 8:00 A.M. or later than 5:00 P.M., Monday through Saturday; (2) that any changes to the hours of operation, number of employees or any other aspects of the operation at this location shall require amendment to this use permit; and (3) that this special use permit shall be reviewed for compliance with the permit's conditions in one year (November, 1987). Second C. Garcia. Comment on the motion: share the concerns of Commissioners but this is a low key operation and it will be reviewed in one year. Motion approved on a 5-2 roll call vote, Cers H.Graham and Jacobs dissenting. Appeal procedures were advised. 2. SIGN EXCEPTION FOR SIZE, AMOUNT, NUMBER AND HEIGHT OF SIGNAGE FOR MIKE HARVEY TOYOTA AT 1007 ROLLINS ROAD/1008 CAROLAN AVENUE, ZONED M-1 Reference staff report, 12/8/86, with attachments. CP Monroe reviewed details of the application, comparison of this request with M-1 district requirements and Auto Row requirements, staff review, Planning staff comment, comparison table of existing signage approved and applicant's current Toyota request, applicant's letters and justification for the sign exception. Two conditions were suggested for consideration at the public hearing. Discussion: staff first became aware of the 45' high pole sign which had been approved at 35' in 1980 when the applicant brought in this Burlingame Planning Commission Minutes Page 3 December 8, 1986 Toyota signage request; readerboard sign was not included in the signage square footage. Chm. Giomi opened the public hearing. Mike Harvey, applicant distributed a sheet which he said indicated approved signage at 1007 Rollins/1008 Carolan on October 25, 1982 (866 SF). He discussed acquiring the Toyota dealership in January, 1986 and his problems with relocating the various dealerships. 'He stated his request is actually less than the existing signage; sign #5 of the 1982 ,approval (wall sign) was never installed. He than commented on staff's summary table of his present request, indicating some changes he felt should be made; noted this is a deep lot with narrow frontage which is penalized by the sign code and the net effect of this sign request is to reduce the overall signage. Applicant commented further on the diversity of his business on this site, the need to inform customers, the need to be seen from Bayshore Highway, potential increase in sales tax to the city by relocating the Toyota dealership and comparison with other auto dealers' signage. Responding to Commissioner question, he did not know how the pole sign approved at 35' became 451. Commission requested clarification of the readerboard sign and if it were currently legal, inquired about legality of painted window signs and expressed a desire for a revised summary of this request. C.S.Graham moved to continue this item and the public hearing to the meeting of January 12, 1987, seconded by C. Garcia; motion approved unanimously on voice vote. 3. REQUEST FOR ONE YEAR EXTENSION OF THE JANUARY 21, 1986 CONDOMINIUM PERMIT FOR SIX UNITS AT 113 ANITA ROAD Reference staff report, 12/8/86, with attachment. CP Monroe discussed this request for extension and conditions of approval for the six unit condominium. There has been no change to the property since the condominium permit was approved. C. Jacobs moved to grant a one year extension of the condominium permit to January 21, 1988. Second C. Schwalm; motion approved on a 6-0-1 roll call vote, C.S.Graham abstaining. ITEMS FOR STUDY 4. SPECIAL PERMIT - VOCATIONAL TRAINING CENTER - 1308 BAYSHORE HWY. Requests: where are nightclubs located; how many offices in the Hyatt building are vacant at this time. Item set for public hearing January 12, 1987. 5. SPECIAL PERMIT - TRAINING SESSIONS - 1501 BAYSHORE HIGHWAY Item set for public hearing January 12, 1987. TENTATIVE AND FINAL PARCEL MAP - 1731 ADRIAN ROAD Requests: is this the old Little League field; potential for dividing properties in this area (how many could be divided); does city have a policy on dividing properties in this manner where they share a common driveway. Item set for public hearing January 12, 1987. PLANNER REPORTS CP Monroe reviewed City Council actions at its December 1, 1986 regular meeting and December 5, 1986 special meeting.
