CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was
called to order by Chairman Graham on Monday, March 11, 1985 at
7:32 P.M.
ROLL CALL
Present: Commissioners Garcia, Graham, Jacobs, Leahy,
Schwalm, Taylor
Absent: Commissioner Giomi (excused)

MINUTES - The minutes of the February 25, 1985 meeting were unanimously
approved.
AGENDA - Order of the agenda approved.
ITEM FOR ACTION
1. SPECIAL PERMIT TO ALLOW CONVERSION OF A PREVIOUSLY APPROVED THREE
SIDED GARAGE INTO A WORKSHOP AT 341 OCCIDENTAL AVENUE, BY ANASTASIA
COLE (PROPERTY OWNER AND APPLICANT)
Planner Towber reviewed this request for conversion of a garage
approved in 1983 which has since been further improved and converted
into workshop/storage area without benefit of a building permit.
Reference staff report, 3/11/85; study meeting minutes, 2/25/85;
Project Application & CEQA Assessment received 1/31/85; applicant's
letter, 2/5/85; drawings date stamped 2/5/85; photographs of the site;
material referencing applicant's artistic activities/occupation; plot
plan, Cole carport renovation, date stamped 8/17/83; staff review: Fire
Marshal (2/15/85), City Engineer (2/22/85); home occupation application
date stamped 1/31/85; Monroe letter of action to Mrs. Cole, 9/20/83;
Planning Commission minutes, 9/12/83; notice of hearing mailed 3/1/85;
Commission Resolution Approving Special Permits; letter received by the
Planning Department from L. W. Brown, 309 Occidental Avenue.
Planner discussed details of this request; history of the site; CBI's
verbal comment regarding the slab of the rebuilt carport. Three
conditions were suggested for consideration at the public hearing.
Discussion: required parking for the site; with the conversion there
would be a two car garage which doesn't meet present code standards;
the existence of a legal nonconforming unit in the main structure; 1983
reconstruction provided five on-site parking spaces for this three
bedroom single family home.

Chm. Graham opened the public hearing. Anastasia Cole, applicant was
present. Her comments: have checked with neighbors and do not believe
there is any objection to the request; building is in the back and used
only for art purposes; she does commercial art work and teaches
painting, generally not on this site, but does need on-site space to
carry on her business; feel the building with its plants beautify the
area; any on -street parking problem is caused by people who work in
Burlingame, private students are at the site no more than two hours;
slab in question was put in for drainage purposes (staff comment: CBI
was not aware the slab was placed, if conversion is not granted,
applicant will be required to provide a transition between this slab
and the rear paved area).
There were no audience comments in favor. Paula Hoffman,
1541 Burlingame Avenue spoke in opposition: this structure has always
seemed to be a multiple family dwelling; have had problems with loud
parties and vehicles parked on the street; it seems city is being asked
to extend more and more exceptions to this site which in the past has
been a disruption to the neighbors' quiet enjoyment of their property.
In rebuttal applicant commented that parties would have nothing to do
with the building in the back; only one of her children now lives at
home, there would be no more parties; basement apartment is leased to a
young student. There were no further audience comments and the public
hearing was closed.
Discussion: there was Commission concern about insufficient on-site
parking and that parking might be deficient for a future property
owner; applicant advised there is only one car in her household at
present; it appears Commission is being asked to allow this structure
to become more nonconforming.
C. Jacobs moved to deny the special permit. Second C. Leahy.
Comment on the motion: basically this use is inoffensive in a
residential area; applicant will be required to pay a penalty for not
obtaining a building permit for the conversion; several Commissioners
again expressed concern about insufficient parking and commented that
the provision of more parking was why the special permits were granted
in 1983.
Motion to deny this special permit was approved 6-0 on roll call vote,
C. Giomi absent. Appeal procedures were advised.
ITEMS FOR STUDY
2. SPECIAL PERMIT TO ALLOW RESIDENTIAL USE OF PROPERTY - 333 LORTON
3. TWO VARIANCES TO ALLOW AN APARTMENT ADDITION TO AN EXISTING
STRUCTURE - 333 LORTON AVENUE
Requests: how does this project differ from the proposal which was
denied in 1984; review of previous proposal including a copy of

Commission minutes; will the occupant of the second floor apartment be
there for security purposes; will he pay rent, during what hours will
he be on site; have there been any police problems since January, 1984;
what business activities are being conducted at 333 Lorton; what type
of security devices will be installed between the launderette and the
apartment unit; would it be more cost effective to hire a security
person to come in and out rather than live on the premises. Item set
for hearing March 25, 1985.
4. SPECIAL PERMIT TO ALLOW A JEWELRY AND WATCH REPAIR/RETAIL AND ART
GOODS RETAIL OPERATION AT 1195 BROADWAY
Requests: will this one store sell all these items; what art goods will
be sold; total square footage of usable space in this building; what
percentage will be used by this business. Item set for hearing
March 25, 1985.
5. SPECIAL PERMIT FOR A DESSERT SHOP/BAKERY AT 1500 ADELINE DRIVE
Requests: will grease trap be required; more readable site plan
indicating location of the proposed shop; what percentage of the total
space will be used by this business. Item set for hearing March 25,
1985.
6. SIGN EXCEPTION - 1000 BROADWAY
Item set for hearing March 25, 1985.
FOR INFORMATION
- UPDATE ON ALAMO RENT A CAR FINAL PLANS AND USE PERMIT
Reference CP's information report, 3/11/85; March 4, 1985 letter from
Paul G. Salisbury, architect; February 28, 1985 letter from William B.
Nesbitt, Executive Director, Dkbert Assoc. CP's memo discussed final
building plans which showed potential work space for more than 22
employees, the number approved for any single shift in the 7/5/83 use
permit. Staff has suggested the applicant install the additional
parking needed for potential employees with the initial construction;
when and if the number of employees originally approved increases the
applicant should apply for a use permit amendment. Commission accepted
this update report; no Commission action is required at this time.

March 4, 1985 and study meeting, March 6, 1985.
