CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was
called to order by Chairman Garcia on Monday, July 8, 1985 at 7:30 PM.
ROLL CALL
Present: Commissioners Garcia, Giomi, Graham,
Jacobs, Schwalm
Absent: Commissioners Leahy, Taylor
Staff Present: Helen Towber, Planner; Frank Erbacher, City Engineer
MINUTES - The minutes of the June 24, 1985 meeting were unanimously
approved with the following explanation: City Attorney
indicated in discussion on the variance for collector
automobiles at 1369 North Carolan Avenue (Item #8) that a
parking variance could be tied to a specific conditional
use permit.
AGENDA - Order of the agenda approved.
ITEMS FOR ACTION
1. SPECIAL PERMIT TO ALLOW A RETAIL CLOTHING STORE AT 1199 BROADWAY
Reference staff report, 7/8/85, with attachments. Planner Towber
reviewed the item: details of the request, staff review, study meeting
requests, Planning staff comment. Three conditions were suggested for
consideration at the public hearing.
Chm. Garcia opened the public hearing. Alan Grace, representing Pina
Della Casa, the applicant, was present. There were no audience
comments and the public hearing was closed.
During Commission discussion the applicant's representative was advised
that if the special permit were granted any subsequent increase in
operating hours or number of employees would require an amendment to
the use permit. It was determined the applicant was aware of the
city's requirements regarding restrooms and landscaping.
Based on the fact that this is a retail use and that a parking variance
had been granted to this commercial building, C. Jacobs moved for
approval of the special permit and adoption of Commission Resolution
Approving Special Permits with the following conditions: (1) that the
tenant improvements for this 1,185 SF of leased area shall meet all
requirements of the Uniform Building Code including toilets and of the
Uniform Fire Code; (2) that the hours of operation for this store shall
be 10:00 A.M. to 9:00 P.M., Monday through Friday and 10:00 A.M. to
6:00 P.M., Saturday and Sunday, that the maximum number of employees

on site shall be five between 8:00 A.M. and 5:00 P.M. and two after
5:00 P.M.; and (3) that a building permit for this tenant's improve-
ments shall not be issued until the final landscape plans have been
submitted and approved by the Parks Department and landscaping
installed to the satisfaction of the city.(*)Motion approved on a 5-0
roll call vote, Cers Leahy and Taylor absent. Appeal procedures were
advised. (*) Second C. Graham.
2. SPECIAL PERMIT FOR A DRY CLEANING AGENCY AT 1508 ADELINE DRIVE
Reference staff report, 7/8/85, with attachments. Planner Towber
reviewed this request for a dry cleaning agency (no processing on site)
in the shopping center at 1508 Adeline Drive: details of the request,
staff review, applicant's letter, Planning staff comment regarding
deliveries. Three conditions were suggested for consideration at the
public hearing.
Chm. Garcia opened the public hearing. Marmora Terrell, property
owner, stated no processing chemicals would be used on site; she felt
this use would complement the other retail/service uses in the shopping
center. Simoun Ghasemia, speaking for the applicant, advised that the
proposed operating hours on Saturday were 7:00 A.M. to 6:00 P.M. There
were no audience comments and the public hearing was closed.
Noting that the Council's concerns about delivery trucks are addressed
in Condition #2, C. Jacobs moved for approval of the special permit and
for adoption of Commission Resolution Approving Special Permits with
the following conditions: (1) that a dry cleaning agency which does not
process cleaning on site, open from 7:00 A.M. to 7:00 P.M. Monday
through Friday and 7:00 A.M. to 6:00 P.M. Saturday, with two full time
employees shall be permitted; (2) that pickup and deliveries of items
to be taken to the off-site plant for processing shall be limited to
the hours of 6:30 A.M. to 7:00 P.M., Monday through Saturday, and all
deliveries shall be made on site; and (3) that any changes to the hours
of operation, number of employees, hours of delivery or other aspects
of the operation at this location shall require an amendment to this
use permit. Second C. Graham.
C. Giomi requested a condition for review be included. C. Jacobs
amended her motion to include condition (4) that this special permit be
reviewed in one year following opening of the business. C. Graham
amended his second. Motion approved on a 5-0 roll call vote, Cers
Leahy and Taylor absent. Appeal procedures were advised.
3. REVIEW OF PREVIOUSLY APPROVED PERMITS
A. SPECIAL PERMIT TO ALLOW CLASSES AT 810 BURLWAY ROAD
B. SPECIAL PERMIT - ALAMO RENT -A -CAR - 1755 BAYSHORE HIGHWAY
D. MASTER SIGN PROGRAM - 1209-1217 DONNELLY AVENUE

C. SPECIAL PERMIT - ACTION DISPATCHED COURIERS - 819 MITTEN ROAD
Planner Towber discussed staff's review of this operation. They have
added another truck and driver, this does not appear to be creating
problems on site; applicant is looking for another site with the hope
of relocating by October, 1985. Staff recommended review in October.
C. Schwalm moved that this special permit be reviewed again in October,
1985. Second C. Giomi; motion approved unanimously on voice vote.
ITEMS FOR STUDY
4. SPECIAL PERMIT - SATELLITE DISH ANTENNA - 1920 CARMELITA AVENUE
Requests: alternative locations on this site; photo of the proposed
dish; City Council minutes of the meeting at which they discussed
and adopted the new dish antenna regulations; sketch addressing visual
impact of the dish; letter from applicant addressing his need for the
dish. Set for hearing July 22, 1985.
Commission expressed concern that an increasing number of applications
for satellite dish antennas would be received. Discussion brought out
a request to study the matter further, check model ordinances and
ordinances of other cities, expected development in future.
5. PARKING VARIANCE - GYM/EXERCISE ROOM ADDITION - 1730 ROLLINS ROAD
6. SPECIAL PERMIT AMENDMENT - ATHLETIC CLUB ADDITION - 1730 ROLLINS
ROAD
Planner advised that revised plans were received July 5 indicating the
applicant has provided sufficient parking, he will not need a parking
variance but a special permit amendment is required for expansion of
the athletic club.
Requests: staff discussion of parking requirement; parking count,
present and proposed; does applicant plan to increase membership or is
this proposal an additional facility for present members; applicant's
possible plans for a future car rental use on site; will the proposal
require additional employees. Special permit amendment set for hearing
July 22, 1985.
PLANNER REPORT
Planner Towber reviewed Council actions at its July 1, 1985 regular
meeting.
There was a Commissioner request that staff investigate the possibility
of adding meters for the four parking spaces in front of 1209 Howard
Avenue, the former Tait Auction gallery.
